WARNING LABEL INFORMATIONNOTE: communicates installation,operation or maintenanceinformation that is safetyrelated but not hazardrelated.SCOPE of MANUALThis manual contains installation instructionsfor the ORION Repeater for use with anywater or gas ORION transmitter.Proper performance and reliability of theORION Repeater depends upon installationin accordance with these instructions.PRODUCT UNPACKING AND INSPECTIONUpon receipt of the product, perform thefollowing unpacking and inspectionprocedures:Note: If damage to the shipping container is evidentupon receipt, request the carrier to be presentwhen the product is unpacked.Carefully open the shipping package, followany instructions that may be marked on theexterior. Remove all cushioning materialsurrounding the product and carefully lift theproduct from the package.Retain the package and all packing materialfor possible use in reshipment or storage.Visually inspect the product and applicableaccessories for any physical damage such asscratches, loose or broken parts, or any othersign of damage that may have occurredduring shipment.Note: If damage is found, request an inspection by thecarrier’s agent within 48 hours of delivery and filea claim with the carrier. A claim for equipmentdamage in transit is the sole responsibility of thepurchaser.4

An ORION transmitter is installed by a utilityon a consumer’s water or gas meter near orin his/her home or business.However, this is rarely possible. The line-ofsight may be hindered by obstructions suchas trees and vegetation, buildings and otherstructures, vehicles or uneven terrain.ORION REPEATERThe ORION Repeater is atransmitter/receiver that can be used inconjunction with any water or gas ORIONtransmitter to increase the performance forfixed network applications. Packaged in aremote enclosure, the ORION Repeater canbe located in any indoor or non-submersedoutdoor application and programmed torepeat up to five ORION transmitter signalswithin receiving range of the ORIONRepeater.Note that the change of season, increasingvegetation, building construction andremolding can all contribute to changing thesignal reception over time.TRANSMITTER DESCRIPTION ORION Repeaters are programmed to listento transmitters that are programmed into theirmemory and to repeat the ORION standardconsumption message each time it isreceived. Once an ORION Repeater repeatsa transmitter standard consumptionmessage, another ORION Repeater cannotrepeat the message.PROGRAMMING THE ORION REPEATERAn ORION Repeater must be programmed inthe field in order to activate the device. Oncethe ORION transmitter is installed, an ORIONRepeater can be installed within range of thetransmitter to increase the performance.ORION Repeaters can be easily programmedin the field using either the ORION MobileReading Laptop or the Badger -Radix DataCollector.The ORION Repeater is constructed of aplastic remote enclosure with a ‘C’ sizedlithium battery that provides 15 years ofpower for each ORION Repeater. TheORION Repeater is shipped from the factoryin an off mode and is not transmitting. Thisdevice can be shipped via aircraft shipment, ifnecessary.NOTE THAT WHEN THE ORIONPROGRAMMING ACCESSORY IS NOT INUSE, IT SHOULD BE TURNED OFF TOPREVENT UNINTENTIONALPROGRAMMING OF THE ORIONREPEATER.LOCATING THE UNITAn ORION Repeater can be programmedwith up to five ORION water and/or gastransmitter serial numbers. Onceprogrammed, the Repeater will listen for andrepeat the standard consumption messagesfor those transmitters, which are located within range of the Repeater.The ideal ORION Repeater location issomewhere that has a clear “line-of-sight” tothe ORION gas or water transmitter.5

NOTE: The Programming Accessory must beread before any of the other buttons areactivated.PROGRAMMING WITH A LAPTOPTo program a Water Meter Transmitter SerialNumber into a Monitor with a laptop PC:1. You will need a laptop computer(p/n 65567) with ORION ProgrammerVersion 1.2.14 or higher listed at the topof the screen.5. Select the [Read] button.You will also need the following equipment:Optical Programmer 64436-013Programming Accessory 65589-001ORION Transmitter6. A message box appears saying,The meter type is UNKNOWN.Select [OK].2. On the computer desktop, open theORION Laptop Programmer by doubleclicking the icon.7. Select START RADIO.3. Connect the Optical programmer to the9-pin connector on the laptop PC.4. Place the Optical Programmer onto theProgramming Accessory.6

