Friend,As the 50th anniversary of the Stonewall Uprising approaches this June, I amreminded that every so often—perhaps just two or three times a decade—ourmovement takes an extraordinary leap forward in its march toward equality. In 2018,LGBTQ Victory Fund was privileged to be a key part in one of those leaps as thenation and even the world became captivated by the “Rainbow Wave.”Never in our nation’s history have so many openly LGBTQ people run for electedoffice and never have so many been victorious on Election Night. We achievedhistoric firsts once deemed impossible and broke down long-standing politicalbarriers for some of the highest elected offices in our nation. This annual report isa celebration of this historic election cycle and a glimpse at the role Victory Fundplayed to make it happen.While many of our political organization partners are rightfully still celebratingthese 2018 victories and preparing for 2020, at Victory Fund we are doing that andmore. There is no off-election year for us, because our goal is to secure equitablerepresentation for our community at every level of government—including theschool boards, city halls and state legislatures with elections this year. In fact, itis state and local governments that most impact the daily lives of Americans, andit is these governments that can either be equality champions or the enemies ofprogress for LGBTQ people. Our voices are essential in state and local governmentsand the impact extends well-beyond the borders of any city or state.In 2019, we have already endorsed historic candidates who are determined toshatter lavender ceilings and break new ground for our community. A RAINBOW WAVEHistoric Victories Break RecordsAn unprecedented number of openly LGBTQ people ran for office in 2018 and Victory Fund endorsed274 of them—more than at anytime in our 27-year history. Victory Fund invested more than 2 million tosupport our candidates, from the U.S. Senate to local school boards, and 64 percent won on Election Night.Our First Gay GovernorTwenty-five years ago, Colorado wasdubbed the ‘hate state’ for its antiLGBTQ laws and voter-approved antiLGBTQ ballot initiative. But on ElectionNight 2018, that maxim was forevererased when Colorado voters madeJared Polis the first openly gay manelected governor of a U.S. state. Afterjoining Jared for Denver Pride and thenagain for a bus tour in the weeks beforethe election, Mayor Annise Parker said:“Jared will win on the issues. Yes, it is ahistoric candidacy, but it is his vision forColorado that is inspiring voters.”Jared Polis hugs his partner Marlon Reis after winning the governorship.Sharice Davids speaks ata Victory Fund event inKansas City.LGBTQ Women CongressionalCandidates Win BigTen openly LGBTQ people won seats in the U.S.Congress on Election Night 2018—two in the U.S.Senate and eight in the U.S. House—the most in historyfor either chamber. LGBTQ women played an especiallyimportant role, with four non-incumbent womenwinning. Now half of the LGBTQ members of the U.S.Congress are women.Incumbent U.S. Senator Tammy Baldwin overcame tensof millions of dollars in attack ads to handily defeat heranti-LGBTQ opponent. U.S. Senator Kyrsten Sinema wona narrow victory to become the first out bisexual U.S.Senator ever. Together Victory Fund raised more than 366,000 on their behalf and contributed 50,000 to anindependent expenditure for Senator Baldwin.Angie Craig, Sharice Davids and Chris Pappas becamethe first openly LGBTQ U.S. Representatives fromtheir states, Minnesota, Kansas and New Hampshire,respectively. Katie Hill of California became the firstopenly LGBTQ woman elected to Congress from herstate, and all four incumbents running for reelection wontheir races. Victory Fund raised more than 299,000for its endorsed U.S. House candidates and contributedmore than 200,000 for independent expenditures.3 A Rainbow Wave: 2018 Annual Report

Trans State LegislatorsQuadrupleThree openly trans people won statelegislative seats. Lisa Bunker andGerri Cannon were elected to the NewHampshire House of Representativesand Brianna Titone was elected tothe Colorado state House. Indiana elected JD Ford to the state Senate, Megan Huntwas elected to the Nebraska state House, and Susan Ruiz and BrandonWoodard were elected to the Kansas state legislature. On the GroundPresident & CEO Annise Parker traveled to raise visibility and fundraise for dozens of candidatesthroughout the election cycle—including Senator Tammy Baldwin, now Governor Jared Polis and now U.S.Representative Sharice Davids. On election week through Election Night, Victory Fund staff was on theground supporting 12 candidates in six states.Rainbow Wave AppearsOver KansasIn the days leading up to Election Night, VictoryFund staff, including Mayor Annise Parker, wereon-the-ground in Kansas to get out the vote forCongressional candidate Sharice Davids and historicstate legislative candidates Brandon Woodard andSusan Ruiz. Victory Fund invested heavily in theraces—helping Sharice achieve a national profile,directly contributing 6500 and raising more than 24,000 for her campaign. We also launched a 33,000 persuasion campaign to elect Brandonand 28,000 to elect Susan in addition to directcontributions to their campaigns.Mayor Parker joins Susan Ruiz in making phone calls to get out theLGBTQ vote.The result in this deep red state: groundbreaking victories for all three. Sharice became the first out LGBTQ personelected to Congress from Kansas and joined Deb Haaland in becoming the first Native American women elected toCongress. Both Brandon and Susan became the first out LGBTQ people elected to the Kansas state legislature.“Kansas is going to change. Persuasion CampaignsVictory Fund invested 811,000 into persuasion campaigns aimed at swaying the vote in favor of LGBTQendorsed candidates.As tens of millions poured in to define SenatorTammy Baldwin in a negative light for Wisconsinvoters, Victory Fund worked with partnerorganizations to fight back with an independentexpenditure touting her accomplishments. The earlyinvestment worked—with Senator Baldwin having acomfortable lead heading into Election Day.Then Ohio Representative Nickie Antonio wasfighting a ‘good-old-boys’ establishment politicianto become the first openly LGBTQ Ohio statesenator. When Victory Fund learned he usedtaxpayer dollars to fight a sexual harassment claimagainst him, we went on the attack, ensuring nowstate Senator Antonio returned to Columbus.Megan Hunt was in a runoff and needed increasedname recognition to become the first openlyLGBTQ person to serve in the Nebraska Legislature.Victory Fund launched a campaign around theissues she cares most about—and voters liked whatthey learned.Incumbent Georgia state Representative SamPark was the primary target for a pickup seat bythe Republican party in the state. When pollingshowed his seat was in danger and his anti-LGBTQopponent was catching up, Victory Fund went onthe offensive. Partnership BuildingWe teamed up with more than 50 electoral partners to secure additional endorsements and support for ourcandidates, among them:Owning the ‘Rainbow Wave’We introduced a real-time LGBTQ candidate datacollection system that became the backbone for the‘Rainbow Wave’ media narrative that Victory Fundpromoted globally.
