THEODORE ROOSEVELT COUNCIL BSAOPERATING SCHEDULEOnteora Scout Reservation operates from Sunday afternoon until Saturday morning. Thisschedule allows us to provide staff continuity and strong service while a troop is at camp, as wellas giving the staff time to ensure campsites are ready for Sunday’s check-in.Units that are staying in camp for two weeks should contact the Camp Director before camp tomake the necessary arrangements for the weekend between the two weeks. THEODORE ROOSEVELT COUNCIL BSAOUR PROGRAMThe Onteora program offers fun and adventure with a specific goal. The Theodore RooseveltCouncil provides a program for Troop Leaders to use in helping their Scouts grow and learn.This program is developed to provide activities for the individual Scout, for buddies, for patrols,and for the Troop as a whole.BOY - Merit badge programs and advancement opportunities are designed to help the Scout meethis own personal advancement goals. In addition, awards are handed out during the week toindividuals who demonstrate particular skills in certain areas.BUDDY - Scouts should always travel in groups of at least two. Certain activities have beenprepared in the week, which encourage this principle and allow for Scouts to have fun, together.PATROL - Baden-Powell once said that the patrol was the secret for the success of Scouting.One job of the summer camp is to strengthen patrols and their efficacy; as such, events areplanned throughout the week, to do just that.TROOP - Troops will also have the opportunity to compete and work with each other indemonstrating their unit pride and troop skill. Campsite visitations will be on a unit basis, as wellas recognitions for special achievements in programming and scout spirit.TROOP PROGRAMEvery troop is encouraged to use the Individual/Troop Program Schedule, along with the MeritBadge and Activity Schedule, to plan their week. There is simply not enough time to doeverything at camp (as it should be), so plan wisely and enjoy.Be sure not to over-program your troop or your scouts, but plan your program accordingly toyour wants and needs. Be sure to leave yourself enough time to conduct a quality TroopProgram. Rank Advancement, Training, Campsite Improvement Projects, and Cracker-barrel arejust a few of things that may be right for your troops time at camp.CUSTOM TROOP PROGRAMWant to do something that you haven’t found in the program? Have a Troop Tradition you wouldlike to continue? The Onteora Staff is here to assist you. THEODORE ROOSEVELT COUNCIL BSASELECTING MERIT BADGESScoutmasters must approve every Merit Badge that a scout takes, and should be sure that thescout is taking age/experience appropriate badges. Units should review requirements anddetermine what pre-camp preparations may be needed to complete the badge at camp. TheseMerit Badges are marked with an asterisk (*) on the Merit Badge/Activity Schedule. They’relisted below with the requirement(s) to be done before camp (written and signed notation ofrequirements completed before camp should be given to the appropriate merit badge counselor),or after camp (scout will receive a Partial Completion card, and can finish the badge at home).Scouts need to come to the first class of each Merit Badge they wish to work on with acompleted “Blue Card” Application for the Merit Badge, filled out and signed by theScoutmaster. Blue Cards are available for purchase at the Trading Post.Our Merit Badge Counselors have structured their classes to be sure to give the scouts enoughtime to travel to their next activity. However, special attention needs to be given, to the locationsof Merit Badge Sessions. Be sure that all scouts’ schedules take distance and terrain into account;that being said, classes start on time, and continued lateness needs to be avoided. All unitsearning advancement in camp must submit their advancement report to their Council.PARTIAL COMPLETIONIf a scout does not complete all of the requirements for a merit badge during his week, he willreceive a “Partial Completion” and have his Blue Card returned to him indicating therequirements that he did complete. Scouts can earn the badge by completing the requirementswith a counselor at home, or at camp next year. For those Scouts completing partials at camp thisyear, please see the respective Area Director ASAP, to address the appropriate procedures.Scouts cannot “fail” Merit Badges; there are only different levels of completion.Note: Please check the most recent merit badge pamphlet for the most current information.All Scouts should bring paper and pencil for merit badge classes, and money to buy meritbadge pamphlets and other supplies, as needed.2017 OSR PROGRAM GUIDEPage 8 of 53

THEODORE ROOSEVELT COUNCIL BSABSA LIFEGUARDThe purpose of the BSA Lifeguard is to providean intensive training program in aquatics safetyfor older Scouts and adult leaders.stParticipant Qualifications: 15 and 1 Classrank or recommendation of unit leader.Note: First Aid and Professional RescuerCPR/AED certifications needs to be earned priorto camp, or within 120 days of starting theprogram.Completion of the course earns participants a 2 yearlifeguard certification, recognized at all BSA camps and events. In many states, BSA lifeguardsmay work at public beaches and camps.Lifeguarding at Camp will also provide participants with training, information, and skills toprevent, recognize, and respond to swimming emergencies, during unit swimming activities.It expands the awareness instruction provided by Safe Swim Defense training. Personscompleting the training should be better able to assess their preparation to supervise unitswimming events. Skills training will include: Multiple rescue techniques including rescue from a watercraftSwimming extension rescueActive and passive drowning rescueSubmerged victim rescueFirst Aid and Professional Rescuer CPR/AEDMILE SWIMCome and test your swimming ability and stamina Fridayevening!
