March 1, 2015PART 1OVERVIEW OF ARCHITECTURAL CONTROL COMMITTEEREVIEW and APPROVAL PROCESSIF YOU PLAN TO DO ANY EXTERIOR ALTERATIONSYou need written approval from the Architectural Control Committee (ACC) before starting anyexterior alterations to your property. Your first step should be to review the application andsupporting documents that will be required for your project. The second step, contact a memberof the ACC to briefly review your plans. Obtaining guidance from an ACC member will make theapplication process progress smoothly and without unnecessary delays.Please Note: Part 1 (Pages 3-14) describes requirements and procedures for external alterationsto your home or property, excluding landscape alterations. Part 2 (Pages15-16) describes adifferent process for Landscape and Tree Removal Approval requests and a different applicationform is required.Keep in mind, if an owner starts an exterior alteration that requires ACC approval without awritten approval, appropriate legal action may be taken by the Homeowners Association Board(HOA).APPLICATION FOR EXTERIOR ALTERATIONSThe Exterior Alteration Application is used for requesting approval to make exterior changes toyour home or property. The application can be found as an attachment to this document or it canbe downloaded from the Property Management Company Web site (see page 6 of this documentfor the Web site address).REQUIRED DOCUMENTS In addition to the Exterior Alteration Application, several documents are required whenrequesting approval to make exterior changes. Use the Table of Contents on page 2 to find theexterior change you have in mind and then refer to the page listed in order to determine whatspecific documents are required for that exterior alteration. If your project is not listed, discussthe project with an ACC member to determine what documents will be required along with yourapplication. Debris deposit check - No construction shall commence until a 500 debris deposit hasbeen posted by the unit owner with the Association. Make check payable to: Bedford atLake Catherine. The debris deposit shall be used to correct any damage to the commonareas resulting from the construction activity. Upon final ACC inspection of the completedproject, the full 500 debris deposit will be returned to the unit owner if no damage wasdone to the common areas.3

March 1, 2015SUBMITTING APPLICATION FOR APPROVAL1. The Exterior Alteration Application and required documents for your project can beemailed or hand-delivered to a member of the ACC. An ACC member will determine if thepackage is complete and ready for submission.2. Once the package is deemed complete by the ACC, the homeowner shall provide a copy ofthe package to the Property Management Company.REVIEW AND APPROVAL PROCEDURESThe review and approval process begins once the Property Management Company receives acomplete package which includes the Exterior Alteration Application, all required documents andthe 500 debris deposit check if it is required for your project.The ACC meets as needed to consider homeowner approval requests. Notice of the meeting willbe emailed from the Bedford Beacon to all homeowners and meeting signs will be posted.Homeowners are welcome to attend the ACC meetings. Applicants are encouraged to attend theACC meeting at which time their application is reviewed in order to clarify details of the projectand answer any questions.The ACC will send written notification of approval/disapproval to the homeowner within 7business days following the review meeting. This notification will be recorded on a form, ACCApproval to Proceed with Modifications, signed and dated by two ACC members. It is uponreceipt of this form that modifications can be initiated. Each month the ACC will provide the HOABoard with a written list of exterior alteration applications received and those approved ordisapproved. This report will be shared at monthly HOA Board meetings so ACC decisions becomepart of our official HOA records.Requests for any “new types” of exterior alterations not listed in the ACC Guidelines must first gobefore the Board for initial review. At an HOA Board meeting, the ACC will present the requestfor this new type of exterior alteration along with their recommendations. If the Board and ACCapprove the new exterior alteration, it will be added to the ACC Guidelines.DO NOT START ANY EXTERIOR ALTERATION PROJECT UNTIL YOU RECEIVE WRITTEN APPROVAL.DECISION APPEALSIn case of an unfavorable ACC decision, you may initiate an appeal in writing to the Board.Written appeal requests must be received by the Board not more than 30 days following the finaldecision of the ACC. The Board will have 45 days following receipt of the request for appeal torender its decision. The Board may reverse or modify the ACC decision by a majority vote ofmembers.4

March 1, 2015RETURN OF DEBRIS DEPOSIT CHECKSAfter obtaining the city’s final written approval of the project, provide a copy to the ACC. UponACC final inspection, the full 500 deposit will be returned provided the project is in complianceand completed without any damage to the common areas. If the ACC observes damages or needfor cleanup to the common areas, the deposit shall be used to cover any costs. The ACC willprovide the homeowner with a signed document, Final Inspection for Return of Debris Deposit,approving either a full or partial refund of the 500 deposit. The homeowner will send a copy ofthat document to the Management Company to initiate a refund.5

