Your award package was developed accordingto federal, state, Los Angeles Community College District (LACCD) andinstitutional regulations to help meet your financial need for the 2019-2020academic year. All awards depend on available funds and are initially basedon full-time enrollment. The Financial Aid Office reserves the right to modifyaid commitments at any time due to changes in the student’s financialstatus, change in enrollment, changes in the availability of funds, or changesin federal and state laws, LACCD or institutional regulations and/or policies.If there is a change in your eligibility, it will be reflected on the StudentInformation System at mycollege.laccd.edu.All students are responsible for keeping track of their financial aid file andawards through the LACCD Student Information System (SIS).Financial aid consists of grants, waivers, work-study, scholarships and loansto help meet your educational expenses. You may accept or decline all orparts of your financial aid award offer. However, if you decline an award, asubstitute may not be available. Financial aid is considered supplemental tothe family’s resources, student earnings, and assistance received from othersources. Applicants are reminded that they should not expect financialaid to meet basic living costs. Financial aid is intended to pay foreducation-related expenses during the academic year.Please note that there are certain programs that require enrollment of atleast half-time (six approved units).If your Award Letter includes Federal Work-Study, check with the FinancialAid Office for deadlines to accept or decline the award(s).Determining Your Financial NeedHow are Need and Expected Family Contribution (EFC)Determined?Most financial aid awards are based on demonstrated financial need, whichis the difference between the Cost of Attendance (COA) and the ExpectedFamily Contribution (EFC). COA – EFC Need. Your EFC is determined fromthe information you reported on the Free Application for Federal Student Aid(FAFSA) or California Dream Act Application (CADAA). All awards are subjectto availability of funds.How Is Cost of Attendance Established?Standardized budgets (COA) have been established by each college.Students with similar circumstances will receive the same allowancesfor tuition and fees, room and board, books, supplies, transportation, andpersonal expenses. Adjustments may be made on an exception basis to astudent’s COA for certain documented expenses. For example, if you arepaying for child care during the academic year, please contact your college’sFinancial Aid Office to request an adjustment.How is Financial Aid Awarded?Your financial aid eligibility is determined using Federal Methodology (forFAFSA Applicants). Awards can consist of a combination of grants, waivers,work-study, scholarships and/or loans.

The COA includes tuitionand fees, books and supplies, roomand board, transportation, and personalexpenses.ResourcesLEPSAMAward NotificationUse the Los Angeles Community College District (LACCD) Student Information System (SIS) Expected Family Contribution (EFC)– This is the amount the federalgovernment expects you and/or yourfamily can contribute to the costs ofattending college. Total Aid – This figure totals all thefinancial aid programs listed in theFinancial Aid Awards section.Remaining NeedThis is the difference between yourCost of Attendance less any familycontribution (EFC) and any aid offerswe’ve made to you. Although we try tominimize your remaining needyou may need to utilize otherresources to meet any costsnot met through financial aid orfamily resources.Financial Aid AwardsThis section lists all thefinancial aid programs you areeligible to receive.OverawardLEPSAMIf the total amount of yourfinancial aid exceeds your Costof Attendance or EstimatedNeed resulting in a negativeRemaining Need, we may needto adjust your financial aid awards. Certain federal and state programs requireus to adjust awards to eliminate overawarding. You may be required to repayany overaward.3

Financial Aid ProgramsState Financial Aid ProgramsCalifornia College Promise Grant (CCPG)This program (formerly known as the Board of Governors(BOG) Fee Waiver Program) waives enrollment feescharged by the college. Since this is a waiver there isno actual disbursement of funds. If you have alreadypaid your enrollment fees, you may apply for a refundat the college Business Office. This program waivesenrollment fees and no other fees.Cal GrantCal Grants are state-funded grant programs forstudents who are California residents (or classified asAB540 by the college’s Admissions & Records Office)who are pursuing eligible programs. There is a six (6)Approved Unit minimum enrollment requirement tobe eligible for payment; units from other colleges maybe combined if a consortium agreement has beenapproved.