Elida Local Schools iscomprised of Elida Elementary (grades K-4); the Elida Middle School (grades 5-8), and the ElidaHigh School (grades 9-12). ELIDA SENIOR HIGH SCHOOLTEACHER HANDBOOKNETWORK PRIVACY AND ACCEPTABLE USE POLICY FOR STAFF MEMBERSIt is the intention of the Elida Board of Education to protect the privacy of staff members whouse the school computers, computer network, and electronic messaging systems to the maximumextent possible given the operational and security needs of the District. The purpose of thispolicy is to identify the limitations on this privacy and the general restrictions applying to the useof computers and electronic messaging systems of the District.Acceptable and Unacceptable UsesThe computers, computer network and messaging systems of the School District are intended foreducational uses and work-related communications. Incidental use of the e-mail and voice mailsystems by staff members for personal communications is permitted as long as suchcommunications are limited in number, are initiated during non-work periods, and do notinterfere with the primary intended uses of the system.The following are uses, which are unacceptable under any circumstances: the transmission of any language or images which are of a graphic sexual nature the transmission of jokes, pictures, or other materials which are obscene, lewd,vulgar, or disparaging of persons based on their race, color, sex, age,religion, national origin, or sexual orientation the transmission of messages or any other content which would be perceived by areasonable person to be harassing or threatening uses that constitute defamation (libel or slander) uses that violate copyright laws uses that attempt to gain unauthorized access to another computer system or toimpair the operation of another computer system (for example, thetransmission of a computer virus or an excessively large e-mail attachment) any commercial or profit-making activities any fundraising activities, unless specifically authorized by an administratorSecurity and IntegrityStaff members shall not take any action, which would compromise the security of any computer,network or messaging system. This would include the unauthorized release or sharing ofpasswords and the intentional disabling of any security features of the system.Staff members shall not take any actions, which may adversely affect the integrity, functionality,or reliability of any computer (for example, the installation of hardware or software notauthorized by the System Administrator).13

ELIDA SENIOR HIGH SCHOOLTEACHER HANDBOOKStaff members shall report to the System Administrator or a School District administrator anyactions by students, which would violate the security or integrityof any computer, network or messaging system whenever such actions become known to them inthe normal course of their work duties. This shall not be construed as creating any liability forstaff members for the computer-related misconduct of students.Right of AccessAlthough the Board of Education respects the natural desire of all persons for privacy in theirpersonal communications, and will attempt to preserve this privacy whenever possible, theoperational and security needs of the District’s computer network and messaging systems requirethat full access be available at all times. The School District therefore reserves the right to accessand inspect any computer, device or electronic media within its systems and any data,information, or messages, which may be contained therein. ELIDA SENIOR HIGH SCHOOLTEACHER HANDBOOKACCIDENTS/EMERGENCIESAny staff member in the immediate area of an accident, emergency or illness is to take charge,give reasonable aid and comfort, and send a message to the principal’s office.The supervising teacher needs to file a written report with the principal when accidents occur.AGENDA BOOK USETeachers are to use the Teacher/Student Agenda Book with their students. The purpose is toincrease student accountability and to assist in meeting building goals. Use will be on twolevels.Level One includes: Assignments, homework, tests, quizzes, and other important class activities. Hall passes. Internet access. Intervention placement assignments. Public copy.Level Two includes Level One activities plus: Tracking weekly grades. Goal setting. Communication with parents. Extra credit, bonus questions, or as a part of the student’s grade.BELL SCHEDULESSee Student AgendaCAFETERIA SUPERVISIONGuidelines for Supervision:1. Please be on time and stay until a replacement teacher arrives. If you must be late,please inform an administrator.2. Supervise food lines. The line should move in an orderly fashion without pushing,shoving, or cutting in line.3. Actively supervise your tables. This includes making certain that if a studentmisbehaves, deal with him or her immediately. Remove the student from the cafeteria.Stop any trouble before it begins.4. Serious infractions such as fighting or the throwing of food should be referred to thehigh school office.5. Restrooms in the commons area are the only ones to be used.6. Students must present a signed pass in the agenda to leave.15

