We will hear more from Allen in ournext issue of the Newsletter.New Governor, Legislature prepare for SessionWith a new governor and a legislative season getting underway soon in Tallahassee, NAMIBroward will anxiously be watching and weighing in on mental health legislation in the comingweeks. The 2019 session of the Florida Legislature starts March 5, but committee meetingshave already started and bills regarding mental health are being filed.One bill filed by our local lawmaker Sen. Lauren Book (D-Plantation) would require publicschools to have panic buttons linked to law enforcement agencies that are first responders.According to Senate Bill 174, the panic buttons would be used for a non-fire evacuation,lockdown or active shooter situation.The bill would be named “Alyssa’s Law,” after Alyssa Alhadeff, a 14-year-old student who wasone of the 17 people killed during the attack at the high school.Congratulations to Sen. Book for her new appointment as chair of the Senate Children,Families, and Elder Affairs Committee, which oversees mental health policy bills.We look forward to seeing what Gov. Rick DeSantis, who took office, will do for mental health.On Jan. 2, the Marjory Stoneman Douglas High School Public Safety Commission issued anearly 500-page report on the tragedy there, along with a handful of recommendations formental health in schools. January 2019 – February 2019To all NAMI Broward Members:How to Make New Housing & Hospitals Available for Mentally IllGreat news:The federal government just made it easier for your state to expandhousing and hospitalization options for the seriously mentally ill. Wehave to act fast. The federal government just made it easier for yournew policy allows states to use Medicaid money to pay for somehospitalization and housing previously prohibited.However, in order to use Medicaid to expand housing and hospitalsin your state, the state Medicaid Director has to apply for a waiver.We urge you to send letters to our Florida Medicaid Directorrequesting that she apply for the waiver. Please include a briefpersonal story, especially if you have experienced not being able toget a residential treatment bed for your loved one or for yourself.Your letter can look something like this:To: Mary Mayhew, Deputy Secretary for Florida MedicaidFrom: Insert your complete name, address, phone, and email DateSubject: Please Apply for Waiver to use Medicaid funds for IMDsAs the mother/father/brother, etc. of someone with seriousmental illness, I am writing to urge you to apply for a Medicaidwaiver that would entitle our state to use Medicaid funds for housingand hospitalization for persons with serious mental illness. HHS Sec.Azar announced the availability of waivers to Medicaid’s Institutesfor Mental Disease (IMD) Exclusion on November 13 and the Centersfor Medicaid and Medicare Services (CMS) published formal guidancein letter SMD # 18-011 that is availableat wnloads/smd18011.pdfBy accessing federal Medicaid funds, our state can lower the statecost of hospitalization and ensure that more seriously mentally illwho need access to hospitalization and housing receive it.
