Spring TestAdministrationTest Dates SAT will serve as the assessment for 11th gradeaccountability. OSDE will provide the SAT with Essay to all juniorsattending public high school for free. Most students will be required to test on a single day.Students with accommodations that extend testingtime beyond a standard school day, require a separatesetting or test format will have a two week window tocomplete testing. Primary test day is: April 10, 2018 Accommodated Testing Window: April 10, 2018– April 23, 2018 (accommodation requests mustbe submitted by February 19, 2018) Makeup test day is: April 24, 2018 Digital testing option: April 10—12, 2018 (onedistrict)55

Testing StaffRoles Test Supervisor – is responsible for all aspects of theSAT administration at the school Services for Students with Disabilities (SSD)Coordinator(s) – requests accommodations forstudents and supports the Test Supervisor to overseeaccommodated testing. Associate Supervisor – is the test administrator Room Proctor(s) – assist the associate supervisorwith monitoring students in the testing room Hall Proctor(s)– are responsible for monitoring thehallways on test day7

Testing StaffRoles The Test Supervisor (TS) is responsible for: All aspects of the School Day administration at aschool, including:Test Supervisor School establishment, planning rooms andstaff for test day. Receiving and securing all test materials,including test materials for students testingwith accommodations. Managing test site and staff, andsupervising all activities related to testing,including accommodated testing. Collecting, packing and returning testmaterials, completing test day forms andordering makeup materials. Acting as the main contact between the CollegeBoard and the school, receiving allcommunications from the College Board. Identify at least one Associate Supervisor toserve as the back-up Test Supervisor8

Testing StaffRolesSSD Coordinator The Services for Students with Disabilities (SSD)Coordinator is responsible for: Being the school’s liaison with the College Board’sServices for Students with Disabilities office. Submitting accommodation requests for allstudents who request them at his/her school. Accessing and printing the NonstandardAdministration Report (NAR) and assisting theTest Supervisor in determining rooms and staffrequired for administering the test withaccommodations. Partnering with the Test Supervisor to reconcileaccommodated testing materials and administerthe SAT to students who are testing withaccommodations. Schools may have more than one SSDCoordinator, however one person will beidentified as a primary SSD Coordinator who willreceive communications from College Board.9

ConsolidatedRoles The Test Supervisor is now responsible for planningthe administration for ALL students, including thosewith accommodations. The SSD Coordinator is responsible for applyingfor accommodations and printing the list ofstudents approved for accommodations.Promoting partnership The Test Supervisor can enlist the help of the SSDCoordinator to assist with planning theadministration for students with disabilities. All shipments will be addressed to the TestSupervisor. The Test Supervisor is responsible for returning allmaterials.10

Testing StaffRolesAssociate Supervisor The Associate Supervisor(s) is responsible for: Managing all activities that happen in the testingroom. Conducting the test and monitoring test-takers toensure a fair administration. Each room requires one Associate Supervisor. One Associate Supervisor must be designated asthe back-up for the Test Supervisor.11

Testing StaffRolesRoom Proctors and HallProctors The Room Proctor(s) and Hall Proctor(s) areresponsible for assisting the Test Supervisor andAssociate Supervisors. Proctors help set up the testing area and monitortesting. Hall Proctors patrol the hallways during testing tomake sure the testing area remains quiet andsecure.12

College BoardAccommodations The College Board is committed to making sure thatstudents with disabilities can take the exams with theaccommodations they need, and will consider allrequests to ensure that we measure students’academic abilities, regardless of their disabilities. All accommodations requests will be submittedthrough our Services for Students with Disabilities(SSD) Online system. There are two types: College Board Accommodations: Students withCollege Board approved accommodations willreceive college reportable scores. Once approvedfor accommodations, with limited exceptions, astudent remains approved for all College Boardtests. State Allowed Accommodations (SAA): These arestate specific accommodations defined byWVDOE. Students, schools and the state willreceive scores, however the scores are notcollege reportable. These accommodations applyto state testing only and are requested for eachstate administration.18

