This is acomplex issue, impacted by a multitude of factors. We kickedoff 2007 with the launch of Call to Action: Healthy WeightsHealthy Lives in Timiskaming!, a document that speaks to thecomplexity of the issue and incorporates input from local keystakeholder roundtable sessions. The Call to Action alsounderscores the importance of a multi-sectoral, communitywide response to addressing the entire spectrum of unhealthyweights as hospitalizations for eating disorders are on the rise.Since the very successful launch of the Call to Action: Healthy Weights-HealthyLives in Timiskaming! we have seen considerable effort by many stakeholders to takethe challenge to stay informed and aware of issues related to healthy weights, beinvolved and supportive, make it easy for people to make healthy choices, and speakout for healthy lifestyles and healthy communities in Timiskaming.Over the past twenty-five years, we have seen an increasing prevalence of overweightand obesity in all age groups. The Timiskaming Health Unit is committed to sharingresponsibility with others in reversing this troubling trend. The health implications — arange of preventable chronic diseases (such as Type 2 diabetes, heart attack and strokesusceptibility, joint problems, and mental health issues) and premature death — are welldocumented. The burden on the health care and social systems is expected toincrease.I commend the staff and management of the Timiskaming Health Unit and our manycommunity partners for their enthusiasm, energy and ongoing efforts for taking action toaddress this complex issue.Pat Logan, Acting Medical Officer of HealthMessage from the Chief Operating OfficerLooking back over 2007, we realize we were fortunate to onceagain enjoy close working relationships with our local partnersto improve service delivery. This year we worked closely withthe Temiskaming Hospital to identify opportunities whichcombined the strengths of each agency for the purpose ofenhancing services and containing costs. As a result, theTemiskaming Hospital now provides accounting services to theHealth Unit and the Health Unit provides social work servicesto the hospital. These mutual purchase agreements haveallowed each agency to access expertise at a reduced cost.While just one example of local partnership, it demonstratesthe improvement in service delivery and cost containment thatcan be achieved by working with our local partners. We look forward to continuingthese efforts in 2008 as we look to participate in the revitalization of public healthservices in Ontario and to working with our LHIN to provide needed health services inthe District of Timiskaming which are governed locally.In closing, we look forward to continuing to serve the residents of Timiskaming.Esther Millar, Chief Operating Officer

Fast Facts:CHRONIC DISEASE The Ontario BreastScreening Program(OBSP) screened 1,452women at the NewLiskeard site and 624women at the KirklandLake site.Regionally we arescreening 56.41% ofwomen aged (50-69 yearsold) for breast cancer ascompared to the Ontarioprovincial rate of 36.31%.This means in ourTimiskaming district wehave increased ourscreening from 2006 by4.47% in 2007. We’regetting closer to ourcancer prevention goalsof 70% of all eligiblebeing screened by theyear 2020. The Call to Action document includes input from participants inthe 2006 district-wide Community Action Forum and underscores the importance ofa multi-sectoral, shared community-wide approach to physical activity, healthyeating, positive body image and self-esteem for all! www.timiskaminghu.com.Health unit staff continue to take the lead to fuel and harness the energy ofcommunity partners by organizing and facilitating related workshops and networkingopportunities across the district.Timiskaming KidsportIn a time when we have increasing issues of childhood obesity and inactivity, KidSport is working to remove social and economic barriers so that all children can participate inorganized sports. This only can be accomplished by donations and support from thecommunity. In 2007 KidSport South assisted 181 children received grants so theycould participate in organized sports including; skating, hockey, swimming, soccer, dance,skiing, equestrian, and baseball.In addition, KidSport Timiskaming South organized two equipments swaps, one in thespring and one in the fall. Over 300 pieces of equipment were swapped or sold. By farthe Hockey Swap in the fall is the busiest one. Several parents commented to the swapvolunteers how it helped to have access to good used equipment especially for familieswith more than one child in hockey.In 2007 KidSport South also received a grant from Frog’s Breath Foundation to runa Pick Up Hockey program for kids not participating in Minor Hockey. Over 30 kidsparticipated in both a fall and winter session.

