IntroductionThe Putnam County E-911 (PC911), along with the Putnam County Sheriff’s Office (PCSO),hereby requests that vendors submit bids for a public safety software system. These bids shallprovide all of the material requested herein, including detailed cost for the necessaryhardware, software, and services. A vendor’s failure to follow any of the provided instructionsmay result in rejection of the vendor’s bid.The Agencies are seeking to replace its existing public safety system. The Agencies arelooking for a contemporary, completely integrated solution that is one application, with onedatabase, provided by one vendor. In addition, PC911/ PCSO would like the public safetysoftware solution vendor to not only provide but to also maintain the software and servers(including OS and DBMS) under the vendor’s standard maintenance and service agreement.PurposeThe purpose of this Request for Bid (RFB) is to solicit sealed proposals to establish a contractthrough competitive negotiation with a suitable vendor (The Vendor) for the purchase of a fullyintegrated Public Safety Computer-Aided Dispatch (CAD) system with optional following suites: Records Management System (RMS)Mobile Data ComputingAnalyticsCivilMobile Mapping / AVLThis system will be used by the following agencies within Putnam County, West Virginia(collectively referred to as The Agencies) with the intent that other agencies within the countycan come on board at later times: Putnam County 911Putnam County Sheriff’s OfficePutnam County EMSThe CAD / RMS system will be utilized by the 9‐1‐1 Emergency Communications Center tofacilitate the receipt of calls‐for‐service requests and subsequent dispatch via radio and on‐board mobile data computers to necessary first responders. The RMS will be utilized by thePutnam County Sheriff’s Office. The current CAD and RMS systems are at the end of theirservice life. Demographics and StatisticsThe PC911 provides emergency response services to Putnam County in West Virginia. Thecounty includes a population of approximately 57,000 people. Scope of WorkSystem CapabilitiesMandatory Requirements: Only those Vendors that meet the mandatory requirementsidentified in the “Minimum Mandatory Requirements” tab in the “RFB TechnicalSpecifications” Excel Workbook (Attachment A) will be considered.Desired Functionality: The software acquired by The Agencies will ideally include allthe functionality identified in the RFB Technical Specifications Excel Workbook(Attachment A). Vendors who have a majority of these functionalities should respondto this RFB. Some of these functionalities are more important to The Agencies andwill be given greater weight during the evaluation.Integrated System: The County is soliciting bids from qualified vendors to acquirefully‐integrated comprehensive software to satisfy all the CAD and Law EnforcementRMS computing needs from a single vendor. While this is not an absoluterequirement, single‐vendor solutions will be given greater weight.Project ManagementThe vendor must provide a dedicated project manager as part of the project. Thisperson will be responsible for interacting directly with his or her counterpart here at thePutnam County E-911 for the duration of the project to ensure a successful and timelyproject installation.System Configuration and SetupThe vendor must provide detailed system configuration and setup services to the Agencies aspart of this project. These services are necessary to ensure that the new system is configuredto match the processes and workflow of the Agencies to reduce the learning curve andimprove the rate of adoption by the users.TrainingThe vendor must provide custom training on the new system to all users. This training shall bea mix of train-the-trainer and end-user training, as agreed upon by the vendor and the PC911.The PC911 will provide the training facilities, workstations, network, etc. which are required forthe training. The vendor will provide training which is specific to both the products on which theusers are trained and the processes and workflows with which the users are already familiar.Training shall be performed using a copy of the PC911’s data which has been converted fromthe existing system.Putnam County RFP 2018-05-001Page 4

Data ConversionThe vendor must include data conversion. The databases to be converted include In-SynchRMS and InterAct CAD. The vendor will work with the PC911 to determine the precise process(including data verification and testing) which will be used to perform the data conversion. Alldata must be converted before go-live and must be available to the users on the new systemat that time.Warranty, Maintenance and SupportIt is critical that the public safety software acquired by the Agencies works as intended for theduration of a maintenance and support agreement. The Vendor selected should have thepeople, processes and financial resources necessary to provide a dependable warranty,regularly scheduled software upgrades and releases (Maintenance), and a dedicated24x7x365 support team capable of resolving customer issues quickly.Project Objectives The PC911 is open to new technology and would like to obtain as much information aspossible about the software requirements and recommendations for the new system fromthe respective vendors.The PC911 is interested in an off-the-shelf system.The system must be scalable and must be able to integrate with the existing and futureoptions the PC911 may implement.The system shall allow the PC911 to efficiently organize, track and access the vast amountof information that flows through the system daily, must be easy to use, and must besearchable.The selected vendor needs to provide all services including, but not limited to, installation,implementation, data conversion, training, monitoring, technical support, and ongoingmaintenance for the PC911 to enter into and maintain full use of the system.Acquisition and implementation of a new CAD and Records management system is aproject that will impact the PC911 for years to come. If your system does not meet thesemandatory requirements, please describe your alternative. Alternative proposals will beconsidered on a case-by-case basis. Please answer all questions as stated. BID TERMS & CONDITIONSTrue and AccurateBy submitting a bid, Vendors certify that all information provided in response to this RFB istrue and accurate.All vendors must attach a Putnam County Alcohol & Drug-Free Workplace Resolution andConstruction Bid Policy Affidavit to their Bid Proposal.Incurred ExpensesThe Agencies will not be liable for any cost incurred by the Vendors in preparing andsubmitting bids or attending oral presentations and software demonstrations.Evaluations of BidsBids shall be evaluated on the basis of those requirements that are set forth in the Requestfor Bid, The Agencies’ policies, procedures, and ordinances. This solicitation is beingprocured by competitive negotiation.