English LearnerSupports English Language Learner (ELL) Supports Scores will be college and scholarship reportable NO advance request requiredTranslated Test Directions for ELL students Printed versions of the test directions will bedownloadable for educators to distribute tostudents on test day as needed. Roles &ResponsibilitiesA school may have more than one SSD Coordinator. Aprimary coordinator will be identified to support the TestSupervisor and oversee accommodated testing.All SSD Coordinators are responsible for: Being the school’s liaison with the College Board’sServices for Students with Disabilities office. Submitting accommodation requests for students withdemonstrated needs. Coordinating with your school’s Test Supervisor on theschedule of testing rooms and staff needed foraccommodations test administration. Assisting with administering the test as needed. Monitoring and printing the Non-standardAdministration Roster (NAR). The NAR is used forroom planning and to provide confirmation of theaccommodations provided on test day.27

The Tools Services for Students with Disabilities (SSD) Online:The system for requesting accommodations. CollegeBoard will use this system to determine whichmaterials are needed for students. Non-Standard Administration Report (NAR):The NAR will provide a list of students approved foraccommodations and provide which accommodationshave been approved for testing, which materials areneeded, and when students will test. Eligibility Roster:A listing of all students at your school (AttendingInstitution - AI) with accommodations.28

College BoardAccommodationsThe majority of students with acurrent Individualized EducationProgram (IEP) or 504 Plan willhave those sameaccommodations automaticallyapproved All accommodations requests will be submittedthrough the College Board SSD Online system. The entry of accommodations will go through one oftwo paths: School verification – Most requests will beapproved automatically through our schoolverification system. The SSD Coordinator verifiesthat the student meets College Board eligibilitycriteria and the student has documentation on file(e.g. IEP or 504). Documentation Review – Some requests requiredocumentation such as extended time more than100%, different types of assistive technology andsoftware, large print test book sizes greater than20 point font, and other special requests. Theseexceptions will require documentation for furtherclarification.30

DocumentationGuidelines If requested, documentation that includes thefollowing information is most helpful in the reviewprocess: State the specific disability as diagnosed Be current (varies based ondisability/documentation) Provide relevant educational, developmental andmedical history Describe the comprehensive testing techniques, ifapplicable Describe the functional limitations Describe the specific accommodations Establish the professional credentials of theevaluator Send documentation that was used to make thedetermination even if out of date with any currentinformation about the student. Please note thatschools are not required to have students retested tosupport any documentation request. Any application can be resubmitted if not approvedwith additional documentation for consideration even31if after the SSD submission deadline.Documentation shouldaddress: What: Provide thestudent’s documenteddisability How: Describe thefunctional impact anddegree of impact. Themere presence of adisability does notnecessarily mean astudent requires testingaccommodations onCollege Board tests. Why: Show the need forthe specificaccommodation beingrequested.

Prepare YourSchool School EstablishmentBased on survey responses provided by your Principal,schools are assigned a six-digit school coderepresenting the attending institution (AI code) or highschool code. AI Codes are required to pre-ID students,administer College Board exams, apply forstudent accommodations, and receive materialsand students’ exam scores. AI codes are six digits, usually starting with 14 Supervisors received confirmation of theirschool’s AI code in December and early January If you participated in the SAT administration lastspring, or if you administer other College Boardassessments, your AI code will remain the same. You will not receive or use a test center number thisyear unless you are using off-site testing locations.The AI code is the only code you will need for formsand reporting. Coordinate testing for off campus and out of districtstudents.36

Prepare YourSchoolRegistration andMaterial Ordering Registration/pre-identification will be done thoughbulk upload between College Board and the OSDEStudent Information System (SIS) at the end ofJanuary. Between November and December, principals andTest Supervisors updated student enrollmentinformation in OSDE’s SIS to prepare for preidentification (registration) of students for SAT. Labels will be shipped to each school for all studentswho were Pre-ID’d so they may be affixed to studentanswer sheets. College Board will determine your material orderbased on The students pre-identified (Pre-ID) to test The students approved for accommodations viaCollege Board’s SSD online system. Schools will NOT place orders for materials. College Board will ship a small overage of testmaterials to account for standby test takers, typicallystudents who are last minute transfers into the school,37etc.

