Rhode Island LotteryFinancial UpdateGame Summary and HighlightsFor the Three Months Ended September 30, 2021The Lottery’s fiscal year 2021 revenues were significantly affected by the globalCOVID-19 pandemic which began in March 2020. Closure of the State’s twolicensed casinos, many Lottery retailers, restaurants, and bars, the cancelingand elimination of professional and college sporting events, and stay-at-homeregulations had a significant impact on revenues in the fiscal year. In fiscal year2021, the State closed the two licensed casinos, and suspended all operationsfrom November 29, 2020, until and they reopened on December 21, 2020. OnMay 20, 2021, the two licensed casinos have returned to Pre-COVID-19operations.Instant Games:Instant Ticket sales for the period of July 1st through September 30th for fiscalyear 2022 have increased by 6.27% compared to the same period in fiscal year2021. Weekly sales averaged 2,571,857 and total sales for this period equaled 33,801,555. Many instant ticket games offer second chance drawings andbonus prizes.Keno:For the three months ended September 30, 2021, Keno sales averaged 1,699,937 per week. Total sales for this period were 22,342,026 an increaseof 25.02% over the same period for fiscal year 2021. Keno Plus, a multiplierfeature for Keno winnings, represents 32.24% of total Keno sales for this period.New games are drawn every 4 minutes Monday through Saturday 5:00 a.m. to12:44 a.m. and Sunday 7:00 a.m. to 12:44 a.m. Keno is available at all LotteryRetailers, with most Keno Retailers equipped with a monitor that displays a newgame every 4 minutes. Players can also watch games with Keno On the Go orcheck tickets using the Lottery mobile app. For an additional chance to win,Keno Overtime offers players an extra chance of winning higher prizes up to 500,000. At the end of each Keno draw, the remaining 60 numbers will startto disappear from the screen until just 10 numbers remain. Keno Overtimerepresents 5.15% of total Keno sales for this period.1

Daily Numbers Game:Sales for the Numbers Game for this period of fiscal year 2022 averaged 450,914 per week. Total sales for the period were 5,926,303 a decrease of2.78% over fiscal year 2021. Players can wager on 2, 3, or 4 digits. Wagers on3 and 4 digits can be played in exact or any order. Players can select their ownnumbers or utilize the computer “quick pick.” The Daily Numbers drawing isheld twice a day, a midday draw and an evening draw. Midday drawings takeplace daily at 1:30 p.m. and are not televised but can be viewed on the RhodeIsland Lottery website. Televised evening drawings are shown nightly at 7:29p.m. When playing the Daily Numbers game, players have the opportunity toparticipate in the Instant Match game which gives the player an immediatechance to win up to 500, with no dependence on the player’s outcome on theDaily Numbers drawing. Instant Match sales equal 1.57% of Daily Number drawsales for the period of July 1st through September 30th.Bingo:Bingo, a monitor game offering, began October 14, 2012. The game is played ona traditional Bingo style board, where players must make 1 of 8 patterns to wina prize. Drawings are held every eight minutes, and players can watch thedrawings on a monitor if available at the retailer location or online. Sales forBingo for the three months ended September 30th averaged 28,993 per weekand totaled 381,048 an increase of 30.13% over the same period for fiscal year2021.PowerBall :PowerBall is a Multi-State Lottery Association game offered in forty-five states(including Rhode Island), plus the District of Columbia, Puerto Rico, and U.S.Virgin Islands. For 2, players select “5 out of 69” numbers and a PowerBall “1out of 26.” Players can select their own numbers or utilize a computer “quickpick.” On August 23, 2021, the PowerBall game added a Monday night draw asaddition to the two (2) drawings per week. Televised drawings are shown onMonday, Wednesday and Saturday at 10:59 p.m. For an additional 1, playerscan choose the PowerPlay option to increase their non-jackpot prizes.PowerBall sales through September 30, 2021 averaged 532,880 per week.Total sales for this period were 7,003,571, an increase of 75.37% compared tosales for fiscal year 2021. In April 2020, due to the global COVID-19 pandemic,guaranteed starting jackpots and minimum jackpot increases were eliminated.Following the April 8, 2020 drawing, jackpots (annuities) will be based on gamesales with no minimum fixed amount.2

