Florida Public Health Institute HistoryThe Florida Public Health Institute (FPHI), acting as a neutralconvener, works with various local, state and nationalleaders to develop public-private partnerships that providerecommendations and solutions to health-related mattersfor the citizens of Palm Beach County, the state of Floridaand the national community. Its mission is to “ advancethe knowledge and practice of public health to promote,protect and improve the health of all.” FPHI advancesimprovements in health through community education;health advocacy; health workforce training; and assessment,research and evaluation. FPHI participates as a collaborator,not a competitor, with a variety of partners in positioningthe Institute as a vehicle for positive health system changewherever the opportunity may arise.In 2001, The Miami Dade County Health Department(MDCHD) was the original incubator for FPHI and wasincorporated as the Miami Dade County Public HealthInstitute. When the Institute was later incorporated as FPHIin 2006, MDCHD continued to provide administrative andoperational support.FPHI received operational core funding in 2007 totaling 1.25 million from the Quantum Foundation and the NationalNetwork of Public Health Institutes/Robert Wood JohnsonFoundation to expand the Institute’s infrastructure andprogram development capabilities. In a four-year time period,FPHI expanded its board to 15 members, developed a fiveyear strategic plan, created and executed a sustainabilityplan, increased its funding sources, enhanced internal ITinfrastructure and developed several projects for each of itsfive centers of excellence and health policy bureau. The fivecenters include: workforce development; bio-preparednessand health system readiness; primary care and prevention;research, education and training; and a center for asustainable environment and safe water.Since its inception, FPHI has brought together leadersfrom academia; city, county, state and federal government;foundations; business and industry and the local communitiesto begin the dialogue of positive health system change.Partners include Nova Southeastern University, University ofMiami, Florida Department of Health, Florida Public HealthAssociation, County Health Departments, Florida Agricultural& Mechanical University, Florida Atlantic University, FloridaInternational University, University of Florida, University ofNorth Florida, University of South Florida, and Florida StateUniversity.FPHI is enacting its vision to evolve into an institute withmultiple governmental and private funding sources tofurther champion changes in health-related policy andimplementation. These increasing affiliations bring intellectualcapital to enhance health care services and improve thehealth system fabric across the state and nationally. FPHIcontinues to develop innovation projects focused onworkforce retention, community mitigation and preparedness,primary care and oral health services for the uninsured andunder-insured populations, online training course, electroniccommunity messaging and environmental and safe waterrelated issues.Claude Earl Fox, MD, MPH isa public health physician whohas headed federal, state andlocal agencies in a greaterthan three-decade careerdedicated to equal access tohealth care. He is currently aprofessor in the Department ofEpidemiology Public Health atthe University of Miami MillerClaude Earl Fox, MD, MPH School of Medicine and theFPHI Executive Directorfounding director of the FloridaPublic Health Institute. He waspreviously the first permanent director of the Johns HopkinsUrban Health Institute and Professor of the Johns HopkinsBloomberg School of Public Health with joint academicappointments in the Johns Hopkins School of Nursing andSchool of Medicine.Debora Kerr, MA, has a 12year non-profit backgroundin healthcare, biotechnology,environmental health, education,youth programs, and workforcedevelopment sectors. Activelyinvolved in planning and securingstart-up funding for the FloridaPublic Health Institute throughthe Quantum Foundation and theDebora Kerr, MANNPHI/Robert Wood JohnsonFPHI Assistant DirectorFoundation, Ms. Kerr helpedevolve the agency throughmultiple government and private funding sources that focuson innovative project development. She works closely withExecutive Director Claude Earl Fox, M.D., M.P.H., to overseebusiness/resource development, program planning, andoperations for the Institute.From November 1995 to March 1997, Dr. Fox was DeputyAssistant Secretary for Health in the Department of Healthand Human Services’ Office of Disease Prevention andHealth Promotion. Prior to then, Dr. Fox was State HealthOfficer for the state of Alabama and Deputy State HealthOfficer. In addition, he held the position of Maternal and ChildHealth Director for the State of Mississippi.Ms. Kerr has been involved in numerous communityleadership roles and is currently coordinating projectson FQHC expansion, oral health access, public healthworkforce, health policy, and water technologies andwater security and is working with FAU’s departments ofenvironmental science and engineering to study climatechange and public health in South Florida.

The goal of the project is todevelop more information and tools tobetter inform policy makers and PublicHealth Departments. In addition, FPHI has been an instrumental partner in developingan online small business calculator.Center for Workforce DevelopmentDr. Fox chaired an Ad Hoc Committee established by the Florida Department ofHealth to identify physician shortages and to develop recommendations to thelegislature & Department of Health on potential strategies to address these limitations.FPHI is also working with HealthMetrics to determine mechanisms to approveefficiency and effectiveness of County Health Departments. This project is apartnership with local Health Departments and looks at patient-provider satisfactionas well as financial revenue generation and quality of care.Center for Bio-Preparedness& Health System ReadinessThe National Association of County and City Health Officials (NACCHO) H1N1preparedness project is a partnership between the private business community andfive sites across the U.S., including local governmental public health. The goal ofthe project is to develop models for public and private partnership that can be usedin additional communities to address public health emergencies such as an H1N1pandemic. During 2009-2010, Dr. Fox served as Chairman of this internationalcommittee advising Roche on issues of pandemic influenza.Center for Primary Care & PreventionFPHI provides technical assistance to private and non-profit organizations to developcommunity health centers that address unmet health needs within communities.Jupiter Medical Center and FPHI are conducting a community needs-assessmentand potentially, the development of a CommunityHealth Center, if appropriate, in Northern PalmBeach County.FPHI, in partnership with Palm Beach County,has created a Community Health NETwork Map.The Map is an attempt to portray an accurateand up-to-date picture of Palm Beach County’sunmet health needs that can be addressedwith new strategies. The goal is to make themap interactive and to link via the web to localcommunity clinics.FPHI is a statewide collaborator working withthe Department of Health and dental schoolsto identify unmet oral health needs in childrenand adults. FPHI leads the local oral healthcarecoalition in Palm Beach County that is made upof representatives from the community toaddress local oral health needs.In addition, FPHI received grant fundsfrom two local foundations to develop aweb-based tool to help policy makers,government officials and familiesunderstand various medicaid CHIP optionsavailable in Florida to address unmetdental needs. This website will provide data on return on investment, prevention,restorative care and education.FPHI also received funding from Boston-based DentaQuest Foundation to provideOral Health information to the statewide community. The information is specific to oralhealth needs in Florida and what policy changes might be implemented to addressthese needs. FPHI together with local and statewide coalitions are working to developmessaging around a “Healthy Mouth, Healthy Body” public relations campaign.FPHI will be creating messaging for TV and radio while providing raw material thatcommunities can use to develop custom message points surrounding oral health.Center for Research, Education & TrainingFPHI has an academic advisorycommittee that is composedof Florida public health schoolsand programs to address publichealth issues. For three years,FPHI has provided distancebased training for pubic healthdepartments as well as studentsand others focused on publichealth issues such as health disparities and unmet health needs. Most recently, inthe summer of 2010, FPHI provided a series of web-based courses on varioushealth topics.FPHI is working with the University of Miami to develop a Palm Beach County-basedprogram that would allow the last two years of a medical degree/public healthdegree to be spent in Palm Beach County working with local health departments’federally qualified health centers.As an example of a community-based education project, the Community Foundationof Palm Beach and Martin Counties has funded FPHI in an electronic communityforum providing health information and other resources to the community of PalmBeach County.FPHI is working to achieve certification in conducting health impact assessmentswhere needed.
