Basic Questions and AnswersPlan’s Underlying Investments include mutual funds sponsored byPutnam (the “Putnam Mutual Funds”), mutual funds sponsored byentities other than Putnam (the “Other Mutual Funds”) and variousportfolios of stocks, bonds, money market instruments and/or othersecurities of particular asset classes that are managed for the Planby Putnam (the “Asset Allocation Portfolios”). Account Owners mayselect one or more Investment Option(s) for their Account contributions. Plan assets relating to an Investment Option may be investedby the Plan directly in the Underlying Investments, or in shares oflimited liability companies or other co-investment arrangementsthat invest in the Underlying Investments targeted by the applicableInvestment Option; from time to time, one or more Putnam affiliatesmay also invest in such limited liability companies or other arrangements along with the Plan for administrative convenience.Investing in the PlanWHAT IS THE PUTNAM 529 FOR AMERICA PLAN?The Plan, which commenced operations on October 1, 2010, is aqualified tuition program sold through financial intermediariesthat enables individuals to save and invest on a tax-favored basis inorder to fund certain future elementary, high school, apprenticeship,college and graduate school expenses of a child or other beneficiary.The Board has selected Putnam Retail Management Limited Partnership, Putnam Investment Management, LLC, Putnam InvestorServices, Inc. and Putnam Fiduciary Trust Company (together,“Putnam” or the “Program Manager”) to provide marketing, investment management, recordkeeping and administrative services forthe Plan.Under the Plan, you may set up investment accounts (each an“Account”) for family members, other individuals or even yourself as the Account beneficiary (a “Beneficiary”). Each Account willrepresent an interest in one or more portfolios of the Plan (the “PlanPortfolios”) established by the Board. The Plan Portfolio(s) in whichthe assets in your Account are invested will be based on the Investment Option(s) you select for your Account.Asset Allocation Investment OptionsThe four Asset Allocation Investment Options (“Asset AllocationInvestment Options”) include the Age-Based Asset Allocation Investment Option and three Goal-Based Asset Allocation InvestmentOptions.The Asset Allocation Investment Options invest across four broadasset categories: short-term investments, fixed income investments, U.S. equity investments and non-U.S. equity investments.The Underlying Investments for the Asset Allocation InvestmentOptions consist of one or more Asset Allocation Portfolios thatconcentrate on different asset classes or reflect different investment styles. To maintain its liquidity, each of the Asset Allocation Portfolios may, from time to time, invest in money market investments,including the Putnam 529 Money Market Portfolio or money marketfunds or other short-term instruments, including without limitation,commercial paper, certificates of deposit, discount notes and repurchase agreements (each, a “Liquidity Maintenance Investment”).The investment income and gains in your Account will not be subjectto U.S. federal income taxation until withdrawn. (See “TAX INFORMATION.”) Amounts withdrawn from your Account that do not exceedthe Beneficiary’s qualified higher education expenses at an eligiblehigher education institution in the applicable tax year (or suchother period as may be permitted by federal regulations) will notbe subject to federal income tax. In addition, amounts withdrawnfrom your Account to pay for the participation of the Beneficiary ina registered apprenticeship program, and certain amounts withdrawn from your Account to pay for the Beneficiary’s tuition at anelementary or secondary school or to repay qualified educationloans of the Beneficiary or a sibling of the Beneficiary, will not besubject to federal income tax. See “HOW MAY I USE THE MONEY IN MYACCOUNT?” below for a fuller description of the types of expensesthat qualify for such favorable tax treatment. Earnings withdrawnfrom your Account for any other reasons generally will be subject tofederal income tax as well as, with certain exceptions, an additional10% federal penalty tax.The Age-Based Asset Allocation Investment Option:The Plan allocates your contributions under this Option among theAsset Allocation Portfolios. The year in which the Beneficiary of anAccount was born determines how contributions are allocated. AnAccount for a Beneficiary who is an infant will be weighted towardAsset Allocation Portfolios that invest in equity securities. As the ageof the Beneficiary increases, a greater proportion of the Account willbe allocated to Asset Allocation Portfolios that invest in fixed incomeor money market securities. The allocation varies from 85% equityand 15% fixed income to 5% equity and 95% fixed income as theage of the Beneficiary increases, in each case subject to LiquidityMaintenance Investments. See the allocation chart on page 13 forfurther detail. The Age-Based Asset Allocation Investment Optionshave been designed for amounts intended to be applied to qualified higher education expenses other than Qualified Elementaryor Secondary Education Expenses. Account Owners who intend toapply amounts in an Account to Qualified Elementary or SecondaryEducation Expenses of the Beneficiary may want to consider otherInvestment Options.HOW WILL MY ACCOUNT BE INVESTED?The Plan currently has 16 investment options (“Investment Options”or “Options”), including four Asset Allocation Investment Options(including an Age-Based Asset Allocation Investment Option andthree Goal-Based Asset Allocation Investment Options), 10 Individual Fund Investment Options and two Absolute Return FundInvestment Options. At the time you establish an Account, and atany time a subsequent contribution is made to the Account, thecontributor may select one or more of these Investment Optionsand designate what portion of the contribution should be investedunder each applicable Investment Option. Assets allocated to aparticular Investment Option are invested by the Plan in shares ofmutual funds and/or portfolios of other securities (the “Underlying Investments”) in accordance with the Board’s comprehensiveInvestment Policy Statement and the Investment Guidelines forthe Plan (collectively, the “Investment Guidelines”).