Trash from courtyard must be deposited incafeteria trash cans.Restrooms in the commons area must be used.No moving of chairs and tables.Seniors who choose to eat in the courtyard must use 200 North Hall to go to andfrom the courtyard.Stay seated until released. Students eating in the courtyard will be dismissed threeminutes early to return to the cafeteria to throw away trash.No food will be permitted out of eating areas.No pop during lunch periods.No permission will be granted to go to lockers.Must present a signed pass to leave the cafeteria area.CLASSROOM ENVIRONMENTClassroom MaintenanceKeep bulletin boards up to date. Please watch the tops of desks and MC tables; check themperiodically. If desks are damaged due to writing and scratches, report it to the office. Ascertainwho is responsible for the damage if possible. The guilty will be fined and/or disciplined.The teacher, not the students, should handle the drapes and blinds. Windows should remainclosed. If the room is too hot or cold, report to the office to have thermostat regulated.When leaving your room for any extended time, please lock your door. Please notify the officein writing of any physical problems within your room. Custodians and maintenance personnelwill make proper repairs.9130 - Public ComplaintsAny person or group, having a legitimate interest in the operations of this District shall have theright to present a request, suggestion, or complaint concerning District personnel, the program,or the operations of the District. At the same time, the Board of Education has a duty to protectits staff from unnecessary harassment. It is the intent of this policy to provide the means forjudging each public complaint in a fair and impartial manner and to seek a remedy whereappropriate.It is the desire of the Board to rectify any misunderstandings between the public and the Districtby direct discussions of an informal type among the interested parties. It is only when suchinformal meetings fail to resolve the differences, shall more formal procedures be employed.16

ELIDA SENIOR HIGH SCHOOLTEACHER HANDBOOKAny requests, suggestions, or complaints reaching the Board, Board members, and theadministration shall be referred to the Superintendent for consideration according to thefollowing procedure.Matters Regarding a Professional Staff MemberA. First LevelIf it is a matter specifically directed toward a professional staff member, the matter must beaddressed, initially, to the concerned staff member who shall discuss it promptly with thecomplainant and make every effort to provide a reasoned explanation or take appropriateaction within his/her authority and District administrative guidelines.This level does not apply if the matter involves suspected child abuse, substance abuse, orany other serious allegation which may require investigation or inquiry by school officialsprior to approaching the professional staff member.As appropriate, the staff member shall report the matter and whatever action may have beentaken to the Principal/Supervisor.B. Second LevelIf a satisfactory solution is not achieved by discussion with the Principal/Supervisor, awritten request for a conference shall be submitted to the Superintendent. This requestshould include:1. the specific nature of the complaint and a brief statement of the facts giving rise to it;2. the respect in which it is alleged that the complainant (or child of the complainant) has beenaffected adversely;3. the action, which the complainant wishes taken, and the reasons why it is felt that suchaction be taken.Should the matter be resolved in conference with theSuperintendent, the Board shall be advised of the resolution.C. Third LevelShould the matter still not be resolved, or if it is one beyond the Superintendent's authorityand requires a Board decision or action, the complainant shall request, in writing, a meetingby the Board.The Board, after reviewing all material relating to the case, shall provide the complainantwith its written decision or grant a meeting before the Board.The complainant shall be advised, in writing, of the Board'sdecision, no more than thirty (30) business days following themeeting. The Board's decision will be final on the matter, and it willnot provide a meeting to other complainants on the same issue.17

ELIDA SENIOR HIGH SCHOOLTEACHER HANDBOOKIf the complainant contacts an individual Board member to discuss the matter, the Board membershall inform the complainant that he/she has no authority to act in his/her individual capacity andthat the complainant must follow the procedure described in this policy.Matters Regarding an Administrative Staff MemberSince administrators are considered members of the District's professional staff, the generalprocedure specified in "Matters Regarding a Professional Staff Member" shall be followed.Matters Regarding the Superintendent or TreasurerShould the matter be a concern regarding the Superintendent or Treasurer, which cannot beresolved through discussion with the Superintendent or Treasurer, the complainant may submit awritten request to the Board President for a conference with the Board. This request shallinclude:A. the specific nature of the complaint and a brief statement of the facts giving rise to it;B. the respect in which it is alleged that the complainant(or child of the complainant) has been affected adversely;C. the reason that the matter was not able to be resolved with the Superintendent or Treasurer;D. the action, which the complainant wishes taken, and the reasons why it is felt that suchaction should be taken.The Board, after reviewing the request, may grant a meeting before the Board, or a committee ofthe Board, or refer the matter, if permitted by State law, to an executive session.The complainant shall be advised, in writing, of the Board's decision within thirty (30) businessdays.Matters Regarding a Classified Staff MemberIn the case of a classified staff member, the same procedure is to be followed as for "MattersRegarding a Professional Staff Member."Matters Regarding District Services or OperationsIf the request, suggestion, or complaint relates to a matter of District procedure or operation, itshould be addressed, initially, to the person in charge and then brought, in turn, to higher levelsof authority in the manner prescribed in "Matters Regarding a Professional Staff Member."CONFLICT OF INTERESTPlease take note of the following:Provision of law dealing with conflicts of interestSection 3329.10 - "This statute is often overlooked even though theprescribed penalty for its violation is the forfeiture of theindividual’s teaching certificate. It prohibits a superintendent,18