* Not all colleges participate in consortiumagreements with non-LACCD colleges. Preliminaryselection for Cal Grants is determined by the CaliforniaStudent Aid Commission (CSAC); final eligibility isdetermined by the school based on CSAC regulations.For more information, contact CSAC at (888) 224-7268or at www.calgrants.org.Student Success Completion Grant(SSCG)The SSCG is available for Cal Grant B or C recipients.Students must be attending full-time and havereceived a full-time Cal Grant disbursement. Theaward amount for the 2018-2019 academic year was 2,000 per semester. The SSCG may be limited by theavailability of state funding during the academic year.Chafee GrantThe California Chafee Grant is a federal grantadministered by the California Student AidCommission which provides assistance to current orformer foster youth for college courses or vocationalschool training. Eligible students may receive up to 5,000 per academic year. Enrollment in a minimum of6 Approved Units is required. To learn more about thisprogram and to apply online, go to www.chafee.csac.ca.gov/default.aspx.Federal Financial AidProgramsFederal Pell GrantFederal Pell Grants are awarded to qualified4* Approved Units Units that count toward your academic goal,including remedial coursework (some limitations may apply). Forstudents with approved Extension Petitions, Approved Units are unitsfor classes approved for your petition by the Financial Aid Office.undergraduate students. Grants do not need tobe repaid. The maximum annual award is 6,195.Award eligibility is calculated based on a student’sExpected Family Contribution (EFC). Awards willbe adjusted based on actual enrollment at the timeof disbursement. Federal Pell Grants are generallydisbursed in two installments with the seconddisbursement scheduled after the midpoint of thesemester.Students are limited to the equivalent of 12 full-timesemesters (or 600%, where 100% two full-timesemesters) of Federal Pell Grant eligibility during theirlifetime. This affects all students regardless of when orwhere they received their first Federal Pell Grant. Onlythe portion of the Pell Grant actually disbursed countstoward this limit. You can monitor your Pell Grantusage through the National Student Loan Data Systemwebsite at www.nslds.ed.gov.Federal Supplemental EducationalOpportunity Grant (FSEOG)The Federal Supplemental Educational OpportunityGrant is for undergraduates with exceptional financialneed. Awards are subject to funding availability and aredetermined by the Financial Aid Office. There is a six(6) Approved Unit minimum enrollment requirement tobe eligible for payment.Federal Work-Study (FWS)FWS funds are earned through part-time employmentauthorized by the Financial Aid Office. The FinancialAid Office will provide specific instructions on howto find a job, required paperwork, and rules andregulations to which you must adhere. The FWSamount listed in your Award Letter is the maximumdollar amount you can earn through your workassignment. You will be paid semi-monthly based onhours worked and will not receive payment for anyunearned funds remaining at the end of the academicyear. Enrollment in a minimum of six (6) ApprovedUnits may be required at your home school.Iraq and Afghanistan Service GrantStudents whose parent or guardian died as a resultof U.S. military service in Iraq or Afghanistan afterSeptember 11, 2001 may be eligible for this grant inlieu of the Federal Pell Grant. Please visit your FinancialAid Office for additional eligibility information.Federal Loan ProgramsYou are in no way obligated to borrow a loan. All loanprograms require a minimum unit enrollment of six (6)Approved Units to be eligible for payment. All loansmust be repaid.

These are two types of Student Direct Loans:Subsidized and Unsubsidized.your enrollment status will be the sum total of allApproved Units in which you are enrolled throughoutthe District.A Subsidized Loan is a need-based loan. The FinancialAid Office determines your eligibility. Interest is paidby the government while you are enrolled at leasthalf-time (six approved units). Interest rates areset each academic year. An Unsubsidized Loan is anon-need-based loan and has no interest subsidy,which means interest is accruing while you are stillin school. We recommend that you make interestpayments for unsubsidized loans while attendingcollege. Interest payments may be postponed duringqualifying periods; however, any interest deferredwill be added to the original loan amount. Contactthe college Financial Aid Office for the loan process,programs offered, and other related information.DisbursementsFederal Direct PLUS (Parent) Loan*AB540 students who currently have an open bankaccount or are eligible to open an account will receivetheir funds electronically via their selected refundpreference with BankMobile. All others will receivetheir disbursements by paper check.Federal PLUS Loans are for parents or stepparentswho need to borrow for their dependent student’sundergraduate education. The student must beenrolled at least half-time (six approved units).Parents are responsible for repayment of the loanand all interest that accrues on the loan. A FederalPLUS Loan allows parents to borrow the total Cost ofAttendance less any other aid.