11. Select [Program Odometer] button.8. On the laptop, move the cursor to theOdometer Value box.Select it.12. A screen appears saying,The meter type is UNKNOWN.Select OK.9.Enter the Water Meter TransmitterSerial Number into the Odometer Valuebox.NOTE: Do not enter the leading 7 of theTransmitter Serial Number.13. Swipe the programming magnet overthe bottom right corner of the ORION Repeater to put the unit intoprogramming mode. Once the ORIONRepeater has been put intoprogramming mode, it will listen for asignal from the Programming Accessoryfor up to 16 seconds. Once itsuccessfully hears the ProgrammingAccessory signal, the ORION Repeaterwill verify it has been successfullyprogrammed by continuouslybroadcasting the ORION transmitterreading for one minute.10. Place the Optical Programmer onto theProgramming Accessory or insure it isstill connected.14. As soon as you are done programmingan ORION Repeater, it is important toturn off your Programming Accessory.Turn off the Programming Accessory byproperly positioning the OpticalProgrammer on to the ProgrammingAccessory and selecting the [StopRadio] button.NOTE: To erase all ORION serialnumbers in the repeater, program theProgram Accessory to a transmitternumber of ‘0’ and place the ORIONRepeater in programming mode usingthe steps above.7

To verify all ORION transmitter serialnumbers in the repeater, swipe themagnet across the programminglocation on the ORION Repeater. BECERTAIN THAT THE PROGRAMMINGACCESSORY IS EITHER TURNEDOFF OR NOT IN RANGE OF THEORION REPEATER PRIOR TOSWIPING THE MAGNET ACROSS THEPROGRAM LOCATION.2. At the “Main Menu”, select [Program &Quick Read] Q .PROGRAMMING WITH BADGER - RADIX To program a Water Meter Transmitter SerialNumber into a Monitor with a Badger-Radixunit, you will need the following items:3. Select [ORION] O Programming Accessory65589-001Water Meter Monitor65567-001ORION TransmitterBadger-Radix Data Collector4. Select [Program] P 1. Press and hold any key to turn on theBadger-Radix Data Collector Unit.8

5. Place the Badger -Radix Data Collectorover the Programming Accessory.7. Select [Start Radio] S 8. Select Enter .NOTE: Verify the IR port (the oval shapedhole on the bottom of the Badger-Radixunit) is over the opening of theProgramming Accessory.6. Select [Read] R 9. Remove the Badger-Radix unit from theProgramming Accessory.10. Clear the Odometer Entry box.Click the Delete key until the OdometerEntry box is empty.A message will appear on the screen “TheORION Transmitter has an invalid metertype and needs to be returned to BadgerMeter for servicing.” Select OK Enter .9

13. Select [Set Odometer] O .11. Use the keypad to enter TransmitterSerial Number into the Odometer Entrybox.NOTE: Do not enter the leading 7 of theTransmitter Serial Number. 14. Remove the Badger-Radix from theProgramming Accessory. 12. Again, place the Badger -Radix unit overthe Programming Accessory.15. Swipe the programming magnet overthe bottom right corner of the ORION Repeater to put the unit intoprogramming mode. Once the ORIONRepeater has been put intoprogramming mode, it will listen for asignal from the Programming Accessoryfor up to 16 seconds. Once itsuccessfully hears the ProgrammingAccessory signal, the ORION Repeaterwill verify it has been successfullyprogrammed by continuouslybroadcasting the ORION transmitterreading for one minute.10

Program Accessory to a transmitternumber of ‘0’ and place the ORIONRepeater in programming mode usingthe steps above.16. As soon as you are done programmingan ORION Repeater, it is important toturn off your Programming Accessory.Turn off the Programming Accessory byproperly positioning the Badger -Radix Data Collector on to the ProgrammingAccessory and selecting the [StopRadio] T button.To verify all ORION transmitter serialnumbers in the repeater, swipe themagnet across the programminglocation on the ORION Repeater.BE CERTAIN THAT THEPROGRAMMING ACCESSORY ISEITHER TURNED OFF OR NOT INRANGE OF THE ORION REPEATERPRIOR TO SWIPING THE MAGNETACROSS THE PROGRAM LOCATION.NOTE: To erase all ORION serialnumbers in the repeater, program theSPECIFICATIONSREGULATORYThis device complies with Part 15 of FCCrules.
