2Instructions for accessing video/telephone conference call:On March 16, 2020, in accordance with section 418.016 of the Texas Government Code,Governor Abbott has suspended various provisions of the Texas Open Meetings Act that requiregovernment officials and members of the public to be physically present at a specified meetinglocation (the “Proclamation”). In accordance with the Proclamation, the District hasimplemented procedures to allow members of the public to participate and address the Board ofDirectors during the telephone conference meeting. 3NORTHWEST HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 6Minutes of Meeting of Board of DirectorsMay 10, 2021The Board of Directors (“Board”) of Northwest Harris County Municipal UtilityDistrict No. 6 (“District”) met by videoconference/telephone conference call on May 10, 2021, inaccordance with the duly posted notice of said meeting and with the March 16, 2020 Order ofGovernor Abbott, with a quorum of Directors present, as follows:David W. Harris, PresidentEric L. Fox, Vice President & TreasurerBob Parliament, SecretaryDennis Jasek, DirectorDennis Klimek, Directorand the following absent:None.Also present were Mr. Kevin Atkinson, Mr. Tommy Snook, Mr. Patrick Minor,Mr. Damien Matherne, Ms. Vanessa Hernandez, Mr. Mark Eyring, Mr. Omar Rodriguez, Ms.Robin Goin, Mr. Robert Atkinson, Mr. Josh Maas, and Mr. Wm. Scott Smith.1.The Board opened the floor for public comment. No public comment waspresented.2.The Board reviewed the minutes of the April 12, April 19 and May 3,Board meetings and unanimously approved the minutes as presented.3.The Board addressed the contract with Clean Scapes. The Board notedthat the draft contract is still in negotiation and the final contract is expected at the next Boardmeeting. The Board unanimously approved the invoice from Clean Scapes as presented pendingfinal execution of the contract.4.Director Parliament entered the meeting.5.Mr. Kevin Atkinson addressed the Board regarding the garbage contract.The Board noted that the trash contractor has missed the recycling pickup date on severaloccasions in recent weeks. Mr. Atkinson noted that the volumes are much higher since thewinter freeze event and the garbage contractor has been having significant issues in staffing thetrucks. Mr. Atkinson stated that he is actively looking to take measures to remedy theseproblems. The Board offered any assistance it may be able to grant in order to resolve theseproblems.6.Ms. Goin presented the assessor-collector’s report indicating that 2020taxes are 97.8% collected. Upon motion duly made, seconded and unanimously carried theBoard approved the tax assessor-collector’s report and the checks drawn on the tax fund.

47.Ms. Hernandez presented the bookkeeper’s report. Upon motion dulymade, seconded and unanimously carried, the Board approved the bookkeeper’s report and thechecks listed thereon.8.The Board unanimously approved a budget for the fiscal year ending May31, 2022.9.Mr. Mark Eyring addressed the Board regarding the audit engagementcontinuation for the upcoming year. Upon motion duly made, seconded and unanimouslycarried, the Board approved the extension of the audit engagement to cover the fiscal year endingMay 31, 2021.10.Mr. Maas presented the operator’s report indicating that there were 747connections within the District and water accountability was 93% during the month. There were13.4 million gallons of water purchased and produced. The District is receiving water fromHarris County MUD No. 202 to repay the water debt incurred while the MUD 202 plant wasunder repairs. The were no unusual operating conditions in the District.11.Mr. Robert Atkinson presented the engineer’s report including PayEstimate No. 4 for materials testing at the park site. A surveyor currently is marking utilities forsurveying the Hollister wall. The Board reviewed proposals for repair of the storm drain at thewater plant. The low bidder was the Salem Group with a bid of 20,720 which the Boardunanimously approved. The Board discussed the issues regarding construction of the wall alongBourgeois Road. The Board noted that Harris County is contemplating an expansion ofBourgeois Road but has not announced any final proposals for future construction of BourgeoisRoad. However, based on the circumstances, the Board believed that the County’s expansion ofBourgeois Road would not adversely impact the wall project. Accordingly, upon motion dulymade, seconded and unanimously carried, the Board authorized the engineer to proceed withdesign of the wall along Bourgeois Road.12.With respect to the park construction, the Board discussed the ability forpedestrians to walk from the trail system to the new park. Mr. Atkinson noted that this willrequire a mid-block crosswalk to be installed by Harris County. The Board authorized makingan investigation into the requirements to install such crosswalk. With respect to parkmaintenance activities, the Board unanimously approved two irrigation repairs and reminded thecontractor that such repairs are within the 5,000 prior authorization.13.With respect to the Bourgeois wall, the Board unanimously approvedobtaining an appraisal of the easement across Sensat property.There being no further business to come before the Board, the meeting wasadjourned.Secretary294034.002 520489.v1

53Cutten Green ResidentsWall Project UpdateDear Residents,NWHC MUD 6 (District) is pleased to provide you with a positive update on this project. TheDistrict has acquired all the necessary easements with the exception of one on Bourgeois Rd.The District expects to resolve this easement without further delays to the project.The Wall project will be completed in four phases:Phase One--The District’s engineering firm (EHRA) will gather the necessary data todevelop the bid package. During phase one, it may be necessary for arepresentative of EHRA to access the back yards of residents whose property abutsHollister, Bourgeois, and the east side of the new park to collect the necessary data.Phase One will take approximately three months to complete. Initiated May 11.Phase Two--Preparation of the construction plans by EHRA, and submission to thecounty for approval. This phase will take approximately five months to complete.Phase Three--Once EHRA receives the county’s approval, the plans will go out forconstruction bids. The bid process, awarding of the contract, and contractormobilization will take approximately four months.Phase Four--Will be initiation of the wall construction. Prior to the start ofconstruction, affected residents will receive a detailed construction timeline. Phasefour will include, among other things, removal of the existing wood fencing alongHollister, Bourgeois, and the east side of our new park, which is currently underconstruction. The existing fencing will be taken down and the new wall built insections to minimize the amount of time residents are without a permanent barrier atthe rear of their respective properties.
