SCHOLARSHIP GUIDE 2013Message from the Police CommissionerDear Members of the Service:This Department has always recognized the value of education for both civilian and uniformed membersof the service. In order to meet the challenges of policing this City, we must regard education as aprocess that continues throughout our careers.This guide provides valuable information regarding the educational opportunities available through thisDepartment, as well as scholarships offered by the City of New York and other organizations. As youread through this guide, you will see that a wide variety of programs are available. These programs willenable you to enhance your career and gain insight through higher education.I strongly encourage all members of the service to take advantage of these programs. I also want to assureeveryone in the Department that all applicants are treated equally in the awarding of these scholarships.Despite what you may have heard through the grapevine, these scholarships are awarded exclusivelyon the basis of merit: on objective measures of academic performance and on assessment of candidates’past and anticipated contributions to the Department. In other words, we award scholarships only onthe basis of what you know; what you have done; and what you are likely to do with the opportunity forwhich you are applying.Read these scholarship announcements carefully and, if one or more fits your needs, go for it.Good Luck!Raymond W. SCHOLARSHIP GUIDE 2013Training Bureau Educational Resource CenterThe Training Bureau’s Educational Resource Centeris an example of the Police Commissioner’scommitment to providing ongoing educationalopportunities to members of this Department. It offersinternet access for research, a growing number oflibrary holdings, transcripts, and information aboutscholarship opportunities. The Scholarship Unit isavailable to provide educational counsel as well asuseful information for continued educational success.The Educational Resource Center promotesprofessional development by providingopportunities that will enhance abilities and skills ina way that is consistent with a changing complexpolice environment.Currently, sixty-four college credits are required forpromotion to Sergeant. Ninety-six credits are requiredfor promotion to Lieutenant, and a baccalaureatedegree is needed for promotion to Captain. It isimportant to remember that these are minimalrequirements. Many supervisors enhance their careerpotential by pursuing advanced degrees. There arepositions available within the Department that requirespecific academic credentials, which may be earnedthrough Department scholarships.Whether it is a matter of enhancing your career potentialwithin a specific title, or earning a degree that will leadto promotion or change in title, returning to school is astep worth taking. In addition to opportunities offeredby the Department, the City, employee unions,religious, fraternal and ethnic organizations also offermany educational opportunities.If you are a Police Administrative Aide enrolled in adegree program or a Lieutenant unraveling themysteries of computers in a certificate program, acontinued education provides an opportunity toenhance your career. All too often many see the lackof time as a prohibitive factor. We offer non-traditionalprograms that allow members the flexibility to worktoward a degree at their own pace.The Scholarship Unit is continuously searching foreducational opportunities. They maintain a wealth ofinformation for pursuing educational advancementand are readily available to any member of the service.They are eager to assist in the process and everyone isstrongly urged to take advantage of this benefit.Pursuing an education may also provide anopportunity to explore other career options in additionto the law enforcement field. Many of our membershave pursued careers as doctors, lawyers, nurses,teachers, university professors, writers, and variousother professions. This information applies to civilianmembers of the service as well.5

NEW YORK CITY POLICE DEPARTMENTHow Do I Convert My Police Academy Training Into College Credits?If you are currently attending college, have yourPolice Academy (PA) transcript forwarded to yourschool to be listed on the school’s official transcript.Unless you are currently enrolled, most schools willnot list your PA earned credits on their transcript.There are schools which provide a service called'credit banking' that lists on an official transcript,educational credits you earned from various sources,e.g., FEMA, Corrections, Police Academy, andaccredited professional training (see list next page).Members of the Service are advised to refer toOperations Order 13-2008 for further informationand to keep their Online Education Profiles updatedto avoid unnecessary delays in the future.Military transcripts are accepted by the Department’sEducational Tracking Unit (ETU) directly fromofficial military branch personnel departmentsonly, not the MOS’ military unit. Credit bankingmilitary credits is unnecessary. The ETU acceptsmultiple transcripts from the various accreditedschools attended.Contact the Training Records Unit to have your PAtraining records placed on an official PA transcript,and forward it to the school of your choice or to thecredit banking service you select. The followingpage provides a detailed explanation of how tomaster the process. If you have difficulties withthe application process, the Scholarship Unit staffwill be happy to assist.Undergraduate ProgramsEnrolling in a program of any type involves a processin which you are expected to complete a detailedapplication form and, in many instances, requiresthat you provide transcripts from schools previouslyattended. Once you have completed the application,you will need to report the number of credits that youreceived from other colleges, as a result of yourPolice Academy Recruit Training or In-ServiceTraining to the school you are applying to.The best advice for completing a college or universityapplication is to have the institution’s academicadvisor review the application to ensure its accuracy.Additionally, most colleges require that you submitletters of recommendations from either formerteachers or current employers. It is important thatyou make note of application deadlines, especially ifyou intend to apply for financial aid, which willrequire an additional set of applications.The Training Records Unit will assist you in obtainingrecruit school credits and in-service course credits bysending you a Transcript Request Application. TheTranscript Request Application requires specificinformation such as appointment date, year of recruit8school attendance, as well as the company number.In order for a college or university to accept recruitschool credits, an official transcript generated by theTraining Records Unit must be sent directly to theacademic institution in which the member is currentlyenrolled. The institution will determine how manycredits they will accept; credits are not automaticallygranted for completed NYPD training programs.This is another process that takes time. It isrecommended that all individuals requesting recruitcredits and/or credits for specific in-service coursesand any other accredited courses taken in theDepartment call the Training Records Unit, locatedat the Police Academy, Room 833 for an application.The Training Records Unit can be reached at212-477-9750.Other sources of credit may be achieved throughlife experience, which for some institutions (i.e.,Empire State, Excelsior College) may translate intocollege credits.

SCHOLARSHIP GUIDE 2013Preparing For The Application ProcessGraduate ProgramsFor those applying to graduate school, the process isvery much the same as applying to undergraduateprograms. In addition to application forms,transcripts, and recommendations, many graduateschools also require standardized test scores.Programs in the humanities generally requireapplicants to have taken the Graduate RecordExamination (GRE), and law schools require theLaw School Aptitude Test (LSAT), (see AppendixB). Most schools offering graduate-level scholarshipsto this Department require these scores.Generally, students who have taken the GRE and/orLSAT exams during the past five years are not askedto take the test again. If test scores are more thanfive years old, or if the test has not been taken, thestudent/applicant will have to arrange for testing.Each school will set its own deadline for obtainingscores. The Scholarship Unit may have applicationforms for many of these examinations or theapplications may be obtained directly from thetesting service.If time or money is an issue, workbooks with sampletests and practice questions are available inbookstores. If you have access to the internet, thereare several relatively inexpensive tutorial programsavailable on-line. Regardless of the method, takingthe time to prepare will increase the probability ofdoing well. Above sources are cited in Appendix B.Continuing Education ProgramsThe application process for continuing educationprograms is generally easier. Since there are nodegrees involved and the studies are less formal,students simply sign up for courses. Some of themore difficult certificate programs may require aformal application process, but even these are lesstime-consuming than traditional, degree-grantingprograms. Registration is also a much faster process;often students can register for courses a few weeks,or days before classes begin.Tests such as the GRE and LSAT are made up ofpages containing vocabulary tests, readingco
