Executive SummaryThis document describes the Federal Fiscal Year (FFY) 2021 State Planning and Research WorkProgram for the Oklahoma Department of Transportation (ODOT). This program is prepared andsubmitted according to provisions of Title 23, United States Code, regulated under 23 CFR Part420. Part 1 of the work program describes the Strategic Asset and Performance ManagementDivision (SAPM) and Part 2, the Office of Research and Implementation activities, as well as,national pooled fund studies. The work program is developed and updated annually in cooperationwith the Federal Highway Administration.SAPM activities to be conducted in FFY 2021 include data collection, data analysis, data reporting,and planning coordination. New data collection activities include ramp counts and classificationas well as the continuing implementation of radar technology to collect mainline traffic counts andclassifications. This technology is projected to more cost effective as well as provide for muchimproved safety for ODOT personnel. New planning coordination activities include the creationof a travel demand model to assist decision makers in transportation planning decisions and thedevelopment of an updated Long Range Transportation Plan. Funding for Part 1 of the work plan isapproximately 9.7 million in FFY 2021.Research activities for FFY 2021 will include three new projects and twelve continuing projects.Some of the focus areas for current research projects include: design/construction/ maintenance ofinfrastructure and safety. ODOT is participating in fifteen national pooled fund projects, two ofwhich Oklahoma acts as the lead state. Funding for the research program totals approximately 5.1 million in FFY 2021.The detailed projects for each section are listed by item number and include a description of thepurpose and scope of the project, the accomplishments during the current federal fiscal year (FFY2020) and the proposed activities for the upcoming fiscal year (FFY 2021). In addition, theFinancial Section shows the amount programmed for the FFY 2020 in the last work program, anestimate of the total funds that will be expended by the end of FFY 2020, and the projected costs forthe upcoming fiscal year (FFY 2021).

In addition, ODOT has continued its support for the Local Technical AssistancePrograms (LTAP) administered by the Center for Local Government Technology (CLGT) atOklahoma State University. We note that the FY 2021 SPR – Part 1 budget represents a slightdecrease in a number of categories due to a reduction in funding for national program prioritiessuch as Transportation Asset Management (TAM), Transportation Performance MeasurementCoordination, and a reduction in funding following the successful purchase and installation of 150Automatic Vehicle Counters and related data collection activities.We thank ODOT’s Strategic Asset and Performance Management (SAPM) Division staff forpreparing this FY 2021 SPR Work Program and budget and for assisting our (FHWA-OKDivision) staff to understand all the elements associated with the Planning and Research sectionsof the Work Program.We look forward to our review of the Annual Performance and Expenditure Report (APER)summarizing FY 2021 SPR Work Program activities by the December 31, 2020 deadline.