March 1, 2015ARCHITECTURAL CONTROL COMMITTEEEXTERIOR ALTERATIONS CRITERIAThe following criteria provide the basis for decisions used by the ACC in reviewing applications forexterior property improvements. The ACC shall review and evaluate all applications for alterationsbased on the individual merits of the proposed project. ACC decisions shall be based on a majority voteof the ACC.DO NOT START ANY CONSTRUCTION OR IMPROVEMENTS THAT REQUIRE ACC APPROVAL WITHOUT AWRITTEN APPROVAL FROM THE ACC.The following list of exterior alterations includes only the most common projects. If you plan anyexterior alteration to your house or yard and it is not included in the following list, contact theProperty Management Company or consult with a member of the appropriate committee, ACC orLandscape Committee, to check if approval is required. If in doubt, ask first before attempting anyexterior alteration project. See pages 3 and 4 for procedures on submitting your application withrequired documents and for obtaining your debris deposit upon completion of the project.1.ROOF REPLACEMENT FOR BEDFORD or CARLTON MODEL HOMEInstallation of a new roof requires ACC approval prior to roof contractor proceeding withreroofing contract. Concrete tiles must be the same color, style and material as theoriginal roof. Upon receipt of the City of PBG Code Enforcement final inspection, send acopy to the ACC. The ACC will determine whether or not any damage may have occurredto the common area by the construction activity. The debris deposit or balance will bereturned to the homeowner.Applicants must include the following information: Completed Exterior Alteration Application form Copy of the Roofing Contractors License and Worker’s Compensation Insurance withthe Bedford at Lake Catherine HOA listed as additional insured. Product approval by the City of Palm Beach Gardens that the methods / materials areup-to-code. Copy of Palm Beach Gardens Permit. Debris deposit check - No construction shall be commenced until returnable debrisdeposit of 500 has been posted by the unit owner with the Association. Skylights must be white and the same length andwidth as the original skylight. The hurricane-resistant dome may be clear or tinted gray.There is no restriction on intensity of tint. Preferred location is a south exposure(excluding front of house), roof-mounted array. Flush-mounted panels on side roofwill be allowed and panels installed on rear roof. Piping and electrical connections willbe located directly under the panels in order to be as inconspicuous as possible whenviewed from all angles.Applicants must include the following information: Completed Exterior Alteration Application form Copy of the Contractors License and Worker’s Compensation Insurance with theBedford at Lake Catherine HOA listed as additional insured. Product approval by the City of Palm Beach Gardens that the methods / materials areup to code. Copy of Palm Beach Gardens Permit. March 1, 20155.SOFFIT VENT COVERSThe original soffit vent covers made of plastic did not hold up very well and raccoons wereknown to eat through this type of vent cover. The ACC committee approved andrecommends installation of baked enamel aluminum vent covers as replacement for theplastic ones. Replacement vent covers can be found locally at Lowe’s and Ace Hardwareon A1A but not at the Home Depot on Northlake Blvd. Approximately 48 vents with 6screws per vent are needed for installation; total number of vents on homes may vary.o Vent covers must be baked enamel aluminum and 6” by 16” or 8” by 16” in sizeo White vent covers are standard but may, by ACC approval, match the color of housesoffitso No city Permit is neededApplications must include the following information: Completed Exterior Alteration Application form Show ACC committee member vent that will be used6.AWNINGS, CANOPIES AND OTHER SUN CONTROL DEVICESAwnings should be consistent with the design of the house to which it will be attached.Solid or striped canvas is acceptable. No freestanding screened and/or canvas structuresof any sort shall be permitted without an application. Temporary canopies erected forspecial occasions shall be permitted, but may not remain in place for more than 14 days.Reflective materials/tin foils are prohibited.Sun control devices must be compatible with the architectural character of the house interms of color and materials.Applications must include the following information: Completed Exterior Alteration Application form Copy of the Contractors License and Worker’s Compensation Insurance with theBedford at Lake Catherine HOA listed as additional insured. March 1, 2015approval and must be constructed to match the house (trim, siding or roof). Doghousesmay not exceed 16 square feet of floor space and may not exceed 4 feet in height. All petfacilities must be located behind the house.Applications must include the following information: Completed Exterior Alteration Application form Copy of the Contractors License and Worker’s Compensation Insurance with theBedford at Lake Catherine HOA listed as additional insured. Product approval by the City of Palm Beach Gardens that the methods / materials areup to code. Copy of Palm Beach Gardens Permit required except for doghouses when there is nofencing involved. Drawing, photograph or manufacturer’s product information of proposed suncontrol device, including indication of dimensions, construction details showing howthe awning is attached to the house, materials and color. Drawing on a copy of owner’s survey showing placement of pet facility anddimensions. Debris deposit check - No construction shall be commenced until returnable debrisdeposit of 500 has been posted by the unit owner with the Association. If nodamage is done to the common areas by the construction activity, the full 500 debrisdeposit will be returned to the unit owner.8.EXTERIOR LIGHTINGPorch or entry lighting fixtures: Replacement of porch or entry lighting fixtures on thefront of a home must be white and substantially match the original construction designestablished by the developer. The following standards for color and style of exteriorlighting are: Replacement lighting fixtures must be white Lighting fixture style should be consistent with the original designLandscape and Security Lighting front or rear yard: Additional exterior lighting may bedesired to improve visibility and security or added as decorative enhancement. Suchlighting added to the front or rear yard must be placed so that the light does not shineoutside the property in a manner that could disturb neighbors.Solar powered decorative lighting: Solar lighting may be added along walkways or backpatio as long as lights do not interfere with landscape maintenance. Please check withLandscape Committee.Applications for lighting in front or rear yard must include the following information: Completed Exterior Alteration Application form Copy of Palm Beach Gardens Permit ONLY if exterior lighting is not a replacementand new fixture(s) requires electrical wiring.11

