Cost StatementThe following Justification Books were prepared at a cost of 472,560: Aircraft (ACFT), Missile (MSLS), Weapons & Tracked CombatVehicles (WTCV), Ammunition (AMMO), Other Procurement Army (OPA) 1 - Tactical & Support Vehicles, Other Procurement Army(OPA) 2 – Communications & Electronics, Other Procurement Army (OPA) 3 & 4 - Other Support Equipment & Spares, Research,Development, Test and Evaluation (RDTE) for: Budget Activity 1, Budget Activity 2, Budget Activity 3, Budget Activity 4, Budget Activity5A, Budget Activity 5B, Budget Activity 5C, Budget Activity 6, Budget Activity 7, and Budget Activity 8.ii
PROCUREMENT OF W&TCV, ARMYAppropriation LanguageFor construction, procurement, production, and modification of weapons and tracked combat vehicles, equipment, including ordnance,spare parts, and accessories therefore; specialized equipment and training devices; expansion of public and private plants, includingthe land necessary therefore, for the foregoing purposes, and such lands and interests therein, may be acquired, and constructionprosecuted thereon prior to approval of title; and procurement and installation of equipment, appliances, and machine tools in publicand private plants; reserve plant and government and contractor-owned equipment layaway; and other expenses necessary for theforegoing purposes, 3,875,893,000 to remain available for obligation until September 30, 2024.The FY 2022 Overseas Contingency Operations accounted for in the base budget are as follows: Direct War Costs accounted for in the Base Budget: 27,340,000: Direct War costs are those combat or direct combat support coststhat will not continue to be expended once combat operations end at major contingency locations. Enduring Costs accounted for in the Base Budget: 28,224,000: Enduring Requirements are enduring in-theater and in CONUScosts that will likely remain after combat operations cease, and have previously been funded in OCO.FY 2021 includes Division C, Title IX and Division J, Title IV of the Consolidated Appropriations Act, 2021 (P.L. 116-260).FY 2020 includes Division A, Title IX and X of the Consolidated Appropriations Act, 2020 (P.L. 116-93), Division F, Title IV and V fromthe Further Consolidated Appropriations Act, 2020 (P.L. 116-94) and the Coronavirus Aid, Relief, and Economic Security Act (P.L. 116136).iii
