The relief plan,approved by the Tennessee Regulatory Authority, calls for a geographic split of the 423 NPA and thesimultaneous introduction of a new NPA, 865. The 423 NPA will continue to serve customers in thesouthwestern and northeastern portion of the existing 423 NPA. The 865 NPA will serve the centralportion of the existing 423 NPA, as shown on the attached map. After the split, exhaust of the 423 and865 NPAs is expected to occur in approximately 11 and 7 years, respectively, based on current demandprojections. A listing of communities associated with 423 and 865 NPAs is attached.Also attached are lists of current 423 NPA central office codes (NXXs) that will remain in the 423 NPAand that will move to the 865 NPA. The lists are correct as of June 1, 1999. Since NXX informationmay change over time, consult either the Local Exchange Routing Guide (LERG) or the NPA NXXActivity Guide (NNAG) for updated information. The LERG and NNAG are available from Telcordia’sTraffic Routing Administration, 732-699-6700.The split of the 423 NPA will occur at 12:01 a.m. Eastern Daylight Time on Monday, November 1,1999. A five-month permissive dialing period will begin simultaneously with the split and end at 12:01a.m. Eastern Standard Time on Monday, April 24, 2000. During the permissive dialing period either the423 or the 865 NPA code will be acceptable in a dialed number terminating in the 865 NPA. AutomaticNumber Identification (ANI) Conversion will take place during the permissive dialing period on an officeby office basis. It is essential that all service providers comply with the permissive dialing patterns asindicated in the LERG. This action will be necessary throughout the permissive dialing period to preventcall failures and customer dissatisfaction. After the permissive period, all calls dialed with the incorrectNPA code will be routed to an informational announcement.BellSouth's process for updating Operations Support System (OSS) for the Tennessee 423 NPASplit will vary from that used in the majority of previous NPA splits. In most past NPA splits,BellSouth converted its internal OSSs coincident with the beginning of permissive dialing.

(These systems support functions that include billing, service order, repair, operator services,directory listings and others.) For the Tennessee 423 split the OSS conversion will occur 15weeks after permissive dialing has already commenced. Permissive dialing will begin onNovember 1, 1999, whereas BellSouth's OSSs will be converted during the weekend of February11-13, 2000.During the interval between the permissive dialing start date and the OSS conversion date,BellSouth interfaces to other entities will continue to accept the old NPA. In addition, BellSouthdata furnished to other carriers over those interfaces will continue to carry the old NPA duringthe interval. These interfaces will begin to accept and furnish the new NPA immediately afterthe OSS conversion.From an end user perspective, most impacts from this variance will fall in the area of 'customerto-machine' interface mismatches. Customers who start to use the new NPA with servicesrequiring a telephone number input would get a 'number not found' type response during the 15weeks. From November 1, 1999, until April 24, 2000, test calls toverify routing to the 863 NPA can be made by dialing 865-594-0494 and 865-670-1632.
