Objective ofKuwait’s GroundHandlingOperations? Kuwait DGCA’s intention is to assure safe andefficient operations are enhanced by modernground service, focusing on the performanceaspects for delivery of Ground Handlingservices, which having consideration to safety,through the direct certification and surveillanceof ground-handling providers.

The most significant risk factors for ground damage occur in towing,ramp movements, ground service equipment and hangar movements,which include maintenance facilities and operations. One commonthread running through all of these risk areas is a lack of trainingThe Challenge Direct costs associated with aircraft damage on the apron and inmaintenance facilities are upwards of 1.2 billion a year

Ground Safety includes ramp safety,ground collisions as well as all groundThe Challengeservicing, preflight, enginestart/departure and arrival events. Taxi and towing represent the thirdhighest category of accidents as perICAO recent safety report indicates.

IATA analysis shows the majorThe Challengethreat to be the Ground Events forground damage category, withRegulatory Oversight as the secondmajor Latent Condition.

Kuwait DGCA is following abalanced approach towards itsThe Approachobligation for safety improvement,regarding the service provider’sperception(s) and a better travelexperience via Kuwait InternationalAirport.

ImplementingGroundHandlingRegulations inKuwait The state of Kuwait took the initiative to establish basicregulations concerning Ground Handling Operations After coordinating with the Industry, the regulations have beensuccessfully registered and KCASR 14 – Vol. 3 became the officialnational Ground Handling Operations National Regulatoryreference

Kuwait DGCA provides a comprehensivepackage of requirements dedicated forAviation Ground Handling Services including:Scope ofGroundHandlingManual DirectPerformance-BasedOversight(Certification & Surveillance) for GHOservice providers KCASR 14, Volume III -Ground HandlingOperations (GHO)- contains the basicregulations to be complied with for civilaviation in the state of Kuwait

KCASR 14 - Vol 3: Ground Handling Minimum Basic Charges Appropriate framework pertaining commercialmatters and charges for delivery of GHOmoving to a more competitive environment

KCASR 14 - Vol 3: Service Level Agreements Criteria and Penalties Provisions for the Level of Service betweenground handling agent with air operators andwith Kuwait International Airport

Brief Description of KCASR 14-Vol. 3 Requirements Ground handling operations must becarried out in compliance with: KCASR 6 KCASR 9 KCASR 14 (Vol I and Vol II) KCASR 16 KCASR 17 KCASR 18 KCASR 19 KCASR 26 KCASR 27 All DGCA resolutions listed but notlimited to: DGCA Presidential ResolutionsNo. (2736) (Ref. to Annex 5 ofthis Regulation). DGCA Presidential Resolutionsconcerning GHO Operation.Brief Descriptionof standards inKCASR 14-Vol.3 Ground Handling Operations (GHO) must be carried out incompliancewith: In accordance with the procedures, standards and training guidelinescontained in the International Air Transport Association (IATA): In conformity with National Regulation concerning fuel and with thespecifications, procedures and recommended practices for into-planefueling services, airport depots and hydrants. In accordance with Ministry of Health Requirements and standards aswell as procedures, standards and recommended practices containedin the Guide to Hygiene and Sanitation in Aviation of the WorldHealth Organization (WHO) and the World Food Safety Guidelines forAirline Catering of the International Flight Services Association(IFSA). In conformity with the requirements of the applicable parts andannexes of the Aerodrome Manual (ADM) and relevant SLAs. In conformity with their customer's specific operating procedures andrequirements (relevant SLAs), where applicable, and In conformity with the certificate holder's manuals, policies, andprocedures as accepted by Kuwait DGCA.

CertificationProcess1.Service provider would apply for Ground Handling OperationCertification using the GHO application form (1444)2.Service provider would submit their Ground Handling Operationmanual (GHOM) AND RELEVANT DOCUMENTS3.Service provider would proceed to pay the required fees as perKCASR 274.DGCA will review GHOM for compliance and acceptance5.DGCA will arrange an audit in order to certify the service provider6.DGCA prepares a final report, containing observations and findingsthat are related to the audit, within 2 weeks7.The service provide would reply with a corrective action plan, ifneeded8.DGCA will review corrective action plans, to either refusecertification or ask for adjustments on action plans9.Certification is approved for the service provider for 2 years validity

Adopting a Performance-Based surveillance to continuouslymonitor GHO taking into consideration the assessment of the safetyperformance through: Role of GHO oversight assigned to the Aerodromes section, andworking in liaison with Operations section (integrate work areasaffected by GHO)ContinuousSurveillance KCASR 14 (Vol III) requires GHO to provide means of electronicdata sharing with Kuwait DGCA (facilitate automatically datagenerated platform) The right that DGCA may delegate, as appropriate, internationalbodies (e.g.: IATA, ACI) to conduct audit activities for groundhandling (exchange of safety data at the international level)This constitutes the basis for surveillance activities focusing on thesafety performance, besides ensuring compliance to identify anytrend and decide an appropriate frequency for the oversight cycle
