The shootinghouse is used for training by the Department's Special Weapons and Tactics (SWAT) unit andarea law enforcement agencies/military tactical teams. The use of the shooting house hasgenerated almost daily activity and a roof is needed to accommodate training regardless of theweather conditions and to shield the h0use from the natural elements preventing rust andextending the life of the facility. Of the various unitswhich make up the LAPD, the Underwater Dive Unit (UDU) and the SWAT team have been taskedwith numerous terrorism Interdiction missions. Recent training exercises have pointed out the needand importance of having local assets of such high quality to be able to respond immediately toterrorist threats. Unfortunately, neither the City budget nor the grant funding opportunities has notbeen able to keep pace with the critical need for equipment and training facilities. Of particular noteis the need for a Tactical Shooting House for LAPD SWAT. Currently, LAPD SWAT must travel toOceanside to practice live fire dynamic entries and hostage rescues at a shooting house located atthe United States Marine Corps base at Camp Pendelton. While the USMC has graciously assisted theLAPD In the past by making this facility available, the USMC Increased the need for urban training,as well as increased security needs on the base, may render the continuation of this courtesyImpossible. Even If the access to this training facility is continued, its location, more than 100 milesfrom the City of Los Angeles, makes its continued use undesirable, removing, as it must, scarceLAPD personnel assets from the City. Such a training facility could be built at the LAPD Academy InElysian Park where It would be available for use virtually around the clock. So, too, the WaterborneTactical Support Package for the Underwater Dive Unit is a list of tools (Attachment A) needed forthis essential unit to successfully complete Its assignment in these troubled times. All ways andmeans within the normal channel as well as extraordinary funding methods must be explored to findfunding for these vital units of the Los Angeles Police Department. THEREFORE MOVE that the LosAngeles Police Department, in full cooperation with the Office of the Chief Legislative Analyst andthe City Administrative Officer make a detailed survey and review of all traditional and untraditionalfunding sources including any surplus funds from Proposition M and any other appropriate fundingmechanism for possible diversion to the LAPD SWAT Team and the Waterborne Tactical SupportPackage for use by the Underwater Dive Unit.
