A-2. Authorization of Tuition for 2020-21The following RESOLUTION for the 2020-21 academic year reflects no tuition increases due to theCOVID-19 pandemic. The only exception is for new degree programs that will begin in Fall 2020.Resident undergraduate tuition rates for 2020-21 will only apply to the cohort of students thatenroll in the fall of 2020.RESOLUTION AUTHORIZING TUITIONWHEREAS, G.S. 116-143 requires that the Board of Governors of the University of North CarolinaSystem shall fix the tuition and fees, not inconsistent with the actions of the General Assembly,at the UNC System constituent institutions.NOW, THEREFORE, BE IT RESOLVED, that, effective with the Fall Term of 2020, the constituentinstitutions are authorized to charge and collect the following tuition rates.Page 1 of 12

I. 2020-21 Tuition RatesIn accordance with legislative and UNC System Office guidelines, institutions submitted tuitionand fee proposals for 2020-21. Due to the COVID-19 pandemic, no tuition increases arerecommended. The tuition amounts for all current programs will remain unchanged from the2019-20 academic year and are shown on pages 4 through 10. Five institutions are requestingto establish rates for new degree programs as shown below:A. New Professional School ProgramsAppalachian State UniversityMS in Athletic Training – new established rates – 6,839, residents/ 20,271, nonresidentsAppalachian State University is requesting to establish tuition rates as shown above for the new Masterof Science in Athletic Training program approved by the Board of Governors in November 2017. Thetuition differential above the graduate base rate is 2,000 for the MS in Athletic Training. This differentialis comparable to other new MSAT programs within the UNC System. The tuition revenue would coveraccreditation and association fees, as well as comprehensive program review fees for CAATE (the ATnational accreditation board), clinical education site maintenance, program management software totrack student hours, preceptors, and clinical site information, personnel costs to extend two nine-monthfaculty to 12 months, and support for student scholarships and graduate assistantships.North Carolina A & T State UniversityMBA Executive Program with AT&T – new established rates – 7,745, residents/ 12,250, nonresidentsMSIT Executive Program with AT&T – new established rates – 4,745, residents/ 10,000, nonresidentsMSTM Executive Program with AT&T – new established rates – 4,745, residents/ 10,000,nonresidentsN.C. A&T requests to establish tuition rates as shown above for the Master of Business Administration,the MS in Information Technology, and the MS in Technology Management online programs for AT&Temployees. For the MBA program, the tuition differential above the resident graduate base rate is 3,000and the proposed rate is the same as the regular MBA rate. The proposed rates for the MSIT and theMSTM programs are the same as NCA&T’s regular graduate rate. The revenue generated would coverpersonnel, travel, marketing, and services/supplies.UNC CharlotteCollege of Liberal Arts & Sciences – new established rates - 7,037, residents/ 20,471, nonresidentsGraduate Certificate in Biomedical SciencesGraduate Certificate in BiotechnologyUNC Charlotte is requesting to establish tuition rates as shown above for the new Graduate Certificatesin Biomedical Sciences and Biotechnology. The tuition differential above the graduate base rate is 2,700. The proposed rate is the same as the existing certificate programs for BioinformaticsApplications and Bioinformatics Technology at UNC Charlotte. The revenue generated would coverprogram instructional support, faculty development, program staffing and operating costs, and needbased and merit-based financial aid.Page 2 of 12

UNC PembrokeMS-Athletic Training – new established rates – 5,775, residents/ 17,838.18, nonresidentsUNC Pembroke is requesting to establish tuition rates as shown above for the new Master of Science inAthletic Training program approved by the Board of Governors in November 2017. The tuition differentialabove the graduate base rate is 1,495. An analysis of MSAT programs in South Carolina, Virginia, andNorth Carolina (UNC System and private institutions) shows that the cost of UNCP’s MSAT degree is lessthan most institutions. The requested differential puts UNCP’s program in the best competitive position,both within the state and surrounding states, while providing the additional funds necessary for a qualitygraduate health care program. The tuition revenue generated would support recruitment of highlyqualified faculty, clinical supplies and equipment, and equipment maintenance costs.Western Carolina UniversityMS-Athletic Training – new established rates – 6,135, residents/ 16,542, nonresidentsWestern Carolina University is requesting to establish tuition rates as shown above for the new Masterof Science in Athletic Training program approved by the Board of Governors in November 2017. Thetuition differential above the graduate base rate is 1,700 for the MS in Athletic Training. This programis housed in the College of Health and Human Services. There are several graduate programs within thecollege that have tuition differentials ranging from 600 (Master of Social Work) to 4,800 (Doctor ofNurse Practitioner). The tuition revenue generated would support faculty and student professionaldevelopment, program software, clinical supplies and equipment, recruitment, and marketing.Page 3 of 12
