2016 MINNESOTA STUDENT SURVEYSurvey ParticipationThe 2016 Minnesota Student Survey (MSS) was administered in the first half of2016 to students in grades 5, 8, 9, and 11 statewide. The survey was voluntary atall levels. Districts, schools, parents, and students could all choose to opt out.Most public school districts (over 80%) chose to participate; exact participationrates will be available in September 2016.All schools and districts that participated in the survey followed federal lawsregarding parental notification as required by the Protection of Pupil RightsAmendment (PPRA). PPRA requires that schools that participate in the surveynotify parents of the survey administration, provide parents the opportunity toreview the survey instrument, and allow parents to opt their child out ofparticipating.Mode of AdministrationIn 2016, all students in grades 5 and 8 completed the survey online. Schools withgrade 9 and/or grade 11 students could choose to administer the survey online orwith the traditional paper survey. Methods could not be mixed within a singleschool. The survey questions online were the same as those in the paper surveybooklets.Items on the TablesThe accompanying set of tables includes the responses for all survey items.Items are ordered within the tables according to meaningful domains; the orderitems appear on the tables is not necessarily the order they appeared in thesurvey. A table of contents is provided on pages v-vi. The grade 5 survey versionwas shorter than the grade 8 survey version, which in turn was shorter than thegrade 9/11 version. The grade 5 and grade 8 versions did not include itemsappropriate only for older students. Items found on some versions of the surveybut not on others are identified on the tables.iii

New Questions and Year-to-Year ComparisonsSome of the 2016 survey instrument questions were changed from the 2013survey instrument. While most questions stayed the same, other questions wereupdated with changes to the question or response options. Some entirely newquestions were added, and some questions were dropped. New questions arenoted on each table. Caution must be used when making comparisons over timefor any questions in which the wording has changed.Please note that although these surveys are given repeatedly over time, studentpopulations may change between administrations of the survey.Validity of ResponsesCaution was taken to identify invalid responses and remove them from theanalysis. Surveys were eliminated when responses were highly inconsistent orthere was a pattern of likely exaggeration. The exact percentage of surveysremoved will be available in September 2016.iv

In 2016, all students in grades 5 and 8 completed the survey online. Schools with grade 9 and/or grade 11 students could choose to administer the survey online or with the traditional paper survey. Methods could not be mixed within a single school. The survey questions online were the same as those in the paper survey booklets.
