Priority Colleges Priority Colleges are colleges locatedin California Hard-to-Count (CAHTC) communities determined by the CaliforniaCensus. The California Hard-to-Count (CA-HTC) Index isbased on multiple demographic, housing andsocioeconomic variables correlated with anarea being difficult to enumerate. Census tracts with higher indexes are likely tobe places that will pose significant challengesto enumerate in 2020.
