Appendix I: Additional Information by Analysis DistrictAshevilleIn the three-county Asheville analysis district, there are four transit providers. Of these, three agencies operate a fixed route system:Asheville Redefines Transit (ART), Apple Country Public Transit, and Mountain Mobility (Buncombe County). Overall, ART providedthe most fixed route passenger trips in 2015, with nearly 1.5 million passenger trips served. Transfer points between the systemsallow for travel between the fixed route systems in rural Buncombe County and Henderson County into the City of Asheville, and viceversa.These fixed route services are complemented by federally-mandated complimentary paratransit service within a ¾ mile zone aroundfixed route services in Buncombe and Henderson counties, as well as by additional services for eligible residents of these counties.For example, Haywood Public Transit provides connections to the Mountain Mobility Enka-Candler Trailblazer route and demandresponse service for medical appointments in Sylva (Jackson County). However, both Haywood Public Transit and Apple CountryPublic Transit report that Asheville is the primary destination for any out-of-county travel. CharlotteThe twelve providers in the Charlotte analysis district operate a range of transit options. Charlotte Area Transit System (CATS)provides fixed-route bus, express bus, vanpool, paratransit, and light rail to Charlotte and neighboring areas. The cities of Gastonia,Salisbury, Concord, and Kannapolis provide fixed-route bus service within their cities, and provide connections to CATS and Amtrak.Mecklenburg Transportation System (MTS) provides demand response taxi service, which connects residents to the closest CATSbus stop. In 2015, MTS provided almost 270,000 trips via demand response taxi, or 1.67 trips per capita. This service may bereplicable in other analysis districts for counties that are near urban centers.Seven providers in the Charlotte analysis district provide demand response service that does not act as paratransit for a fixed-routesystem. In 2015, these seven systems provided on average 0.51 trips per capita. Eastern NorthernThe providers in the Eastern-Northern analysis district exclusively provide demand response transit service. Two providers,Choanoke Public Transportation Authority (CPTA) and Inter-County Public Transportation Authority (ICPTA), provide demandresponse transit to multiple counties. For that reason, CPTA and ICPTA provided the highest number of trips in the Eastern-Northernanalysis district in 2015, with about 92,000 and 97,000 trips, respectively. Gates County Inter-Regional Transportation System andHyde County Transit both delivered over two rides for each resident in their service area despite their smaller populations incomparison to other providers in the region (about 12,000 and 6,000, respectively).Every provider in the Eastern-Northern analysis district provides trips to Greenville, which has a veterans’ hospital, other medicalfacilities, East Carolina University, shopping, and entertainment.
