Construction Environment Management Plan1.MANAGEMENT PLANIntroductionAustralia Pacific Liquefied Natural Gas (Australia Pacific LNG) is a joint venture between Origin Energy,ConocoPhillips and Sinopec which proposes to develop a world scale, long-term coal seam gas (CSG) toLNG project in Queensland. The entire Project has a 30 year completion timeframe, which includes thefollowing objectives: The progressive development of the Walloons gas fields in the Surat Basin in south centralQueensland with up to 10,000 CSG wells; Construction and operation of a main gas transmission pipeline (approximately 450km) to connectthe Walloons gas fields with the LNG facility near Laird Point; and Construction and operation of an LNG facility near Laird Point on Curtis Island near Gladstone forproduction and export of approximately 18Mtpa of LNG.1.1.PurposeThis CEMP has been prepared to outline the minimum environmental management requirements that mustbe met or exceeded during construction and applies to Australia Pacific LNG project activities associatedwith development of the gas fields including gas field facilities and the gathering network for the durationof the Project.2.Terms & Abbreviations2.1.AbbreviationsTable 1: AbbreviationsAbbreviationDescriptionARIAverage Recurrence IntervalASAustralian StandardASSAcid Sulfate SoilsCEMPConstruction Environmental Management PlanCLRContaminated Land RegisterCSGCoal Seam GasdBDecibelsdBAA weighted decibelsDAFFDepartment of Agriculture Forestry and Fisheries (Queensland)DBHDiameter at breast height – the nominal trunk diameter at 1.4m above ground leveldetermined from the circumference of the trunk divided by pi (π)EAEnvironmental AuthorityEHPDepartment of Environment and Heritage Protection (formerly DERM Department ofEnvironment and Resource Management)EISEnvironmental Impact StatementEMREnvironmental Management RegisterEPEquivalent PersonEPBCEnvironment Protection and Biodiversity Conservation Act 1999 (CTH)ESAEnvironmentally Sensitive AreaESCPErosion and Sediment Control PlanEVNTEndangered, Vulnerable and Near ThreatenedDoc Ref: Q-LNG01-15-MP-1005 Revision: 3Environment, Australia Pacific LNG UpstreamUncontrolled when printed unless issued and stamped Controlled Copy.Page 5 of 129

Construction Environment Management Plan2.2.MANAGEMENT PLANDefinitionsTable 2: DefinitionsAbbreviationDescriptionApprovedMeans approved in writing by the Australia Pacific LNG Environmental RepresentativeAssociated waterAssociated water, also called CSG water, means underground water taken or interferedwith, if the taking or interference happens during the course of, or results from, thecarrying out of another authorised activity under a petroleum authority, such as apetroleum well, and includes waters also known as produced formation water. The termincludes all contaminants suspended or dissolved within the water.ClearingMeans: in relation to grass, scrub or bush – the removal of vegetation by disturbing rootsystems and exposing underlying soil (including burning), but does not include – theflattening or compactions of vegetation by vehicles if the vegetation remains living, theslashing or mowing of vegetation to facilitate access tracks, the clearing of weeds, ordestroying standing vegetation by stock, and in relation to trees – cutting down, ringbarking, pushing over, poisoning or destroying in any way, but does not include lopping a tree.CSG waterCoal Seam Gas Water, also called associated water, means groundwater that is necessarilyor unavoidably brought to the surface in the process of coal seam gas exploration orproduction. Coal seam gas water typically contains significant concentrations of salts, has ahigh sodium adsorption ratio and may contain other contaminants that have the potential tocause environmental harm if released to land or waters through inappropriate management.Coal seam gas water is a waste as defined under section 13 of the Environmental ProtectionAct 1994 (QLD).EnvironmentalIncidentAny occurrence that has resulted in or has the potential to result in adverse consequencesto the environment, including air, water, land, natural resources, flora, fauna, habitats, ecosystems and/or biodiversity.Essential petroleumactivitiesMeans activities that are essential to bringing the resource to the surface and are only thefollowing: low impact petroleum activities geophysical, geotechnical, geological, topographic and cadastral surveys (includingseismic, sample /test / geotechnical pits, core holes) single well sites not exceeding 1 hectare disturbance and multi-well sites notexceeding 1.5 hectare disturbance well sites with monitoring equipment (including monitoring bores):- for si
