In that short time we’ve seensome rapid momentum built and progress madeon delivering significant initiatives that are helpingstimulate and grow the local economy, create jobs,grow skills and attract new investment into theregion and help Northland move forward.The refreshed Action Plan continues to focus on keyopportunities that will have the greatest impact onNorthland’s economic growth and social wellbeing.The Action Plan brings together initiatives thatare happening in the region and will continue tochange, evolve and be refined in response to newopportunities. It provides a long-term collaborativeapproach to Northland, our local businesses, hapüand iwi Mäori, local and central government.Our Action Plan has been developed by Northland,is led by Northland, and is nationally supported.Our goal is to build communities in our region that areresilient and strong. Northland has been identified asa ‘surge region’ and prioritised for significant centralgovernment investment. Now is the time to get evenmore done. As a country, our full economic andsocial potential won’t be reached until our regionsare thriving. We want the whole of New Zealand tosucceed. About the Tai TokerauNorthland EconomicAction PlanIn 2016 the Tai Tokerau Northland Economic Action Plan (the ActionPlan) was developed in response to a growth study which identifiedopportunities for transformative economic growth in Northland. TheAction Plan identified priority outcome areas and established fourkey work streams, encompassing projects that together contribute tothe development of the region.The Action Plan was always intended to be a living document;encouraging new projects to be included as existing projects cameto completion. Input from stakeholders and progress on the plan todate has informed a refresh of priority outcomes and the regroupingof projects into six sector-based work streams. This second iterationof the plan summarises these changes and reports on the significantprogress we have made so far.The Action Plan represents growing partnerships between industry,hapü and iwi Mäori, community and central and local government,with an interconnection between the Action Plan and He Tangata,He Whenua, He Oranga, the Mäori Economic Development Strategyfor Northland. We are on a journey of working together, building aclimate of high trust, collaboration and co-operation to support thetransformation of Northland’s economic wellbeing.4

In particular,Mäori enterprises make strong economiccontributions to forestry, agriculture andfishing sectors, health and communityservices and property and business services.Growing productivity, increasing competition,upholding tikanga-driven growth andtargeting investment into the Mäori economyhas potential to radically alter the economicprofile and prosperity of Tai Tokerau.Top regional visitordestinationTai Tokerau has a wide variety of naturalattractions, a mature tourism offering inthe Bay of Islands, and a unique culturaland historical experience. However,the current offerings do not adequatelydisperse visitors around the regionand the visitor economy is impacted byseasonality. The value of tourism canbe lifted by encouraging developmentof uniquely-Northland products andservices to extend seasonal visitation andwiden visitor dispersal. Sector growthwill require a collaborative destinationmanagement approach ensuring qualityover quantity and value over volume.An equitableenvironment forwhānau wellbeingMäori comprise 35% of the Te TaiTokerau population and it is essentialthat whänau, hapü and iwi are enabled toshare in and contribute to social, culturaland economic prosperity. An equitableenvironment that enables whänau toaccess and gain knowledge, skills andqualifications to successfully managetheir assets, and pursue employmentand business opportunities will enablewhänau to be economically secure andsuccessfully involved in wealth creation,achieving the standard of living theyaspire to.Better use of waterTai Tokerau has a number of challengesassociated with water. Droughts andflood events occur frequently, the severityof which is likely to increase with theimpacts of climate change. The impactsof these events can be exacerbated byland use changes and water managementpractices. The topography of Tai Tokeraudoes not allow for large- scale waterstorage. Collaborative processes needto be undertaken to understand eachcatchment, as well as research on thedemand for and supply of water, and thebenefits and costs of different options toimprove water storage and/or use.A safe, resilient andefficient multi modaltransport systemIn a region challenged by a relatively poorroad safety record and the interaction ofincreasing flows of heavy freight trafficand visitor traffic, improvements andupgrades to the transport network takingan integrated multi modal approach iscritical. There are areas of low resiliencealong SH1 and other key tourism andfreight routes, rail growth is currentlyrestricted, diversion routes do not alwayshave sufficient capacity to take heavyvehicles, and not all transport modesare optimised.A state of the arttechnology ecosystemDespite growth in the proportion ofhouseholds with internet and broadbandaccess, quality universal access is notavailable to all residents and uptakeof available access is low comparedto other regions. Tai Tokerau has anopportunity to be a national leader andglobally competitive in the deploymentand adoption of broadband technology.Improvements to digital infrastructure,affordability and equity, connectivity anddigital skills/capability are also needed tosupport growth in the region.A skilled localworkforceTai Tokerau has a growing, potentiallymore diverse economy and an increasinglyyouthful working age population.We have engaged industries activelyinvolved in growing a skilled workforce.We have an opportunity to strengthen ourlocal workforce, linking education andemployment, and promoting pathwaysincluding to higher qualifications andprogression to middle management andbeyond. Our challenge is to ensure thatthe impact of urban growth rolls outto all areas in the region. With socialcontracting underpinning our region,a skilled local workforce underpins allother priority outcomes.9
