Fire and Smoke Damper MaintenanceI’ve been asked to speak here today on the behalf of Airah to cover themaintenance requirements of fire and smoke dampers. The maintenance of Fire and Smoke dampers is documented in AS1851, Section18. Within this standard it also touches on other applicable standards.AS3666.1 - 4AS1668.1 2AS1682.2(Air-Handling and water systems of building – Microbial Control)(The use of ventilation and air conditioning in buildings)(Fire damper Installation)The following slides highlight the relevance of these standards.

Fire and Smoke Damper MaintenanceAS1668.1The use of ventilation and air conditioning in buildingsPart 1: Fire and smoke control in Multi compartment BuildingsThis sets the standard for building ventilation in afire mode, specifically: Air Handling Systems – General RequirementsAir Purge SystemsZone PressurizationFire/Smoke Damper positioningIt has been documented that smoke is a far biggerrisk to life than fire in a building. Smoke obscures vision, preventing occupantsfrom finding safe escape routes.Smoke hinders the fire brigade in its search andrescue operations.Smoke can kill by asphyxiation or by poisoningpeople well before the temperature of the fireor smoke causes injury.

Fire and Smoke Damper MaintenanceAS1668.2The use of ventilation and air conditioning in buildingsPart 2: Mechanical ventilation in buildingsThis sets the standard for building ventilationrequirements, specifically Minimum Outside air quantitiesGeneral outside air qualityCar Park exhaust requirementsKitchen exhaust requirementsSpecific air change requirements in medical facilitiesIt is very important these points are considered whenmaintaining dampers as shutting a damper on a system inoperation could change any of the above to a point where itno longer complies with Australian Standards. For exampleareas of concern would be. Hospital TheatresClean RoomsEven outside air dampers in offices.

Fire and Smoke Damper MaintenanceAS3666.2Air-handling and water systems of buildings—Microbial control.Part 2: Operation and maintenanceThis highlights the maintenance requirements of most aspects of aHVAC system where it may be affected by microbial issues, specifically: Outdoor air intakes and exhaustsCoils, ducting, air filters & drainsEvaporative air-cooling equipmentHeated Water SystemsCooling Water SystemsOperating And Maintenance Manuals And Maintenance Records“The air-handling system shall be inspected and maintained inaccordance with AS 1851.”Ductwork and air-handling systems shall be serviced, unless otherwisespecified, as indicated: for example. Coils and sumpsMonthly FansQuarterly Duct workAnnually Air Outlet and return air grillesAnnually

Fire and Smoke Damper MaintenanceAS1851Fire Damper Maintenance Checks Can you get access to the fire damper in order to inspect it?Is the fire damper still there, has the position changed?Has the mechanism corroded making the damper ineffective? Will the blades close freely when released and latch effectively? Will dust, lint or corrosion on the blades and linkages prevent operation, or hasdust/lint clogged the free area of an intumescent fire damper? Is the casing still capable of retaining the fire damper in the fire resistant wall orguiding the damper closed? Has it been corroded or dislodged from its proper position?

Fire and Smoke Damper MaintenanceAS1851Fire Damper Maintenance ChecksConsideration must be made ifrecent renovations ormodification have been made. Is the damper still effectively in thewall? Are there any breaches of the wallsintegrity around the fire damper? Has recent tenancy work adverselyaffected the fire damper?

Fire and Smoke Damper MaintenanceSmoke Damper Maintenance ChecksAnnual Inspection Check that the damper is capable of operatingfrom fully open to fully closed.5 Yearly inspections (20% per annum) Is the smoke damper in place, free fromobstruction and capable of operation? Check smoke dampers and casings for corrosion, accumulation of dust. Does the smoke damper move to its fail-safeposition on removal of power source? Check for signs of tampering or modifications.
