HISTORY OF WARRENCOUNTYNative people built in Warren County what is consideredthe oldest permanent structure east of the MississippiRiver in North America, an eleven thousand year oldceremonial building, the archaeological remains of whichare known today as the Thunderbird Site. The firstdocumented European explorer to see Warren Countyand the Shenandoah Valley - John Lederer in 1670 noted an almost eerie absence of Native people, who hadbeen killed by warfare and disease. By the early 1700swhen fur trapping and land prospecting began in theShenandoah Valley, the Cherokee, Iroquois, and Shawneewere using the Valley as a collective hunting ground.In 1729, a group of German immigrants led by Joist Hitepurchased several thousand acres of land in the northernShenandoah Valley. A community of Quaker familiesfrom Maryland led by Robert McKay came at the sametime as Hite’s Germans. In 1734, Thomas Chesterestablished a ferry service known as Chester’s Ferry at thejuncture of the forks of the Shenandoah River, and in the1740s, an English Lord - Thomas, Lord Fairfax, the 6thBaron of Cameron - came to the area that is todayWarren County to lay claim to his inheritance: a fivemillion acre swath of the colony that extended from theChesapeake Bay through the Shenandoah Valley and onto western Maryland. In 1754, a large extended familyunder the leadership of the son of French HuguenotPeter LeHew settled at the foot of the Blue Ridge alongthe road leading from Chester’s Gap to Chester’s Ferry,and LeHewtown was established. During the French andIndian War, LeHewtown was the Royal Frontier of theBritish Empire, hence the town’s name at the time of itscharter in 1788: Front Royal.By the coming railroads and canals in the 1830s, theoverland migration routes changed, and when WarrenCounty was incorporated in March of 1836, thecommunity had settled into an agricultural existence withsmall farming villages surrounding Front Royal andRiverton.5

When the war came in 1861, Warren County bore withthe rest of Virginia many of the horrors of war. Greatbattles fought nearby meant a steady stream of woundedto be cared for and supplies to be collected. On May 23,1862, the Battle of Front Royal took place in the streetsand buildings of the county seat, and Warren County lostuse of the bridges spanning the forks of the Shenandoah.In 1864, the Union burned many mills in the Valley,Warren County included. The war’s end saw Warren inruins, its economy shattered and population drained.New bridges would not connect Front Royal to the restof the county for another three decades.The turn of the century saw new life breathed intoWarren County, which had recovered duringReconstruction slowly with the development of the Bankof Warren and some light industry. By the 1890s, theFront Royal-Riverton Improvement Company hadincorporated, built new bridges, laid out newneighborhoods and encouraged new factories to locate inFront Royal and Riverton - Virginia’s “Twin Cities.” Thecounty drew its labor pool from surrounding countiesthat remained largely agricultural, and by the 1930s, theAmerican Viscose Corporation had constructed anenormous rayon facility, which would employ over 80%of the county’s workforce by the 1940s. The GreatDepression saw many public works projects in the countydevelop, the largest of which was Shenandoah NationalPark and its Skyline Drive. Tourism was now added toagriculture and industry as Warren County’s livelihood.Today, Warren County still stands at the nexus of severaltransportation routes and has become part of the greaterWashington, D.C. community and economy, bothreceiving visitors and new residents from NorthernVirginia as well as sending many residents in the oppositedirection for work and school. Warren County continuesto grow and change as a result with its position as atransportation hub continuing to define that growth as ithas for centuries.6

COUNTY OF WARRENGOVERNANCEThe County of Warren is governed by a five-memberBoard of Supervisors elected by district. The Board ofSupervisors appoints a County Administrator who directsthe County’s day-to-day operations.The Board of Supervisors meetings are open to thepublic and are conducted the first Tuesday of the monthat 9:00 AM and the third Tuesday of the month at 7:00PM, except in July, November, and December, in theBoard Room of the Warren County Government Center,located at 220 North Commerce Avenue. VIRGINIA DEPARTMENT OFTRANSPORTATION (VDOT)VDOT is responsible for the construction, maintenance,and operations (including snow removal) of the state’sroadways and bridges within Warren County. All statemaintained roadways can be identified by the route signsnormally installed at an intersection. Warren County has alarge number of private subdivision streets that are notmaintained by VDOT.
