Jody and her Summer Job Connection team have done an unbelievable jobgetting it up and running. Media attention thanks to Doug’s efforts is going in a great direction.Restructuring: CSTB agency restructuring to align with goals, objectives for 2019-2020 is going accordingto plan. Action Item 3 – Eligible Training Provider PolicyDirector Munro presented the action item. One additional add-on needs to be included in the languageof the modification to the ETPL policy. If a waiver is provided, the Board will be informed through an“Information Item” at the next Board meeting. (The new provider or program will also be listed on the“Vendor Outcome Report”.) Action Item 4 – 2019-2020 Workforce Solutions Strategic Goals In discussion of the Strategic Plan, a suggestion was made to use the Sales Force CRMsoftware to generate actual metrics to track the Employer Customer Satisfaction Ratingmonthly, and provide that report to the committee quarterly. What we’re doling with Goal I, Objective 3, is using avery robust economic modeling tool named EMSI. There is a new product from them namedBusiness Engage. Staff will be receiving training on the use of this software at the end of thismonth. We continue to use the other resources we have in the past focus our efforts. Theaccount executives on the Business Services Team will be shifting from a zip code alignmentto a job sector alignment.Other ways in which we are turning up our efforts internally, would include the use of theDashboard feature, and by our organizational restructuring. The motion carried.Information Items / Program Updates:Workforce Solutions Goals Updates for 2018-2019 presented by Jody TonerGoal 1: Provide Employers with a Skilled Workforce Objective 1: Provide workforce resources to employers.o 7 job Orderso 1 EWT and/IWTo 3 QRT and/or OJT Objective 2: Identify training opportunities for targeted occupations.o Received a Grant by CareerSource Florida for 100,000 for Soft Skills DevelopmentTraining in Hospitality and Customer Service.Objective 3: Develop Labor Market Informationo We have been working closely with John Flanagan (CEO) looking at some data analyticsavailable through EMSI. These reports should be helpful particularly for this committee,having county specific reports prior to going out to meet with employers will be verybeneficial to our Business Service team.o There will be a report for Job Posting by Analytics by employer.o The Board approved the renewal of the Talent Profile Report subscription.o Will be setting up staff training for EMSI.Workforce Solutions Committee Meeting - August 7, 2019 3

Objective 4: Develop a Regional Targeted Occupations List:o We’ll be bringing this list back for consideration and review. Timeline May - June. This willhave looked at how to shift our focus to New Business Engagement impact our employersand educational partners. The list fluctuates every year as we have programs that drop offand new ones were added.John Flanagan gave this update: John, Craig Richard from EDC, and also Steve Morey discussed plans toshift the focus to reflect our overall strategy, to align our goals in the area of New Business Engagement.We will focus heavily on new registrants and new postings on Employ Florida. This will be a key metric ofhow we judge the performance of our contract with EDC. We want to provide the most results for thecommunity and the businesses. We want to make sure we are utilizing the Services that we share (withEDC) in the most efficient way. We will work with the overall goal being: getting employers to post jobs inEmploy Florida. This is going to drive most of our training opportunities, products, and services that wehave. There will be a MOU coming soon for his sign off.We recently filled the second spot, and now have two people working in that area.Goal II: Develop Effective Employer Based Workforce Programs. Objective 1: Increase participation in the On-the-Job Training (OJT) and Paid Work Experience(PWE) Programso USDOL guidance has caused CSTB to re-align policy and processes, which may limit OJTnumbers for the next year or so.o Added 7 Employers for PWE. Objective 2: Encourage Employer involvement in the Local Employed (EWT) and IncumbentWorker Training (IWT) programso EWT will be sunsetting soon and IWT will be the sole focus after July 1, 2019.o 3rd Quarter received 3 new EWT awards Objective 3: Connect employers with the Florida Flex Program administered by CareerSourceFlorida Objective 4: Encourage employer participation in the internship and apprenticeship programs.o 984 employers, 132 internships, 4133 interns registered, and have placed 0. We need towork on placement.Goal III: Effectively Market and Brand Services and Programs. Develop innovative strategies and outreach materials to market various programs.o Website trending down this quarter from 17% to 15%.o Social Media Traffic is trending up in all categories.o Question: Are there any more staff vacancies on the Business Team? We are still lookingto still hire a Director of Business Services position.Training Vendors Outcome Report presented by Chad KunerthCSTB provides WIOA funding training services with a focus on successful completion of demand-drivenindustry certifications and training programs. This is a new report as requested. Reporting real time data ofexit numbers only, doesn’t include enrollment. The Training Providers have received a snapshot of theirnumbers so they know where they stand. As of the 