PurposeThe purpose of this RFP invitation is to establish a contract(s) for Cloud Based Digital Evidence ManagementSystem (body cameras) providing in-vehicle and body-worn cameras for Department of Corrections Officersand any other State of New Hampshire agencies and employees related to Cloud Based Digital EvidenceManagement System (body cameras) for the State of New Hampshire for services indicated in the SCOPE OFSERVICES and OFFER SECTIONS, and in accordance with requirements of this RFP invitation.B. TimelineThe timeline below is provided as a general guideline and is subject to change. BackgroundThe State of New Hampshire seeks to implement a contract for in-vehicle camera, body-worn camera andCloud Based Digital Evidence Management System (body cameras) project. The project envisions a vendorproviding, installing and maintaining equipment for in-vehicle cameras and body-worn cameras for multiplestate agencies, a cloud hosted Digital Evidence Management System, associated tools and the networkrequired to move the data from the cameras to the repository. Each vehicle would be outfitted with a frontfacing and a rear facing camera to capture interactions with the public and an interior camera to capturethe rear seat in the event that a citizen is transported in the vehicle. Each user would use a body-worncamera as an integrated portion of the in-vehicle installation capturing video and audio.B. Technical RequirementsInclude verification of Bidder’s ability to meet each of the following requirements. B.1 Bidder Company and Staff Qualifications (Experience)Administrative and technical staff shall be of sufficient size and knowledge base to support the State in itsinitiatives. In order to demonstrate market experience and breadth, identify other product offering or toolsfrom your company within the response. Please describe your experience in providing these services.Scope of ServicesThe objective of system would be to provide the New Hampshire State Agencies with an integrated car andbody-worn camera video and audio Platform that includes a Cloud Based Digital Evidence ManagementSystem (body cameras) which maintains the evidentiary value of the audio/video while providing a processto manage, redact and release the data efficiently.In order to meet the needs of the State of New Hampshire the following is considered minimum systemfunctionality and must be met to be considered for the RFP:1) The system must fully comply with FBI CJIS Security Policy V 5.9 or most recent policy olicy-resource-center/view and all administrators tobe compliant with NH Body-worn camera law NH RSA Chapter 105-D for the life of the contract andany extensions.2) The solution must provide sufficient safeguards to ensure evidentiary integrity of the capturedvideo and confirm valid receipt by the repository of the entire video before deleting original fromthe in-vehicle and body-worn system.3) The system must have a role based security model to control user access to features and datathroughout the system.4) The systems security model must provide a method to easily limit access to sensitive case informationand people related to confidential cases.5) The Vendors cameras must support a minimum quality of 720p for body-worn cameras, 720p forfront and rear in-vehicle camera s and 480p for the backseat camera. The Vendors solution mustinclude body-worn cameras that are integrated with the in-vehicle camera solution.6) The Vendors solution must capture audio within the vehicle and the body-worn camera musthave a remote microphone to record audio interaction outside of vehicle.7) The Vendor must host and maintain the Cloud Based Digital Evidence Management System (bodycameras) in a secure cloud hosting environment providing all necessary hardware, software, systemand database administration to manage the application including all test, training and productionenvironments of the system.8) The Vendor must provide, install and maintain the equipment and connectivity at the 31 Statedesignated wireless access points OR proposed alternative solution to transfer the video from thecameras to the Digital Evidence Management System. The transfer of the video from the cameras tothe wireless access point then to the Cloud Based Digital Evidence Management System (bodycameras) must be accomplished outside of the State network and while maintaining CJIScompliance.9) The Vendors solution must be able to upload an average day of video) from all cameras to thecloud-based repository in two 15 min sessions of connectivity. This solution must allow for multipleconcurrent uploads.Page 5 of 33Contractor InitialsDate

10) The Vendor must provide and install all camera and related equipment in the 55 Department ofCorrections vehicles. Vendor must provide ongoing maintenance of equipment and installcameras and related equipment.11) Vendor must provide support and maintenance of the 31 Wireless Access Points OR proposedalternative solution, in-vehicle and body-worn cameras and system, and video repository for thelife of the contract.12) Vendor solution must include a portal to allow authorized external users to access evidentiaryvideo/audio segments (Department of Justice, County Attorneys, Defense, etc.)13) The Vendor shall provide its Services to the State and its end users solely from data centers within theContinental United States. All storage, processing and transmission of State data shall be restricted toinformation technology systems within the Continental United States. The Vendor shall not allow itspersonnel or sub-contractors to store State data on portable devices, including personal computers,except as specified and allowed by the contract, and then only on devices that are used and keptat its data centers within the Continental United States. The Vendor shall permit its personnel andContractors to access State data remotely only to provide technical support and as specified orrequired by the contract.C. Subcontractors (Solution)1) If subcontractors are to be used, please include information regarding the proposed subcontractorsincluding the name of the company, their address, contact person and three references for clientsthey are currently servicing.2) The Contractor shall be directly responsible for any subcontractor's performance and work qualitywhen used by the Contractor to carry out the scope of the job.3) Subcontractors must abide by all terms and conditions under any resultant Contract.D. Additional Requirements1) The State requires ten (10) days’ advance knowledge of work schedules to provide security andaccess to respective work areas. No premium charges will be paid for any off-hour work.2) The State shall require correction of defective work or damages to any part of a building or itsappurtenances when caused by the Bidder’s employees, equipment or supplies. The bidder shallreplace in satisfactory condition all defective work and damages rendered thereby or any otherdamages incurred. Upon failure of the bidder to proceed promptly with the necessary corrections,the State may withhold any amount necessary to correct all defective work or damages frompayments to the bidder.3) The work staff shall consist of qualified persons completely familiar with the products and equipmentthey shall use. The Contracting Officer may require the bidder to dismiss from the work suchemployees as deems incompetent, careless, insubordinate, or otherwise objectionable, or whosecontinued employment on the work is deemed to be contrary to the public interest or inconsistentwith the best interest of security and the State.4) The bidder or their personnel shall not represent themselves as employees or agents of the State.5) While on State property, employees shall be subject to the control of the State, but under nocircumstances shall such persons be deemed to be employees of the State.6) All personnel shall observe all regulations or special restrictions in effect at the State Agency.Page 6 of 33Contractor InitialsDate

7) The bidder’s personnel shall be allowed only in areas where services are being performed. The use ofState telephones is prohibited.8) All offers shall remain valid for a period of one hundred eighty (180) days from the RFP due date. Abidder’s disclosure or distribution of an RFP other than to DAS, Division of Personnel may be groundsfor disqualification.9) RFP prices must be in US dollars and must include delivery and all other costs required by this RFPinvitation. If yes, describe theSoftware that must be installed and the access authorization level required to install it. Are there any components of the system that must reside on another platform? What application servers are used to support the proposed solution? Identify any add-on or third-party Software that is required to support the functionality of theproposed solutions and the estimated costs for these products. What programming languages are used for development, configuration, and customization ofthe proposed Solution? What components of the Software, such as middleware, are proprietary? What programming languages are used for development, configuration, and customization ofthe proposed Solution? What is the timeframe for technical obsolescence of the proposed Software? (For the purposeof this question, the version of the proposed Software would be considered obsolete whensupport is no longer available.)
