PROGRAM GUIDELINESIntroduction to theProgram GuidelinesTEA, as the pass-through entity 1, is the grantee 2 from the U.S. Department of Education (USDE) andTEA awards subgrants to non-federal entities 3 such as local educational agencies (LEAs), includingschool districts, charter schools, and education service centers, and to a lesser degree institutions ofhigher education (IHEs), and nonprofit organizations (NPOs) who are the agency’s subgrantees 4. Theseguidelines apply to all subgrantees of TEA, regardless of whether referenced herein as subgrantee orgrantee. For purposes of this document, TEA may use the terms grantee and subgrantee synonymouslyfor its subrecipients.This part of the request for application (RFA), Program Guidelines, is to be used in conjunction with theGeneral and Fiscal Guidelines and any application instructions. The Standard Application System (SAS)consists of Application Part 1 (PDF – narrative schedules) and Application Part 2 (Excel - budgetschedules) to be completed in order for the applicant to be eligible for funding.For applicants selected for funding, all guidelines and instructions will be incorporated by referenceinto the Notice of Grant Award (NOGA).Reference to the General and Fiscal GuidelinesThe Program Guidelines provide information specifically relevant to this grant program. The Generaland Fiscal Guidelines provide information relevant to all TEA grant programs. Throughout the ProgramGuidelines, cross-references are given to applicable sections of the General and Fiscal Guidelines. It iscritical that you review all referenced sections of the General and Fiscal Guidelines when preparing yourapplication.Pass-through entity is defined as a non-Federal entity that provides a subaward to a subrecipient to carry outpart of a federal program. (2 CFR 200.74)1Grantee is defined as the legal entity to which a grant is awarded and that is accountable to the federalgovernment for the use of the funds provided. The term “grantee” does not include any secondary recipients, suchas subgrantees and contractors that may receive funds from a grantee. (34 CFR 77)2Non-federal entity is defined as a state, local government, Indian tribe, institution of higher education, ornonprofit organization that carries out a federal award as a recipient or subrecipient. (2 CFR 200.69)34 Subgrantee is defined by TEA to be the same as a subrecipient which is defined as a non-federal entity thatreceives a subaward from a pass-through entity to carry out part of a federal program; but does not include anindividual that is a beneficiary of such program. TEA is prohibited from awarding grant funds to any entity,including nonprofit organizations, that fails to comply with this requirement. For details, refer to theGeneral and Fiscal Guidelines, Fingerprinting Requirement.TEA Program RequirementsSee the General and Fiscal Guidelines, TEA Program Requirements.In addition to the statutory requirements, TEA has established the following program requirements.The applicant must comply with each of these requirements in the application to be considered forfunding:1. Develop a contract between the Education Service Center, Region 10 and Texas Woman’sUniversity (TWU) by September 2020 for the SLP Master’s Degree Program.2. Disseminate to students and forward information from professors/staff to coordinators (exams,study materials, manipulatives)3. Plan and conduct coordinator meetings, attend committee-planning meetings, quarterly metricmeetings, and attend professional conferences such as TSHA.4. Apply for CE approval from TSHA for the supervisor training.5. Collaborate with the technology staff at participating ESCs and the TETN hub to assureappropriate connectivity for weekly SLP classes.6. The grantee will gather information on regional and state level needs and develop a proposalthat makes recommendations for recruiting more bilingual candidates for the SLP Master’sDegree Program.SAS #701A-212020-2021 ESC 10 TWU TETN SPEECH LANGUAGE PATHOLOGYPAGE 7 OF 11

PROGRAM GUIDELINES7. Supervise and coordinate budget, trainings, informational meetings, metric meetings, calendars,and staff meetings.8. The university will require that each student who is accepted into the program will sign theAgreement to Be Hired by a Non-profit Educational Entity. Additionally, theuniversity will ensure all agreements will be disseminated to each students’ special educationdirector. Students’ signed agreements retained from Cycle 10, Year 1 (2019-2020) and availablefor TEA review.9. The university will send a retention survey that will be disseminated to “all” graduates of theSLP Master’s Program – Statewide Distance Venue, two years post-graduation for any givencycle. Questions regarding reasons for leaving the school setting and current work settingsshould be included in the survey. Results will be reported on the following year’s negotiationplan.10. Students on the bilingual certificate track will participate in bilingual therapy practicum weekly.They will participate in bilingual academic coursework weekly. Students will complete abilingual case study by summer of 2021 as their final summary and progress towards earningtheir certificate.11. ESC 10 and the SRSN network will work with TWU to consider the SRSN network funding SLPcandidates accepted into the TWU/SLP Master’s Degree Program from small and rural LEAs inCycle 11. There will need to be a proposed service requirement or reimbursement of funds bythe student.Program-Specific AssurancesSee the General and Fiscal Guidelines, Provisions and Assurances.The program-specific assurances for this grant program are listed in the Application Part 1.Allowable Activities and Use of FundsSee the Administering a Grant page for general guidance on allowable activities and use of funds.Allowable activities and use of funds for this grant may include but are not limited to the following:General Allowable Activities and Use of Funds Payroll Professional or contracted services Consumable and durable supplies and materials Stipends for non-employees Participant support costs/nonemployee costs for conferences Develop a contract between the Education Service Center, Region 10 and Texas Woman’sUniversity (TWU) by September 2020 for the SLP Master’s Degree Program. PROGRAM GUIDELINESPerformance MeasuresThe applicant agrees to collect data and report on the following mandatory performance measures:Summative Metrics1. By June 2021, increase the total number of Speech-Language Pathology (SLP) Master’s DegreeProgram graduates from 1001 to 1098 who are qualified to evaluate to determine the disabilitycondition of speech impairment (SI) and provide services in LEAs.2. By June 2021, increase the total number of candidates graduating from the SLP Master’s DegreeProgram receiving a bilingual certificate from 28 to 42.Formative Metricsa. Each quarter Region 10, ESC will track the SLP master’s degree program activities using anactivity completion report to support the 97 students enrolled graduate from the Cycle 10program.b.
