Cook Children’s Health Plan8Electronic Visit VerificationElectronic Visit Verification (EVV) is a computer-based system thatelectronically documents and verifies the occurrence of a visit by a ServiceProvider or Consumer Directed Services Employee, as defined in Chapter 8.7.2of the Uniform Managed Care Manual (UMCM), to provide certain services to aMember. The EVV system documents the following: Type of service provided (Service Authorization Data)Name of the Member to whom the service is provided (Member Data)Date and times the visit began and endedService delivery locationName of the Service Provider or Consumer Directed Services (CDS)employee who provided the service (Service Provider Data) Other information Texas Health and Human Services (HHS) determines isnecessary to ensure the accurate adjudication of Medicaid claims

Cook Children’s Health Plan13EVV System Selection PolicyThe EVV System Selection Policy requires Providers to select an approvedEVV Vendor within 30 business days of receiving a contract with Texas Healthand Human Services or a Managed Care Organization (MCO). Providers mustbegin using an EVV system prior to submitting an EVV claim(s). Providers and FMSA’s are required to select and use only one EVV Vendor EVV Vendors may offer additional software, such as a billing solution, forpurchase Providers are not required to purchase any software or equipment under theHHS EVV program EVV System Selection Policy

Cook Children’s Health PlanEVV Propriety SystemProviders have an option to purchase or develop an EVV Proprietary systeminstead of selecting an EVV Vendor.An EVV Proprietary system is an HHS approved EVV system that a Providermay opt to use, instead of an EVV Vendor system from the state Vendor poolthat: Is purchased or developed by a Provider Is used to exchange EVV information with the EVV Aggregator Complies with Section 531.024172 of the Texas Government Code and Complies with all HHS EVV standards, rules and reporting requirements14

Cook Children’s Health Plan16EVV System Transfer If a Provider wants to transfer to another EVV Vendor or Proprietary system,the request must be 120 calendar days prior to the desired transfer date The transfer may occur sooner than 120 days if the Provider and Vendoragree on an earlier date Providers must continue to use their current Vendor until they havesuccessfully transferred to the selected EVV system; including being readyto use the EVV system Providers must complete the EVV Provider Onboarding Form located on theEVV Vendor’s website and submit the accurate and completed form directlyto the selected EVV Vendor via email, fax or electronically The selected EVV Vendor will contact the Provider with additionalinstructions once they have received the completed form

All devices supplied by the previous EVV Vendor must be returned once thetransfer to the new EVV system is completed and the new EVV system isbeing used Providers have 95 days from the date of the visit to complete visitmaintenance in the EVV system that created the visit EVV System Transfer Policy

Cook Children’s Health PlanProvider AgenciesProvider agencies must: Train employees to use the EVV system and follow requirements Train attendants on calling into the system Enter complete and accurate data in the EVV system No longer use paper timesheets to document service delivery Notify their EVV Vendor immediately of system issues Notify Cook Children’s Health Plan in writing(CCHPEVV@cookchildrens.org) within 48 hours of any on-going EVVsystem issues Notify service coordinator if a Member does not allow attendant to clock inand out of the EVV system18

Cook Children’s Health PlanWays to Call Into The System Mobile Application Member’s Home Landline‒ Cell phones (Member’s or attendant’s) are NOT allowed to be used Alternative Device (AD) Attendants can use multiple approved clock in and clock out methods‒ For example, attendant clocks in with mobile method and clocks outwith alternative device19

Cook Children’s Health Plan20Mobile Application The EVV Vendor(s) have a mobile application for clocking in and clockingout of the EVV system that:‒ Uses a free downloadable application on a smart device (Apple iOS orAndroid Operating System)‒ Only captures the GPS coordinates when the attendant clocks in andclocks out‒ Does not track the attendant or Member during the visit‒ Stores no Protected Health Information (PHI) on the application Device must not be rooted or jailbroken‒ Rooting is the process of getting around Android’s security architectureand gaining access to the Android operating system code‒ Jailbreaking is the process of removing the limitations put in place by adevice’s manufacturer

A change was made to the 04/01/2021 visit on April 10,2021, which changed the last visit maintenance date to April 10, 2021.The claim is subject to recoupment since the claim submission date isbefore the last visit maintenance date

Cook Children’s Health Plan51Manually entered EVV Visit TransactionsWhen an attendant does not use the EVV system, for allowable or unallowablereasons, and the Provider is going to bill for the visit, the agency must manuallyenter the visit billed hours into the EVV system. The visit in and out method haschanged from Graphical User Interface (GUI) to Manually entered EVV VisitTransactions, these type of visits should not be the norm but the exception.Manually entered EVV Visit Transaction criteria is part of calculating the EVVUsage score: Any accepted visit transaction marked with one or more Manually enteredmethods is considered a Manually entered EVV Visit Transaction and willbe counted towards the usage score. They are counted once Manually entered EVV Visit Transactions with zero pay hours will beexcluded from usage score calculations

Cook Children’s Health Plan52Rejected Visit Transaction When an EVV visit transaction is exported to the EVV Aggregator and doesnot pass all visit validation edits, the visit transaction is rejected and sentback to the EVV Vendor to notify the Provider Visit rejections caused by the Provider, are counted as many times as theyare resubmitted to the EVV Aggregator towards the quarterly EVV Usagescore
