SUR.ET1.ST01.1000-STD-01-01Radar Surveillance in En-Route Airspaceand Major Terminal AreasEXECUTIVE SUMMARY1.This document constitutes the Eurocontrol Standard concerning the requirementsfor independent (primary) and cooperative independent (secondary) radarsurveillance for application in the provision of Air Traffic Services (ATS). Thepurpose of this Standard is to contribute to the improvement of the capacitywhilst maintaining, or improving, the present level of safety.2.As an integral part of Air Traffic Management (ATM), radar positional dataconstitutes the principal means of surveillance of aircraft for the efficient executionof air traffic control. This Standard details common criteria, with the aim ofachieving the optimal use of the radar surveillance function and the harmonisedapplication of radar separation minima, in line with the objectives for radarsurveillance as contained in the European Civil Aviation Conference (ECAC) EnRoute Strategy for the 1990s adopted by Transport Ministers of ECAC States atParis in April 1990 and in the EWPD and the EATCHIP Convergence andImplementation Programme Document (CIPD).3.In accordance with the ECAC En-Route Strategy, comprehensive radar coverageis to be completed throughout the continental ECAC area, which includes theairspace of all ECAC Member States except for Iceland, by 1995 at the latest. Acommon en-route radar separation of 5 nautical miles (NM) is to be implementedthroughout high-density traffic areas. Elsewhere, en-route radar separation of notmore than 10 NM is to be implemented.4.In accordance with the ECAC Strategy and its related documents (EWPD andCIPD), a common radar separation standard of 3 NM is to be implemented inmajor terminal areas.5.In order to ensure the uninterrupted provision of radar services on as wide a s
