Institute SessionsOPENING SESSIONDavid HamrickDavid Hamrick is a meteorologist with the NationalWeather Service in the Washington, D.C. area wherehe works making short-term weather forecasts for thecontinental United States. A young man with highfunctioning autism, Mr. Hamrick is a frequent presenter atconferences throughout Virginia and the nation wherehe speaks on autism and how autism has personallyinfluenced his life. In his presentation, Weathering Autismthrough Childhood and Beyond, Mr. Hamrick will sharehis personal experiences from the perspective of anindividual with autism beginning with his initial diagnosisand continuing through early adulthood. Participants willgain new insights on the importance of early intervention,speech and occupational therapy, sensory integration, andother services and supports that make a positive differencefor individuals with developmental disabilities and specialneeds.KEYNOTE SESSIONPamala Booker3Pamala Booker, with the Partnership for People withDisabilities located at Virginia Commonwealth University,currently works as an infant and toddler specialist for theVirginia Infant & Toddler Specialist Network in the Centralregion of the state. Ms. Booker has enjoyed more than 23years of providing direct services to young children andtheir families as well as providing training and technicalassistance to early childhood professionals working inearly intervention programs, Head Start, and preschoolprograms across the country. She has worked as a SeniorProgram Associate with the Early Head Start NationalResource Center at ZERO TO THREE in Washington,D.C. and has extensive experience working with infantsand toddlers in natural and inclusive environments. Herkeynote session, With Arms Wide Open, SupportingInfants and Toddlers with Special Needs in Group CareSettings, will focus on caregivers’ essential role to provideinclusive environments for infants and toddlers in childcare settings. Her dynamic presentation will also illustratethe wonderful opportunities caregivers have to positivelyshape children’s attitudes and behavior toward individualswith disabilities.

Institute SessionsPANELThis interactive panel presentation will include a parent ofa child with special needs, a child care provider, an infantand toddler specialist, and a Part C provider who will shareperspectives on their individual roles and collaborative worktogether to help young children reach their full potential.WORKSHOP SESSIONSWorkshop session presenters include highly qualifiedinfant and toddler specialists who provide professionaldevelopment to early care providers as part of the VA Infant& Toddler Specialist Network.Inclusion FusionEveryone can benefit from the joys of working withinfants and toddlers with special needs! From the typicallydeveloping child, to the caregiver, the family, and thecommunity, Inclusion Fusion highlights numerous ways toreach the full potential of all children. This interactiveworkshop offers activities to learn more about inclusion,successful adaptations to child care environments, andeasy ways to better understand the laws that guide oureducation and care of infants and toddlers with disabilities.Ideas and strategies for handling confidential informationand what to do when concerns arise will be discussed.Resources and important information on supportingindividual needs for group success will be shared.Giving Children Their Best ChanceInfants and toddlers bring a blend of genetics, temperament,fast-paced developmental growth and unique needs tochild care settings. Early care providers can be challengedto understand these needs while also recognizing thatinfants and toddlers must be active participants in their owndevelopment. Activities and discussion will be used to helpcaregivers explore the important role they play to ensure thatinfants and toddlers are receiving their best chance in thecare of adults who understand their uniqueness and plan foreach individual child’s needs.4

Overview of theVA Infant & Toddler Specialist NetworkThe VA Infant & Toddler Specialist Network strivesto achieve excellence in early care by increasingthe educational level and skills of those who carefor infants and toddlers, whether in family homesor in centers.Fifteen highly qualified infant and toddlerspecialists work in eight regional offices acrossthe state. The specialists provide three levels ofservice designed to strengthen the capacity ofearly care and education programs to deliver highquality services:Level 1: On-site consultation servicesincluding mentoring and support using qualityimprovement plansLevel 2: Training and technical assistance (T/TA)to groups of caregivers/teachers and directorsLevel 3: Resources and linkages to existingprofessional development opportunitiesPrograms receiving services from the VA ITSNhave achieved measurable outcomes that indicateimproved quality of care for infants and toddlers.From July 1, 2012 to June 30, 2013, VA ITSN infantand toddler specialists provided:n1,630 on-site events totaling 5,147 hours ofintensive technical assistance and training for2,993 participantsn759 training events, totaling over 1,479training hours to 6,960 infant and toddlercaregivers/teachers and directors460 other events including marketing,networking, follow up T/TA, and peer postassessments for 699 hours to 641 participantsIn total, services included 2,849 events totaling7,325 hours for 10,594 participants.n5