Mega Millions :MUSL participates as a member (or party) lottery of the Mega Millions ProductGroup (a group of lotteries participating under an agreement between the MegaMillions lotteries and MUSL to offer the Mega Millions game within their Statejurisdictions). Mega Millions is offered in forty-five states, plus the District ofColumbia, and the U.S. Virgin Islands. The Rhode Island Lottery participates asa member of MUSL, in the sale of tickets, payment of prizes, and associatedactivities related to the Mega Millions lottery game. Players select “5 out of 70”numbers and a Mega Ball “1 out of 25.” Players can select their own numbersor utilize a computer “quick pick.” Drawings are held on Tuesday and Friday at11:00 p.m. Megaplier , which is a multiplier option for Mega Millions winnings,allows players who choose this option on their Mega Millions ticket to have thechance to increase their winnings by up to 5 times. The multiplier does not applyto a jackpot win. Mega Millions sales for the period of July 1st throughSeptember 30th averaged 253,458 per week. Total sales for this period were 3,331,163. Sales for this period increased 45.53% compared to the same periodfor fiscal year 2021. In April 2020, due to the global COVID-19 pandemic,guaranteed starting jackpots and minimum jackpot increases were eliminated.Following the April 3, 2020 drawing, jackpots (annuities) will be based on gamesales with no minimum fixed amount.Lucky for Life :Lucky for Life is offered in twenty-six lotteries through the lottery’s participationin the Multi-State Lottery Association. Players select "5 out of 48" numbers anda Lucky ball "1 out of 18" and have a chance to win 1,000 a day for life as wellas a second chance prize to win 25,000 a year for life. On July 19, 2021, Luckyfor Life changed from two (2) drawings per week to a daily drawing. Sales forthe period of July 1st through September 30th were 2,043,979, averaging 155,520 per week. Sales for this period increased 74.33% compared to thesame period for fiscal year 2021. Drawings are nightly at 10:30 p.m. and can beviewed on LuckyForLife.us.3

Wild Money:Wild Money is a traditional on-line game with a starting jackpot of 20,000 thatcontinues to grow until a player matches 5 numbers selected out of a field of 38.Televised drawings are shown nightly at 7:29 p.m. On July 12, 2020, Wild Moneychanged from three (3) drawings per week to a daily drawing. For the threemonths ended September 30th for fiscal year 2022, Wild Money sales averaged 125,666 per week. Total sales for this period were 1,651,616, a decrease of26.18% compared to the same period for fiscal year 2021. Similar to PowerBall and Mega Millions , sales are jackpot driven.iLotteryiLottery games are Rhode Island Lottery games that can be played online usinga computer, smartphone, or other mobile device. iLottery launched at the endof April 2020 and iLottery offerings currently include eInstant games and onlineKeno. In the future, there are plans to increase the iLottery offerings to includemany other Lottery draw games. For the three months ended September 30,2021, eInstant sales averaged 90,999 per week. Total sales for this period were 1,195,993, an increase of 49.14% compared to the same period for fiscal year2021. Online Keno sales averaged 69,277 per week for the same period, withtotal sales of 910,499 through September 30, 2021, an increase of 9.30%compared to the same period for fiscal year 2021.Video Lottery:Due to the COVID-19 global pandemic, the two State licensed casinos (Twin RiverCasino Hotel and Tiverton Casino Hotel) were closed on March 14, 2020, therebysuspending all video lottery gaming until June 8, 2020, when the casinos werereopened, at a limited capacity, per State guidelines. On November 29, 2020,the State closed the casinos for a pause, once more suspending all videooperations until they reopened on December 21, 2020. Effective May 20, 2021,the two licensed casinos have returned to Pre-COVID-19 operations. Videolottery games are generally operated through 5,067 video lottery terminals(VLTs). Per State guidelines, on May 20, 2021, all VLTs were made available.Average net terminal income per VLT per day for September 30, 2021 was 257.Net terminal income for this period averaged 9,339,133 per week and totaled 122,742,894, an increase of 53.24.% over fiscal year 2021. Net terminal incomeby facility for this period totaled 93,432,465 for Twin River Casino Hotel and 29,310,429 for Tiverton Casino Hotel.4