Letemember Adam CampaignLet’’s RRememberAdam Ranger was just five years old when he was struck and killed by a truck whilestepping off the school bus on February 11th, 2000 in Mattawa. This horrific incidentdevastated his parents and family members, and robbed his classmates of a dearcompanion. In memory of Adam, and to elevate public awareness of the consequencesof illegally passing a stopped school bus in the communities of Temiskaming Shores, theTimiskaming Road Safety Coalition decided to implement the Let’s Remember Adamschool bus safety initiative as part of its 2007 Road Safety Challenge activities. Thisimportant road safety initiative had been successfully implemented in five othercommunities in Northeastern Ontario, and the committee knew it would have a positiveimpact in the communities it serves as well.The Timiskaming Road Safety Coalition, with the generous support of communitysponsors, currently has erected four billboards and one road sign on the highways androadways in South Timiskaming. The community group also worked with local schoolbus operators to ensure that each bus in the district could be equipped with a staticwindow decal that would assist in reminding motorists of the importance of stopping forthe school bus.The implementation of this campaign quickly sparked the interest of community mindedindividuals in North Timiskaming and led to the development of the Kirkland Lake RoadSafety Coalition in late 2007. Currently this group, made up of representatives frompolice, fire and ambulance services, the Ministry of Transportation, public health andschool bus operators is working towards erecting the first of three sponsored billboardsin and around the community of Kirkland Lake.Adam is a special boy who will continue to live in our hearts forever. The Timiskaming Health Unit’s role in this endeavour iscomposed mainly of administration of the grants and providing any technical assistancethat the schools may require.During the 2006-2007 school year, all five high schools in the District of Timiskamingwere awarded the 1,000 grant to implement tobacco initiatives in their schools. Eachschool was very creative and projects varied amongst schools: implementing Quit 4 Life, a youth based cessation program; an activity day dedicated to spreading anti-tobacco messages; providing students with smoking resources and also “Quit Kits” that containedquitting information and aids; guest speakers for the entire school and support groups for smokers who are tryingto quit; creation of anti-smoking messages that were played throughout the year and theprovision of educational materials to other students in the school/The Youth Action Alliance (Y.A.A.)Youth(Y.A.A.)The Timiskaming Health Unit’s youth action alliance YATIT (Youth Against TobaccoIndustries in Timiskaming), had a very successful year in terms of community reach. ThePeer Leaders were busy in the schools and throughout the community. On May 31st,2007 the youth held an event to celebrate the 1st anniversary of the Smoke-FreeOntario Act. They held an outdoor event at the Rotary Centennial Park in KirklandLake where they had live entertainment, cake, refreshments and local celebrities such asKirkland Lake’s Mayor Enouy who shared a few words about tobacco use amongyouth. With a lot of rain and no shine, the event was still a success with over 50 peoplebraving the weather to show their support for the cause.YATIT, now being somewhat of a ‘sophomore’ was also successful in getting theattention of the community by having events for the entire population and not onlytargeting school aged youth. As a result, the amount of earned media grew as the groupbecame more widely recognized within the community.2007 also marked YATIT’s first trip to the “Take Action Youth Summit” that was held atthe Ottawa Congress Centre. All seven Peer Leaders were in attendance and had theopportunity to hear from some exceptional speakers. Justin Trudeau, son of past PrimeMinister Pierre Trudeau was on hand to share his experiences and to applaud the youthfor their hard work. Patrick Reynolds, son of the late R.J. Reynolds tobacco executive,was also present and was candid about his love/hate relationship with the Reynoldsname. Losing both his father and brother to tobacco related illnesses, he showed hissupport to the delegates and encouraged their efforts. The youth left the summit with anew found motivation and followed up by taking it to the streets for a “Chalk Attack”.In this event, the youth wrote anti-tobacco industry statistics and messages on thestreets, sidewalks and parking lots.

Crosswise Lake postingThe Timiskaming Health Unit issued a public health advisory for Crosswise Lake on May 23,2007, cautioning against recreational activities, such as swimming and fishing. CrosswiseLake is located in Coleman Township, southeast of the Town of Cobalt.Historic mining activities included the disposal of tailings (mining waste rock) into portions ofCrosswise Lake. This occurred before the environmental impacts of these practices werefully understood by scientists. Today, it is recognized that mine tailings contain chemicals andelements, including arsenic, which can represent a potential risk to human health under certainexposure conditions.The Health Unit decided to investigate Crosswise Lake after members of a local CobaltTechnical Committee voiced concerns regarding the public safety of using this lake. Inresponse, the Health Unit compiled existing data and retained the advice of both the Ministryof Environment and an independent expert. The Health Unit has requested that the Ministryof Environment conduct further research on this and other areas in the region to better identifypotential risks from exposure to mine tailings.Pandemic Emergency Planning & PreparednessEmergencyPreparednessEach year, infections with the influenza virus and influenza-associatedillnesses (complications such as pneumonia) have an impact on ourhealth-care system. During an influenza pandemic, demand for healthcare services will increase at the same time as health care workersare ill with influenza themselves or staying home to look after sickfamily members.The Influenza Self-Care Guide is designed to increase the public’sconfidence and ability to prevent