To access the system, the SSD Coordinator will needto:Accessing SSD Online Have a College Board Professional Account Complete the SSD Coordinator Form, found onwww.collegeboard.org/ssd Receive an access code to link your SSD Onlineaccess to your College Board professionalaccount. (First time only) In order to gain access, schools will need an attendinginstitution (AI) code. For schools who don’t yet have an AI code fromCollege Board, accommodations requests will beginonce you receive your code.39

Prepare YourSchool Test Supervisors and SSD Coordinators will need towork together. Identify students who will be testing this year andconfirm accommodations Use the Dashboard to lookup students, or Print the Eligibility Roster. The Roster provides allstudents approved for accommodations at yourschool. For students without an approved accommodation,submit a new request. For students with already approved accommodations,verify The accommodations approved match thestudent’s current identified IEP/504accommodations. The student information name, birth date, andgraduation date are correct. For any students no longer at your school, notate theinformation on the eligibility roster. Fax the roster to(866) 360-0114 to have students removed from yourDashboard and reports.Review Student Needs40

PrepareYourselfOnline Supervisor’sTraining Test Supervisors will receive an email with a link toaccess online training in late January. Once accessed,the training will be available through your CollegeBoard Professional Account. Share the link with other staff, as necessary. Plan for approximately 45-60 minutes to complete. The content is divided into modules includingactivities for before, during, and after test day andincludes details on both standard and accommodatedtesting rooms. Training is mandatory for all SAT Test Supervisors.4444

Build YourListsTasks for theSupervisor The Online Attendance Roster (ETS) roster has beeneliminated. Supervisors will locally create students lists androom rosters to use. Supervisors will work with the SSD Coordinator tounderstand numbers of students testing withaccommodations. More information about creating rosters will be inthe supervisor’s manuals.46

Plan YourSpace The size of cohort testing and the size of rooms usedfor testing will determine number of rooms needed. Options for rooms include: Larger spaces, such as auditoriums andgymnasiumsPlanning for TestingRooms Smaller spaces, such as classrooms Consider the following when choosing the location oftesting rooms within the building: Separated from other classes/tests on differentschedules or taking different assessments Minimize noise and other disruptions whenclasses or other assessments break Area where there will be minimalnoise/distractions from outside the building Access to restrooms4949

Plan YourSpaceSeating and FurnitureRequirements Use chairs with backs. Face seats in the same direction. Place chairs directly behind those in the precedingrow. Separate each student by a minimum of four feet fromright to left (measure from center of desk). Ensure unimpeded access to every student by staff. Seat only one student at a table measuring six feet inlength or less. Seat students at least four feet apart and facing thesame direction if tables longer than six feet are used. Provide a large, smooth writing surface, preferablydesks or tables. Tablet-arm chairs must have a minimum writingsurface of 12 x 15 inches. Study carrels, lapboards, language laboratory booths,and tables with partitions or dividers are notacceptable.5050

Plan Your StaffPlanning for StaffingNeeds Each school should plan for one Test Supervisor andone SSD Coordinator. The additional staffing needed depends upon the sizeof the cohort testing, the number of testing rooms andthe number of students in each room. Formulas are available in Supervisor Manual Check with your school/district for policies aroundwho can act as testing staff. Testing staff members should be certified districtemployees. Some schools utilize aides, paras, substitutes,coaches. However, staffing should reflect staterequirements.5353

Plan Your StaffStaffing Requirements Test Day staff cannot be employed by an outside testprep company. Test Day staff cannot have taken the SAT within 180days of the administration date. Test Day staff with children cannot have access toany test materials for the same assessment(s) thechild is taking before, during, or after test day. Test Day staff with students who reside in the samehousehold cannot have access to any test materialsfor the same assessment(s) the child is taking before,during, or after test day. In small test centers, Test Day staff may servemultiple roles in a small test center. We recommendthe Test Supervisor remain in the test room and havethe additional test day staff serve the Hall Proctor. In large test centers, we recommend the AssociateSupervisors be in the testing rooms, with appropriatenumber(s) of Proctors and Hall Proctors. The TestSupervisor then can float around the test center,assisting with questions and resolving any issues thatmay arise.54

Plan Your Staff Every testing roomneeds 1 associatesupervisor. Unless your schooltests only a fewstudents, you will needadditional staff toassist the supervisor.Additional note: SDErequires proctors forevery room inaddition to the testadministrator.
