However,i t i s u n c e r t a i n whether t h e magnitude o f e f f e c t s are changingo v e r time.Moreover, t h e above-mentioned changes may r e s u l t i n d i f f e r e n ta l l o c a t i o n s o f r e s o u r c e s f o r t h e care of dependents w i t h i nf a m i l i e s . Also, more p u b l i c r e s o u r c e s may be s u b s t i t u t e d f o rp r i v a t e r e s o u r c e s i n t h e care o f dependents. Research on t h er e l a t i o n s h i p between changes i n t h e f a m i l y and t h e a l l o c a t i o no f p u b l i c and p r i v a t e r e s o u r c e s f o r t h e care o f dependenta g e groups i s s p e c i f i c a l l y encouraged by t h i s RFA.Rates o f marital f o r m a t i o n and d i s s o l u t i o n have been v o l a t i l e i nr e c e n t y e a r s and may be a s s o c i a t e d w i t h t h e uneven and r a p i d l ychanging a g e s t r u c t u r e o f t h e p o p u l a t i o n . Accordingly,s t u d i e s r e l a t i n g changes i n t h e s t r u c t u r e o f p o p u l a t i o n t ot h e r a t e s o f m a r i t a l formation and d i s s o l u t i o n are encouraged.Given t h e p r e s e n t high l e v e l s o f d i v o r c e t h e number of f a m i l i e sheaded by a s i n g l e p a r e n t is l i k e l y t o increase. T h i s RFAa l s o encourages r e s e a r c h on t h e demographic and s o c i e t a li m p l i c a t i o n s of t h e s e t r e n d s .A consequence o f smaller family s i z e s and f a m i l i e s w i t h fewerf u n c t i o n s , e s p e c i a l l y i n t h e c a r e of dependents, i s t h a t t h enumber o f households has i n c r e a s e d d r a m a t i c a l l y i n r e c e n ty e a r s . I n f a c t , w h i l e t h e p o p u l a t i o n h a s shown a diminishedr a t e o f growth, t h e number of households has undergone a markedi n c r e a s e .