and treat influenza. Educating thepublic regarding self-care helps them determine how to best use thehealth-care system during both regular influenza seasons and when apandemic occurs.The Ontario Health Plan for an Influenza Pandemic (OHPIP,07/07)has directed health units to provide public education as a component of their plan; within thePublic Health Measures section. Clear, consistent information about influenza and how itspreads, individual infection control measures and social distancing messages are alsoimportant mitigation strategies. Developing and publicizing these strategies early will helpensure public compliance.Topics in the Influenza Self-Care Guide include a definition of influenza and pandemicinfluenza, prevention strategies, general self-care measures for adults and children, additionalsteps to take during a pandemic and when to seek medical care.When an influenza pandemic occurs (a worldwide outbreak of a new strain of influenza A),estimates (OHPIP,07/07) for the Timiskaming district for the number of persons ill enough tostay home range from 5,238 (15% attack rate) to 12,222 (35% attack rate). Of these,estimates for those that can be managed through self-care range from 2,369 (15% attackrate) to 5,530 (35% attack rate). Providing public education regarding influenza self-caresignificantly reduces the burden that will be placed on the health-care system.The distribution of the Influenza Self-Care Guide will be phased in over the next few yearsand is intended to be done as widely as possible throughout the district. Initial distributionincluded seniors clubs and child care facilities as well as the Health Unit’s website. All officesof the Health Unit have copies for their lobbies. C’est un problème complexe,qui est affecté par divers facteurs. Nous avons débuté l’année2007 par le lancement du document Appel à l’action : poidssanté, vie saine au Timiskaming!, qui traite de la complexité duproblème et qui inclut des commentaires formulés lors de tablesrondes organisées avec les intervenants clés locaux. Cedocument souligne l’importance d’une réponse plurisectoriellecommunautaire afin d’aborder tout le spectre des poids malsains,compte tenu qu’il y a une augmentation des hospitalisations pourdes troubles de l’alimentation.Depuis le lancement très réussi du document Appel à l’action : poids santé, vie saineau Timiskaming!, un grand nombre d’intervenants ont fourni des efforts considérablespour relever le défi de rester informés et sensibilisés aux enjeux liés au poids santé, pourêtre engagés et solidaires, pour faire en sorte que les gens fassent facilement des choixsains et pour faire la promotion des modes de vie sains et des collectivités saines auTimiskaming.Au cours des 25 dernières années, nous avons été témoins d’une augmentation de laprévalence de la surcharge pondérale et de l’obésité chez tous les groupes d’âge. LesServices de santé du Timiskaming sont engagés à partager la responsabilité avec lesautres afin de renverser cette tendance troublante. Les répercussions sur la santé – quivont de maladies chroniques évitables (comme le diabète de type 2, les crises cardiaqueset la susceptibilité aux accidents vasculaires cérébraux, les problèmes articulatoires et lesproblèmes de santé mentale) et le décès prématuré – sont bien documentées. On s’attendà ce que le fardeau imposé aux systèmes de soins de santé et sociaux augmente.Je tiens à féliciter le personnel et la direction des Services de santé du Timiskaming ainsique nos nombreux partenaires communautaires pour leur enthousiasme, leur énergie etleurs efforts continus à prendre des mesures afin d’aborder ce problème complexe.Pat Logan, médecin hygiéniste intérimaireMessage de la directrice généraleMessagdirectricegénéraleEn regardant l’année 2007, nous constatons qu’à nouveau, nousavons pu établir des relations de travail étroites avec nospartenaires locaux afin d’améliorer la prestation des services.Cette année, nous avons travaillé étroitement avec l’Hôpital deTemiskaming afin de cerner des possibilités qui alliaient lesforces de chaque organisme en vue d’améliorer les services etd’en réduire les coûts. C’est pour cette raison que l’Hôpital deTemiskaming offre maintenant des services de comptabilité auxServices de santé tandis que les Services de santé offrent lesservices de travailleurs sociaux à l’Hôpital. Ces accords mutuelsd’achat de services ont permis à chaque organisme d’avoiraccès à une expertise, et ce, à un coût moindre. Même si cen’est là qu’un exemple de partenariat local, il démontrel’amélioration dans la prestation de services et la réduction des coûts que l’on peutatteindre en collaborant avec nos partenaires locaux. Nous espérons poursuivre cesefforts en 2008 alors que nous participerons à la revitalisation des services de santépublique en Ontario et que nous collaborerons avec notre RLISS afin d’offrir les servicesde santé dont nous avons besoin dans le district du Timiskaming et qui sont régislocalement.Pour terminer, nous espérons continuer d’offrir des services aux résidents duTimiskaming.Esther Millar, directrice générale

Info-éclair :MALADIES CHRONIQUES Le Programme ontarien dedépistage du cancer dusein a permis de faire ledépistage de 1452 femmesde New Liskeard et de624 femmes du site deKirkland Lake. Àl’échelle régionale, nousavons fait le dépistage ducancer du sein auprès de56,41 p.100 de femmesâgées (de 50 à 69 ans),alors que le taux dedépistage en Ontario estde 36,31 p. 100. Ce quisignifie que dans ledistrict de Timiskaming, ledépistage a augmenté de4,47 p. 100 en 2007 parrapport à 2006. Il peut y parvenirseulement grâce aux dons et au soutien reçu de la collectivité. En 2007, KidSport South a aidé 181 enfants à obtenir des fonds pour leur permettre de participer à dessports organisés, comme le patinage, le hockey, la natation, le soccer, la danse, le ski,l’équitation et le baseball.En plus de KidSport , Timiskaming Sud a organisé deux cliniques d’échanged’équipement, une au printemps et une autre à l’automne, qui ont permis la vente oul’échange de plus de 300 pièces d’équipement. La clinique d’échange qui a été la plusachalandée, et de loin, a été celle d’automne. Plusieurs parents ont félicité les bénévolesqui se sont dévoués lors de l’échange pour venir en aide aux
