The Act is designed to help job seekersaccess employment, education, training, and support services needed tosucceed in the labor market and to match employers with skilled workersthey need to compete in the global economy.Population GroupAdultDislocated WorkerYouth, In-SchoolYouth, Out-of-SchoolWIOA definitionAn individual who is 18 years or older. An individual who has been terminated or laid offthrough no fault of their own; or A displaced homemaker; or A spouse of a member of the Armed Forces onactive duty. An individual who is 14 – 21 years old, attendingschool and low income. An individual who is 16 – 24 years old, not attendingany school.Career Services and training services for adults, dislocated workers, andyouth are provided through the career centers.There are three types of Career Services:TypeBasic Career ServicesWIOA distinction Are universally accessible and must be madeavailable to all individuals seeking employment andtraining services. Individualized CareerServicesFollow Up Services Are provided after workforce professional staffdetermine that such services are required to retainor obtain employment, consistent with anyapplicable statutory priorities. Significant staff time and customize to eachindividual’s need. Individualized services such as: specializedassessments, developing an individual employmentplan, counseling, work experiences, etc. Follow up services for adults & dislocated workerswho are placed in unsubsidized employment, for upto 12 months after the first day of employment.Training Services are to be provided either through an IndividualTraining Account (ITA) or through a training contract. Training servicesmust be provided by an Eligible Training Provider (ETP) in accordancewith WIOA sec. 122(d).- 12 -

Information ItemIndividual Training Account (ITA)The Individual Training Accounts (ITA’s) are established to assist with fundingpost-secondary education for individuals that meet specific program eligibilityrequirements. An ITA is provided to eligible WIOA-defined adult, dislocatedworkers, youth, and welfare transition participants to obtain training that meetsthe demands of local needs and leads to employment for self-sufficiency.WIOA allows local workforce boards to set limits on ITA dollar amount. ForHillsborough County, the maximum amount of an ITA is 5,000 per programyear, maximum of two years. Customers who need additional funding for trainingthat exceed the ITA limit may be approved by the CEO or CEO designee.- 13 -