Table Games:Due to the COVID-19 global pandemic, the two State licensed casinos (Twin RiverCasino Hotel and Tiverton Casino Hotel) were closed on March 14, 2020, therebysuspending all table game operations until June 30, 2020, when the casinoswere reopened, at a limited capacity, per State guidelines. On November 29,2020, the State closed the casinos for a pause, once more suspending all tablegame operations until they reopened on December 21, 2020, with limitedcapacity and limited hours, per State guidelines. Effective May 20, 2021, perState guidelines, the two licensed casinos have returned to Pre-COVID-19operations. As of September 30, 2021, Twin River offered 91 traditional tablesand 36 stadium gaming (hybrid) tables while poker is currently not offered.Tiverton has 32 traditional tables and 18 stadium gaming (hybrid) tables. As ofSeptember 30, 2021, cumulative table game win averaged 2,251,530 per weekand totaled 29,591,538. Of that table game win total, Twin River generated 23,308,198 and Tiverton Casino Hotel generated 6,283,340. The State of RI's15.5% share was 4,586,689 before operating and administrative expenses.Table Games Win for this period increased 92.26% over the same period for fiscalyear 2021.Sports Book:Due to the COVID-19 global pandemic, beginning on March 11, 2020, majorsporting events were cancelled or postponed. Also on March 14, 2020, the retailon-premise Sports Books at both Twin River Casino Hotel and Tiverton CasinoHotel were closed. Beginning on June 8, 2020, the casinos began a phasedopening under State and Health Department guidelines. The two casinosreopened the retail on-premise Sports Books on July 22, 2020. The State closedthe casinos for a pause in the retail on-premise operations on November 29, 2020and reopened on December 21, 2020. As of September 30, 2021, Sports BookRevenue, before operating and allocable expenses totaled 8,405,430. SportsBook Revenue by facility for this period totaled 2,483,194 for Twin River CasinoHotel, 1,415,207 for Tiverton Casino Hotel, and 4,507,029 for Online (Mobile).Sports Book Revenue for this period increased 103.64% over the same period forfiscal year 2021.5

FY 2022 transfers include amount for September 2021 as estimated and transferred to the general fund. Final September 2021transfer balance to be determined upon completion of September 2021 financial statements due by October 29, 2021.6

Due to the COVID-19 global pandemic, the two State licensed casinos (Twin River Casino Hotel and TivertonCasino Hotel) were closed on March 14, 2020, thereby suspending all table game operations until June 30,2020, when the casinos were reopened, at a limited capacity, per State guidelines. On November 29, 2020,the State closed the casinos for a pause, once more suspending all table game operations until they reopenedon December 21, 2020, with limited capacity and limited hours, per State guidelines. Effective May 20,2021, per State guidelines, the two licensed casinos have returned to Pre-COVID-19 operations.21

Due to the COVID-19 global pandemic, beginning on March 11, 2020, major sporting events were cancelled orpostponed. Also on March 14, 2020, the retail on-premise Sports Books at both Twin River Casino Hotel andTiverton Casino Hotel were closed. Beginning on June 8, 2020, the casinos began a phased opening underState and Health Department guidelines. The two casinos reopened the retail on-premise Sports Books on July22, 2020. The State closed the casinos for a pause in the retail on-premise operations on November 29, 2020and reopened on December 21, 2020.24
