The law required sub-committees fromboth the Board of Psychology and the Board of Medicine to work collaboratively to reach consensus on those rules,and they achieved consensus in April 2018. The approximately 18 months that were required to reach that consensusrepresents a more than sufficient period for representatives of each Board to have thoughtfully addressed anyreasonable concerns.These rules articulate training and supervision requirements for prescribing psychologists here in Iowa that exceedthose for the two states with proven history of psychologists prescribing: New Mexico and Louisiana. While therehave been concerns voiced regarding the sufficiency of this training to allow psychologists to prescribe safely, theseconcerns were given adequate consideration by the sub-committee who worked collaboratively to make certain thoseconcerns were addressed. Furthermore, there is over 20 years of data that suggest no evidence exists thatpsychologists with prescriptive privileges are unsafe. To date, there have also been no complaints raised againstprescribing psychologists, nor have there been any liability claims to the APA Trust. Finally, the safety of prescribingpsychologists, like any healthcare provider, is evaluated based on their adherence to accepted standards of care.Prescribing psychologists have practiced within those standards of care since the first training program in the military,and no evidence is known to exist to the contrary.The State of Iowa has long recognized the valuable and important role played in healthcare by non-physicianproviders. The need to increase the availability of healthcare, especially mental health care, has been an importantreason the legislators voted to create and pass this legislation. Psychologists are doctoral-level healthcare providers,and the additional master's degree in clinical psychopharmacology will provide in-depth training in physiology,pharmacology, neuroscience, ethics/professional issues, and psychopharmacology that will make prescribingpsychologists among the most extensively-trained non-physician healthcare providers in Iowa.To contrast, psychiatrists typically spend 4 years in undergraduate education, 4 years in medical school, and 4 years inresidency for a total of 12 years. Under these proposed rules, a prescribing psychologist in Iowa would typically have4 years of undergraduate education, 5-6 years in their doctoral program, 1-2 years in residency, 1-3 years of practice asa licensed psychologist, 2 years of didactic training in their postdoctoral master's degree psychopharmacologyprogram, most of another year in psychopharmacology practicum, and two more years in supervised conditionalprescribing.As the people of Iowa continue to seek solutions to the critical healthcare needs of our state, adopting these rules tomove forward in the process of training and licensing prescribing psychologists will assist in creating a better deliveryhttps://mail.google.com/nnail/?ui 2&ik 16342feffa&jsver xs54muYgHM.en.&cbl gmail fe 180820.11 0&view Pt&q (in%3Ainbox%200R%201abel.1/2

I work in a ruralarea in Northwest Iowa. When a student at my college is in need of medication, the wait to see a psychiatrist here isso many months long that I often encourage them to see someone in their home state or area, at some cost andinconvenience. I am very pleased that the administrative rules are finally moving along, and look forward to the dayIowa can provide some prescribing psychologists to assist the Iowans that need those services.I would like to say the education as already specified and required seems to be quite adequate. It is similar to that forprescribing psychologists in New Mexico, Louisiana, and the U.S. military. Iowa already is requiring more supervisionand a longer practicum experience than is required in any of those settings.I hear that the psychiatry lobbying group is wanting to add even more to the education and training requirements thanis already there. This seems like overreaching. We have over a decade of research showing that current prescribingpsychologists are safe and effective prescribers, meeting patients' needs competently and to the patient's satisfaction.The need is great. There is plenty of demand to go around. Iowans deserve access to quality prescribers as well asquality psychotherapists.
