SLAC Construction Safety Requirements Manual27 ENVIRONMENTAL REQUIREMENTS . 86APPENDIX: SAFETY & HEALTH DATA REQUIREMENTS(S&H Forms, Plans, Permits and other Data Requirements)PART I: INTRODUCTION1 INTRODUCTIONThe Construction Safety Requirements Manual (hereafter referred to as “this Manual”) has beendeveloped to define the minimum safety and health requirements for Prime Subcontractors andtheir sub-tier subcontractors performing construction activities at the SLAC National AcceleratorLaboratory (SLAC).1.1BackgroundIt is SLAC policy that all subcontractors shall provide a safe and healthful workplace for theirpersonnel as well as SLAC and other affected personnel. The purpose of this document is toassist subcontractors in understanding and implementing the applicable regulatory requirementsand SLAC-specific safety requirements. The requirements found in this document will assistsubcontractors in complying with 10 CFR 851 and meeting the requirements of SLAC’s WorkerSafety and Health Program (WSHP). Notwithstanding the foregoing and notwithstandingany oversight or direction SLAC may provide, subcontractors, their sub-tiersubcontractors, and their agents remain responsible for safely accomplishing thestatement of work, and for complying with all applicable laws and regulations.SLAC’s goal is ZERO INCIDENTS. The Prime Subcontractor and each sub-tier subcontractor’sline management are expected to promote and model this concept and develop, implement, andenforce a safety and health program that will result in a safe work environment. Safety is not tobe compromised for production and shall be considered an integral part of the work planningprocess.1.2ScopeThe requirements of this Manual apply to all Prime Subcontractors and sub-tier sub-contractors(collectively referred to as “subcontractor” throughout this document) performing constructionactivities on the SLAC Site. Specific responsibilities of Prime Subcontractors are delineated assuch. As stated in Division 01, this Manual is hereby incorporated by reference into the FirstTier Subcontract, having an order of precedence equal to that of Division 01. PrimeSubcontractors are obligated to flow down the requirements to their sub-tier subcontractors.IntroductionPage 10 of 94

Similarly, not all Safety and Health (S&H)subject matter is covered in this Manual. Each subcontractor is responsible for ensuringcompliance with all applicable requirements that govern their work at SLAC including anyconsensus standards incorporated therein by reference. If the manual does not containinformation relative to a particular safety and health topic, the subcontractor shall ensure thatthe governing regulatory provisions or national consensus standards, as applicable, areimplemented.
