The AnnualTown Budget includes the Board ofEducation Budget and the Town Government Budget. The preparation ofthe Annual Town Budget is the resultof a process that starts with a tri-boardmeeting of the Board of Finance, Boardof Education and Board of Selectmen.The process continues from the triboard meeting with a series of meetings, workshops and public hearings.The conclusion of the process is thebudget referendum. One of the areaswhere The BoF believes it can help thebudget development process be moreeffective is by helping to make surethat the discussions in the meetings,workshops and public hearings areclear and understandable for the citizens in attendance. Consequently, theBoF has written a series of articles tobe printed in the East Haddam News.The purpose of this series of articlesis to explain the financial terms thatare commonly used in the budgetmeetings. In this week’s paper, we arestarting the series with this article thatexplains the meaning of six financialterms. They are:1. Expenditures—Funds spenton services such as public safety andeducation, payroll, employee benefits,capital projects, etc.Continued on page EH6Occupants escape after pickup crashes into Machimoodus pondBy Barbi BatchelderA report of a vehicle on its roof ina Machimoodus State Park pondSunday, March 4, sent East Haddampolice and fire departments and stateDEEP Environmental Conservation(EnCon) Police to the Leesville Roadscene, but investigation showed thatboth occupants had escaped safely.The report came in at about 7:28a.m. The park visitor who reportedthe incident was unsure at the time ifthe vehicle was still occupied.As EnCon and local police tried tolocate the driver using the 1987 Nissan pickup truck’s license plate, firepersonnel entered the water to verifythat the truck was indeed unoccupied.Police found that the driver, MichaelDorsey, 24, of Neptune Avenue, wasat home and uninjured.According to a report from DEEP,Dorsey and his passenger, 25-year-oldKeith O’Briant of Leesville Road, hadtraveled through Sunrise State Park tothe Machimoodus State Park by driving to the left of the gate and guardrail. They said the throttle becamestuck, and the truck ended up goinginto the pond by the parking lot.EnCon Police issued Dorseyinfractions for simple trespass andvandalism. O’Briant was issued aninfraction for simple trespass. Grand List—The Grand List is the totalamount of the assessed value of the taxable propertyin the Town. The Grand List is determined by assessing all of the taxable property in town (commercial,residential, utilities, etc.). The Grand List directlydetermines the amount of property tax revenue thetown can collect. The revenue in the Annual TownBudget comes from many sources. However, “theproperty tax is the largest single source of localgovernment revenue in the United States.” Source:Handbook for Connecticut Boards of Finance. Therest of the revenue comes from fees, state and federalgrants, town investments, earnings, etc.5. Mill Rate—The Grand Levy is the amount oftax revenue in the Annual Town Budget, which mustbe raised by the property tax. For a given fiscal yearthe mill rate is expressed in mills as a ratio of theneeded revenue to the total amount of the GrandList. A mill is one one-thousandth (1/1000) of adollar. The mill rate is determined first by approvingwhat the needed property tax revenue is going to befor a given year, then dividing the needed revenueby the total amount of the Grand List. The mill rateis used to determine the tax bill for a given propertyby multiplying the assessed value of that property bythe mill rate. For example, the tax bill for a propertyassessed at 100,000 with a mill rate of 28.52 millswould be 28.52 multiplied by 100,000 and then divided by 1000 equals 2,852.00.6. FROM THE COMMUNITY FOUNDATIONCOMMUNITY‘Ripple effect’ of community partnershipsEvery day someone makes a decision to help througha gift, and every day at the Community Foundationof Middlesex County we see the benefit of that gift.When taken together, these gifts spread throughoutthe community and create a broader impact throughprograms and services. We call it the “Ripple Effectof Community Partnerships.”By pooling funds from like-minded donors tosupport a shared area of interest, we are able to havefar greater impact on initiatives that improve thequality of life in our local community. We do this inthe form of grant awards to our nonprofit partners,who work tirelessly to address specific needs across abroad spectrum of areas: the arts, animal welfare, education, human services, the environment, heritageenhancements, and much more.One recent CFMC grant award illustrates the“Ripple Effect of Community Partnerships” in action. Vista Life Innovations is a full-service organization supporting individuals with developmental disabilities, including training programs that enhanceindependent life skills. Recognizing that more andmore of everyday activities include an online component, Vista saw the need to provide Internet safetytraining to its clients. Learning the skills necessaryto protect ourselves goes a long way in enjoying theInternet and protecting both our identity and ourperson, especially for our more vulnerable neighborsand friends. The Community Foundation awardeda grant to Vista to support the program. Thanks tothe generosity of the Hanna and Gerhard KraulandFund, the Wiltsie Family Fund, and the River ViewCemetery Fund, Vista is working with a local cybersecurity consultant to develop a specific trainingprogram for this population. The sessions will coverthe dangers and risks involved with sharing information on the Internet while teaching best practices forsafety and privacy protection.The “Ripple Effect of Community Partnerships”did not stop with Vista and its clients. Realizing thatcommunity safety is a shared responsibility, aftertalking with the Community Foundation about itsclients’ needs, Vista came up with a plan to share,to spread the impact, and create new communitypartnerships. Vista is continuing the “Ripple Effect ofCommunity Partnerships” by inviting area organizations serving similar individuals to take part in someof the training sessions. We applaud their initiative tonot only be proactive in addressing the needs of theirclients but to also share a grant-funded program withindividuals served by other organizations. It is thetrue essence of community partnership and a perfectexample of how working together and leveragingresources can make a real difference in the lives of somany.