March 1, 20159.EXTERIOR PAINTINGThe HOA is responsible for painting the exterior and trim of homes every 7 or 8 years, asdetermined by the Association. The Association budgets and pays for these periodicexterior paintings and the ACC manages the project. Homeowners bear expense for anytouch-up exterior painting within the time frame between Association paintings. Noapplication is required for touch-up painting, provided paint matches the most recentAssociation approved color scheme.10.FENCESACC approval is required prior to the construction of any fence. Only rear and partialside yard fences are permitted. The approved fence style and height are: 4 foot blackchain link. Gates must be compatible with fencing in design.Applications must include the following information: Copy of the Contractors License and Worker’s Compensation Insurance with theBedford at Lake Catherine HOA listed as additional insured. Product approval by the City of Palm Beach Gardens that the methods / materialsare up to code. Copy of Palm Beach Gardens Permit. Drawing on a copy of owner’s survey showing boundaries of fence. Product approval by the City of Palm Beach Gardens that the methods / materialsare up to code. Copy of Palm Beach Gardens Permit. For screened enclosures only, a drawing on a copy of owner’s survey showingplacement of screened enclosure and dimensions. Debris deposit check - No construction shall be commenced until returnable debrisdeposit of 500 has been posted by the unit owner with the Association. Makecheck payable to: Bedford at Lake Catherine. The debris deposit shall be used tocorrect any damage to the common areas resulting from the construction activity. Ifno damage is done to the common areas by the construction activity, the full 500debris deposit will be returned to the unit owner.Note: Rescreening of front porch or patio enclosures does not require obtaining writtenapproval from the ACC.13.EXTERIOR DECORATIONS, FOUNTAINS AND SCULPTURESFountains, sculptures and some exterior decorations may be allowed with writtenapproval from the ACC. The design, materials, and color of any exterior decorationsmust blend in with the architectural style of your house.Applications must include the following information: Copy of the Contractors License and Worker’s Compensation Insurance with theBedford at Lake Catherine HOA listed as additional insured. Product approval by the City of Palm Beach Gardens that the methods / materialsare up to code. A Palm Beach Gardens Permit is required if the fountain or sculpture involvesconstruction a pump requiring electricity and/or plumbing); no city Permit is neededfor simple decorative pieces. Debris deposit check – (only in cases where construction, electricity, plumbing forpumps are involved) No construction shall be commenced until returnable debrisdeposit of 500 has been posted by the unit owner with the Association. ACC written approval is not required prior todisplaying flag.INTERIOR ALTERATIONSNote: While the ACC does not require approval for interior alterations, the City of Palm Beach Gardensmay require a Building Permit, check with the city’s Building Department for their requirements,561-799-420114

March 1, 2015PART 2LANDSCAPE ALTERATIONS AND TREE REMOVAL APPROVALAll major alterations to the landscape including tree removal projects require written approval of theLandscape Committee and the ACC. To obtain approval, homeowners are required to complete theLandscape and Tree Removal Request form.Per the governing documents it should be noted “no additional plantings shall be permitted on thatportion of any Unit which may be maintained by the Association except as may be approved by theAssociation.” In addition, “no trees shall be removed, except for diseased or dead trees and treesneeding to be removed to promote the growth of other trees or for safety reasons, unless approved bythe ACC.” Practices to replace and preserve the landscaping in the community should always befollowed.If redesigning the landscape and new plantings will be added (resident front yards), please list thespecific types of plants and landscaping material to be used on the Landscape and Tree RemovalRequest application. In addition, include a drawing of the proposed design changes.In regards to tree removal requests, please explain reason, type of tree that will be replaced, ifapplicable, and include a drawing of the tree that shows location in respect to property lines. It shouldbe noted pruning or trimming the Oak trees which line the streets in Bedford is not allowed. Residentsshould be reminded the street oaks are located on HOA property and are not the property of thehomeowner. To report a broken limb or to request trimming of a street oak tree including otherhardwoods or palms in HOA Common area property, please contact the property management orLandscape Committee with your request. Routine trimming and general maintenance of the palms andhardwoods will be completed as approved by the Landscape Committee and the HOA.After completing the application, contact the Landscape Committee or send the completed form andmaterial to GRS Management Associates, Inc. for review of your plans and to obtain written approval.The ACC will have final approval of your project or request.Applicants must submit the following: Completed Landscape and Tree Removal Request Form noting proposed plantings and othermaterial to be used and work to be done.Drawing on a copy of owner’s survey showing location details for the landscaping, treetrimming, or tree removal project.15