*Not all colleges participate in the Federal PLUS Loan.ScholarshipsCheck with the college Financial Aid Office formore information. It is your responsibility to reportscholarships received to the Financial Aid Office.Enrollment RequirementsTo receive financial aid funds, students must beenrolled in coursework required for their educationalgoal and major. Furthermore, most financial aidprograms require students to be enrolled at leasthalf-time (six Approved Units). Changes in yourenrollment may result in a reduction or cancellationof your financial aid award. If you withdraw or dropclasses, full or partial repayment of your financial aidmay be required. It is your responsibility to drop yourclasses if you do not attend.Consortium AgreementsYou must be enrolled in at least one (1) ApprovedUnit at your home school to receive Federal PellGrant and Cal Grant payments, if otherwise eligible.For most other financial aid programs, studentsmust be enrolled in a minimum of six (6) ApprovedUnits at their financial aid home school. ConsortiumAgreements are in effect for all colleges within theLACCD. If you are attending more than one collegewithin the District in the same academic period,Disbursement dates and deadlines are determined byFederal, State, District and/or institutional regulationsand policies. Disbursement dates and amountsdisplayed in the Student Information System areestimates until actual disbursements are processed.Students who are new to the LACCD will receiveinformation by mail and e-mail from BankMobileregarding the process to select their refund/disbursement preference. For more informationabout BankMobile, visit this ces/.It is critical that students update their address onfile with the Admissions & Records Office to ensurereceipt of their Refund Selection Kit. If you havenot received your Refund Selection Kit, contact thecollege Business Office.Students receiving a disbursement from a federalstudent loan have the right to cancel their loandisbursement. Contact the Financial Aid Office at thecollege for details on loan disbursement cancellation.Disbursements will be adjusted if enrollment is lessthan full-time. Supplemental disbursements occurthroughout the academic year. If your enrollmentstatus has increased and you are due an additionaldisbursement, it will be deposited to your account.Disbursements will be adjusted if enrollmentincreases or decreases. Payment for late-startingclasses cannot be issued until the class begins. Afterthe second disbursement date of each semester, nofurther award adjustments can be made based onlate enrollment. (Exception: Short-term classes thatstart after the second disbursement date and winterclasses.)*Important Disbursement InformationFederal Direct LoansStudents are encouraged to log in to the StudentInformation System (SIS) at mycollege.laccd.edu toview their disbursement information. Please notethat if you have an approved Extension Petition,you must be enrolled in approved courses on yourpetition to receive payment.* Courses taken during the winter session are defined as shortterm courses. Students must complete the short-term coursesthat start after the second disbursement date to be eligible fordisbursement.5

Requirements and StandardsAdditional ImportantDisbursement Information Any outstanding institutional debt will be deductedfrom your financial aid disbursement. If you have not authorized the LACCD toautomatically deduct any outstanding balances(institutional debts) from any funds that you willbe receiving, college services may be withheldincluding future financial aid disbursements. If you have not selected your refund selectionpreference, disbursement of funds will be delayed. The District retains the right to reverse yourrefund from your selected refund preference withBankMobile if you never attend class(es) or arefound to be ineligible for your disbursement. You may only receive financial aid at one institutionat a time per payment period (fall, spring, orsummer). Students may not receive federal aid for remedialcoursework beyond their initial 30 attemptedremedial units. If you audit a class, you are not eligible toreceive a California College Promise Grant or anyother financial aid for this course. You are solelyresponsible for the payment of fees associated withaudited classes. It is the student’s responsibility to officially dropclasses (including zero-unit classes such as tutoringor workshops) with Admissions and Records orthrough the SIS.If R2T4 calculations determine that a student owesa repayment, the student will be notified by email.The student has 45 calendar days from the date ofthe notification to repay. A hold will be placed on thestudent’s academic and financial aid records. The holdwill prevent the student from receiving college servicesand will jeopardize future financial aid eligibility at allinstitutions. Unpaid overpayments will be reported tothe U.S. Department of Education for collection.Students should contact the Financial Aid Officebefore withdrawing from all of their classes tounderstand the implications of their actions. Pleaserefer to the college schedule of classes or the collegecatalog for the policy regarding the refunding ofenrollment fees and nonresident tuition refunds.Satisfactory AcademicProgress (SAP)General Information:In accordance with the Higher Education Act of 1965,as amended, the LACCD established the followingstandards of Satisfactory Academic Progress. Thesestandards apply to all students who apply for andreceive financial aid from the programs listed below. Federal Pell Grant Iraq and Afghanistan Service GrantReturn to Title IV (R2T4) Federal Supplemental Educational Opportunity Grant(FSEOG)Students who receive federal financial aid and thenwithdraw from ALL Approved classes at their homeschool may have to repay some or all of the federalfunds they received. Federal Work Study (FWS)A student’s eligibility for financial aid is based uponenrollment. The Higher Education Amendment of1998 governs the Return to Title IV Funds Policy fora