DEFENSEAUTHORIZATION ACTSection 1003 of the FY2009 DefenseAuthorization Act requires DoD to reportwithin 270 days on actions taken toimplement the recommendations of GAOReport GAO-08-333. The recommendationsinclude a requirement to establish propertytraceability requirements for the GovernmentPurchase Card (GPC) Program.

PURPOSE OF TRAINING Increase awareness on the requirement to properlyrecord accountable property when the GPC is usedto purchase property. The requirement to record GFP when the GPC isused as a method of payment on contracts and/ordelivery orders with GFP. To mitigate accountable property issues thatregularly appear in GPC audit findings. Introduction to WAWF as a secure, global, 24/7accessible, centralized web-based system torecord GP and GFP.

WHAT ISGOVERNMENT PROPERTY? “Government Property (GP)” means all propertyowned by the Government. This includes propertypurchased with the GPC. “Government Furnished Property (GFP)” meansproperty in the possession of, or directly acquired by,the Government and subsequently furnished to thecontractor for performance of a contract or deliveryorder.
Tracking GPC PurchasedAccountable PropertyThe GPC CCH is responsible to: Clearly identify property on receipts, invoices andcardholder logs. Provide the PBHRH with a list of accountableproperty to record in WAWF. Provide the PBHRH with the WAWF registration andtraining website. Retain in the GPC files:– A copy of the listed accountable property reported to thePBHRH– A copy of the notification to the PBHRH with WAWFregistration/training info to record the GP in WAWF.
Government – FurnishedProperty (GFP)When the GPC is used as a method of payment againstcontracts and/or delivery orders with GFP then thecardholder is responsible to:–Notify the appropriate PBHRH to record the property inWAWF for receipt by the contractor in WAWF.–Provide the PBHRH and the contractor with the WAWFweb-site for registration and training.–Retain documentation in the GPC files to supportnotification to the PBHRH and the contractor regardingthe requirement to record/receipt GFP in WAWF.
WIDE AREAWORKFLOW (WAWF)WAWF is: SecureGlobalAccessible 24/7Centralized web-based system to record GP andGFP. Provides electronic method to transfer GFP fromone contractor to another contractor, whenrequired.

APPROVING/BILLINGOFFICIAL (A/BO)Approving/Billing Officials (A/BO) is responsible to verify: The GPC files contains a clear audit trail of all purchasedaccountable GP. A copy of the list of accountable property book items provided tothe PBHRH is in the GPC files, along with notification to the PBHRHto register/train in WAWF to record the property in WAWF. When the GPC is used as a method of payment againstcontracts/delivery orders with GFP, the A/BO will ensure the GPCfile contains documentation that the PBHRH and the contractorhave been provided information to register/train in WAWF torecord/receipt GFP in WAWF.

Did I purchaseaccountableproperty with theGPC?The Department of Defense (DoD) Charge CardGuidebook for Establishing and ManagingPurchase, Travel and Fuel Card Programs states,“Items acquired with the GPC with a unit cost of 5,000 or greater are considered accountableproperty (in accordance with the provisions ofDoDI 5000.64). Ensure such items areindependently received and accepted by separateDoD officials and that these items are properlyrecorded in DoD property book systems. Thisincludes pilferable property, as defined in the citedDoDI, regardless of unit acquisition cost.”
GPC CCHs and A/BOs should check their local GPCStandard Operational Procedures (SOP) for any localproperty book requirements.