3rd quarter, 15 training vendors meet all three criteria,49 meet two, and 16 meet only one criteria. The three criteria are: 70% Placement, 70% Completion, andan Avg. Wage of 14.63.Summer Job ConnectionStaff has grown from 4 to 26, now the program is fully staffed. We received 672 youth applications, 51employer applications, and 371 available positions. About 650 youth will be served, we’ve only turned away33 individuals (some due to exceeded age). Date has been set for June 4, at the DoubleTree Hilton.Performance Dashboard ReportReviewed by Jody Toner in real time. Reports – Industry InsightsEducation(Michael Ramsey). House Bill FL - H7071 is packed with workforce training initiatives that willgreatly benefit our community. Key item for us in the Bill is preapprenticeship & apprenticeshiptraining programs, secondary and postsecondary workforce education and creation of FLAGprogram, and creation of the SAIL to 60 Initiative.Economic DevelopmentHealth of economy has us in somewhat of a boon in the regular sectors which are strong in theregion. EDC has about 91projects going on nationally and internationally to attract business toTampa.Other Industry SectorsNo updates.Future BusinessBusiness and Education Summit - February 2020. The keynotes, industry sectors, breakouts and logisticsare being worked on. Action Item #2Regional Targeted Occupations List PY 19-20 RevisionBackgroundEach local workforce development board (LWDB) is tasked with developing their own targetedoccupations list (TOL) in consultation with local businesses and industry representatives, using theLMS – generated Demand Occupations Lists, as well as including additional occupations based onlocal demand.InformationHillsborough County School BoardThe goal of the programs below is to establish a career pathway out of poverty and into entry levelpositions within the local workforce that will lead to further career advancement. Hillsborough Community CollegeThe Florida Legislature passed and Governor Ron DeSantis signed House Bill 7071, a bill related toWorkforce Education. The bill addresses several topics related to career and technical education atthe middle school, high school, and post-secondary level and is effective July 1st, 2019. One of therequirements of the legislation is to conduct an annual audit of all career and technical educationofferings to determine the alignment with employer demand. Further, they seek to identify career andtechnical education offerings that are linked to occupations that are in high demand by employers,require high-level skills, and provide middle-level and high-level wages. If they do not meet thesecriteria, those programs will be phased out. One of the ways they will be determining whether or not aprogram is in alignment with employer demand and meet the criteria is if it appears on the Statewideor Regional Demand Occupations List.Hillsborough Community College (HCC) reviewed CSTB’s regional targeted occupations list (RTOL)and noticed several occupations that HCC’s programs are aligned with, through state assigned SOCcodes, were not on the Regional Targeted Occupations List (RTOL). RECOMMENDATIONThe Organization adopted a hybrid 2019-20 Regional Demand Occupations for CSTB comprised ofthe DEO 2019-20 Regional Demand Occupational List and the additional demand occupations. A localboard may add occupations to its current Targeted Occupations List (TOL) based on the demand oflocal employers. Action Item 3Removal of Training ProvidersInformationCareerSource Tampa Bay accepts new training vendor applications and program additionapplications during the 1st quarter of the program year (July-September). Guidance issuedMarch 1, 2016 requires all regional workforce boards to conduct “ continued eligibility”reviews every two years to ensure that providers and their programs continue to meet thefollowing requirements: Maintaining proper accreditation and/ or Florida LicensureTimely reporting student data to the Florida Education & Training PlacementInformation Program ( FETPIP)Meeting state and local performance standardsReporting of any changes in the acceptance of federal financial aid, cost, refund etc.Compliance with Federal, State statutory and regulatory requirementsAll institutions that meet the requirements are sent an agreement, which they are requiredto sign and return along with relevant documentation to confirm that the continuingeligibility criteria is met.The following institutions failed to return completed applications and/or agreements. Utica College – Utica offers training in nursing. There are no CSTB customerswho are currently enrolled. CSTB currently has 9 additional vendors offering similartraining.ATA Career Education – ATA offers training in medical, dental, and nursing.CSTB currently has 4 participants who have been issued ITAs in 2018-19 whoseprogram will extend through the 2019-20 program year. CSTB currently has 5additional vendors offering similar training.Truck Driver Institute – Communication received that they will not be renewingtheir training provider agreement. Information Item #2Workforce Development Consultant UpdateInformation:A RFP for Consulting Services was issued on April 12, 2019 to solicit proposals fromqualified and experienced individuals to provide workforce development consultantservices. This RFP was promulgated via multiple avenues, including notices in theTampa Times and to interested bidders. The proposals were due on May 31, 2019.