student who completely withdraws from a periodof enrollment, (i.e., semester), at the home school.A student who receives federal financial aid and thenwithdraws to less than one financial aid eligible unit attheir home school is considered withdrawn for R2T4purposes and may have to repay some or all of thefederal funds received.6other than Federal Work-Study may be subject torepayment.R2T4 rules indicate that during the initial 60% of thesemester a student “earns” aid in direct proportionto his/her enrollment. The percentage of time thestudent remains enrolled is the percentage of aid forthat period of enrollment. A student who remainsenrolled beyond the 60% point of the semester earnsall aid disbursed for the period. “Unearned” aid is theamount of federal financial aid disbursed that exceedsthe amount the student has earned. Unearned aid Federal Direct (student) and PLUS (parent) Loans Fallen Heroes Scholarship Cal Grant (A,B, and C) Student Success Completion Grant (SSCG) California Chafee Grant California National Guard Education AssistanceAward Program (CNG EAAP)Current and previous coursework earned at anycollege within the LACCD will be reviewed forcompliance with the standards put forth in this policy.Units reported on transcripts submitted to Admissions& Records Offices in the LACCD will be evaluated forSAP purposes.Consortium Classes: All classes throughout the LACCD will be includedwhen reviewing satisfactory academic progress. For students aided under a Consortium Agreementwith colleges outside the LACCD, consortium classunits will be counted during satisfactory academicprogress review.

Transfer units from institutions outside the LACCD willbe counted for SAP standing. Transfer units are addedwhen the institution receives transcripts from outsidethe district.General Requirements:Students receiving financial aid must be enrolled in aneligible program. An eligible program is defined as: A Certificate of Achievement, or An associate degree (AA or AS), or A two-year academic transfer program that isacceptable for full credit toward a bachelor’s degreeor Bachelor’s DegreeSatisfactory Academic Progress Standards:To meet satisfactory academic progress standardsstudents must: Maintain a 2.0 or higher cumulative GPA (GradePoint Average). Successfully complete a minimum of 67%cumulative units attempted. Entries recorded in the student’s academicrecord as Fail (F), Incomplete (INC), No Pass (NP),Excused Withdrawal (EW) and/or Withdrawal (W)are not considered to be successfully completedand must be 33% or less than the cumulativeunits attempted. Attempted less than 150% of the number of unitsrequired for their academic program. Remedial ESL and other remedial classes classifiedas “Basic Skills” are excluded from the ninety (90)unit limit when determining attempted units.Application of Standards: Satisfactory Academic Progress for financial aidapplicants will be determined at the end of eachpayment period/semester. Students who are initially in good standing but nowhave a cumulative GPA of less than 2.0 and/or havesuccessfully completed less than 67% of theircumulative units will receive Warning Notificationemails but remain eligible for the following term ofenrollment in the LACCD. A student who has been disqualified at any collegein the LACCD is disqualified at all colleges within theLACCD. Students who are disqualified from financial aid willbe notified by email. A student who is disqualifiedmay appeal the disqualification by submitting apetition with their financial aid home school. Pleasenote that the petition process varies by each campusand you should check with your home school todetermine their petition process. Decisions made atthe home school regarding a petition do not apply norare binding at any of the other LACCD campuses.Maximum Time Length:Students need to complete their objective beforeattempting 150% of the number of units required fortheir academic program.Exceptions may be made when the requirements ofa student’s objective cause the student to exceed themaximum time limit.The table below shows the normal completion time andmaximum time for certificate programs of varying length:Units required for theCertificate ProgramNormalLengthMaximumLength16 to 242 semesters3 semesters25 to 363 semesters5 semesters37 to 484 semesters6 semestersSummer and Winter terms are included in the evaluationof Satisfactory Academic Progress standards. Summeris considered a separate semester for evaluationpurposes. Winter, as it is combined with the fallsemester for disbursement purposes, will be includedwith the fall semester for SAP evaluation purposes.Requirements and StandardsTransfer Units:FraudA student who attempts to obtain financial aid byfraudulent means will be suspended from financialaid for unsatisfactory conduct. The college will reportsuch instances to local law enforcement agencies, tothe California Student Aid Commission, and to the U.S.Department of Education Office of Inspector General.Restitution of any financial aid received in such mannerwill be required. Students will be disqualified if they have one ormore of the following academic deficiencies: Total units attempted (excluding remedial ESL andother remedial classes) are equal to or greaterthan 150% of the student’s program. Cumulative GPA is less than 2.0 following asemester for which the student was placed onWarning Status.