ELIDA SENIOR HIGH SCHOOLTEACHER HANDBOOKsupervisor, principal, or teacher from acting as sales agent, eitherdirectly or indirectly, for any person, firm or corporation whoseschool textbooks are filed with the superintendent of publicinstruction, or for school apparatus or equipment of any kind for usein the public schools."CONTROVERSIAL ISSUESSince schools must teach about some controversial topics, the principal must consider thehandling of such matters as a regular part of his or her job. It is the duty to anticipatecontroversies, to direct and advise teachers, and to inform and consult parents. Principals will beheld primarily responsible for the administration and supervision of the curriculum, including theselection of materials and methods of instruction.In all cases, teachers will deal with only those issues falling within their fields of preparation.The teacher’s approach to controversial topics will be impartial and objective, attempting alwaysto present both sides of an issue.Specifically, teachers should use the following criteria for determining if certain topics should bestudied:a.b.c.d.e.f.The topic must not involve indoctrination of religiousbeliefs.The topic in question must be within the range, knowledge,maturity and competence of students.There should be ample study materials and other learningaids available from which a reasonable amount of datapertaining to all aspects of the topic could be obtained.Consideration of the topic should require only as muchtime as is needed for ample study by the class, butsufficient time should be provided to cover the topicadequately.The topic should be current, significant, real andimportant to the students and teacher. Significant topicsare those which concern a considerable number of people, are related to basicprinciples or at the moment are under consideration by the public, press, andradio.The teacher should keep in mind that the classroom is a forum and not acommittee for producing resolutions or dogmatic pronouncements. The classshould feel no responsibility for reaching an agreement.Representatives (lay people) of varying points of view may present issues directly to studentsonly through invitation to the classroom by the teacher with the approval of the principal.A teacher who is in doubt concerning the advisability of discussing certain topics shall conferwith the principal as to its appropriateness. If the teacher and the principal are unable to agree,the situation should be referred to the Superintendent of Schools.19

When this occurs, a preliminary decision isgenerally made prior to 6:00 A.M. If you are unaware of this notification,contact the technology department.Student Activities and PracticesIf school is cancelled due to weather conditions, the Superintendent, Transportation Director,Building Administrator, and the Athletic Director will determine whether student activities willbe held as scheduled (events and practices). The advisor/coach should contact the buildingadministrator/or athletic director regarding the status of the activity.If school is cancelled, all coaches and activity advisors should first communicate with theappropriate administrator prior to conducting any practice or activity. In the event that weatherconditions deteriorate on a day in which school is held, a similar procedure should be followedfor after school activities. Coaches/activity advisors should consult with the appropriateadministrator prior to conducting such activities. If students and/or athletes show up for acancelled practice, the advisor/coach should contact the parents and send the students/athleteshome immediately.20

If school is delayed or cancelled due to fog,the Superintendent and appropriate building administrator will determine by noon if practices oractivities can be held.In summary, if weather conditions are severe enough to warrant the cancellation or earlydismissal of school, and do not significantly improve, all coaches/advisors should assume theiractivities have been canceled unless advised differently by the Building Administrator orAthletic Director. Under no circumstance should students be placed at risk by being asked totravel to and from activities.DISCIPLINEEvery student is under the jurisdiction of every teacher, regardless of whether the teacher has thestudent in class.Consistency in the enforcement of rules whether in the classroom, cafeteria, or hallways sendsthe message to students that appropriate behavior is expected. To insure consistency throughoutthe building, the following needs to be applied uniformly by all staff members:1.2.3.4.5.6.7.8.Establish and post classroom rules.Enforce tardy to class consequences. 1st and 2nd tardy to class in a semester WARNING 3rd tardy to class in a semester TEACHER DETENTION 4th tardy to class in a semester Multiple Teacher Detentions 5th tardy and beyond in a semester Referral to office-Tuesday orThursday School assigned Additional tardiness to class will result in further disciplinary action. If the student is tardy to Homeroom, do not admit the student –send to the office for an admittance slip.Take attendance every period. Report any student who does not appear onthe attendance list to the office. This allows us to notify the parent that thestudent is missing from school.All students must report to the Assistant Principal’s office before
