4 TSTC MissionTSTC MissionThe Texas State Technical College mission is defined bythe Texas State Legislature and published in Vernon’sTexas Education Code (TEC) Section 135.01:Texas State Technical College is a coeducational two-yearinstitution of higher education offering courses of study intechnical-vocational education for which there is a demandwithin the State of Texas.Texas State Technical College shall contribute to theeducational and economic development of the State ofTexas by offering occupationally oriented programs withsupporting academic course work, emphasizing highlyspecialized advanced and emerging technical and vocationalareas for certificates or associate degrees. The Texas StateTechnical College is authorized to serve the State of Texasthrough excellence in instruction, public service, facultyand manpower research, and economic development. TheCollege’s economic development efforts to improve thecompetitiveness of Texas business and industry includeexemplary centers of excellence in technical programtstc.educlusters on the College campuses and support of educationresearch commercialization initiatives. Through closecollaboration with business, industry, governmental agenciesand communities, including public and private secondaryand postsecondary educational institutions, the system shallfacilitate and deliver an articulated and responsive technicaleducation system.In developing and offering highly specialized technicalprograms with related supportive coursework, primaryconsideration shall be placed on industrial and technologicalmanpower needs of the state. This college was located in Central Texasat the former James Connally Air Force Base in Waco. Atthe time, Governor John Connally predicted that it wouldbe “the most sophisticated technical-vocational institutein the country.”In 1967, JCTI expanded to include a South Texas campusin Harlingen. In 1969, the colleges separated from TexasA&M University and became an independent state system,with the name Texas State Technical Institute (TSTI) and itsown Board of Regents. An additional campus was createdin 1970 in the Panhandle of Texas and in Sweetwater inWest Texas. As the demand for quality technical educationcontinued to grow, campuses were established in Abilene(1985), Breckenridge (1989), Brownwood (1991), Marshall(1991), East Williamson County and North Texas (2013)and Fort Bend County (2016). In 1991, TSTI was renamedTexas State Technical College.TSTC’s statewide role and mission is to efficiently andeffectively help Texas meet the high-tech challenges oftoday’s global economy in partnership with business andindustry, government agencies and other educationalinstitutions. TSTC has high graduation rates, exceptionalpostgraduate success rates, and an outstanding recordin graduating individuals from diverse cultural andsocioeconomic backgrounds. Students are served throughtraditional degree programs, short-term continuingeducation and corporate training programs.Among TSTC’s strengths are its emphasis toward handson learning and its strong relationships with businessand industry, state-of-the-art laboratories, residentialcampuses and student-centered philosophy:TSTC believes in people and their desire to be responsibleand productive citizens. Board members areappointed by the Governor of Texas to six-year staggeredterms and are confirmed by the Texas Senate. High School Graduate - A student shall be admittedupon proof of graduation from an accreditedhigh school with submission of an official highschool transcript. A student who graduated from ahomeschool shall be admitted once a notarized recordof the completed high school equivalent work and thedate of successful completion is submitted. This workshall be consistent with TEA minimums for high schoolcompletion.B. College Transfer - A student shall be admitted whohad prior attendance at a regionally accredited collegeor university. A transfer student shall be admittedupon receipt of official transcripts from all previouslyattended institutions of higher education. Official highschool transcripts may also be required for financialaid purposes. Transcripts shall be considered officialonly when they are signed by the registrar and bearthe seal of that college or university and have beenreceived through the mail, hand delivered in a sealedenvelope, or received through Standardization ofPostsecondary Education Electronic Data Exchange(SPEEDE).C. General Education Development Test (GED) - A studentshall be admitted upon successful completion of theGED or a recognized equivalent as certified by a stateeducation agency or a state authorized examinationthat the state recognizes as the equivalent of a higherschool diploma. A student shall be admitted uponreceipt of official GED score report or scores from astate-authorized examination that the state recognizesas the equivalent of a high school diploma.Individual Approval Categories/ExceptionalAdmissions:Prospective students may be granted exceptionaladmission if they do not qualify under one of theprevious categories for regular admission. Students maybe admitted under one of the two following IndividualApproval Categories:A. Individual Approval A:i. Students age 16 or older who are graduates ofan unaccredited high school may be admittedthrough exceptional admission.ii. Students age 17 or older who are attending acourse of instruction to prepare for the highschool equivalency examination and/or who areconsidered to be concurrently enrolled in highschool or homeschool may be admitted throughexceptional admission. Admissions Information B.iii. Students 18 or older without a high schooldiploma or CHSE/GED may be admitted throughexceptional admission.Individual Approval B:i. Dual enrollment students who are currentlyattending a high school and do not have a diplomaor GED may be admitted through exceptionaladmission under Individual Approval B.Campus ImmunizationsStudents who will be attending classes on campus andare ages 22 or younger are required by Texas state lawto obtain the Bacterial Meningitis vaccination. Additionalvaccinations or boosters may be required for admissioninto specific programs. Students are encouraged to contacttheir programs of interest for further details.Admission Enrollment ProceduresA. Submit an Application for Admissions form whichincludes core residency questions and a declarationof intent to enroll as a degree-seeking or nondegree-seeking student. All applicants applyingfor admissions to the College shall be required tocomplete the information regarding felony chargeson the Application for Admissions form. Applicantswho answer “Yes” will be required to complete a“Supplemental form” and may be required to submitadditional documentation.B. Submit applicable documents based on theappropriate admission category.C. Comply with applicable testing requirements:i. Submitting TSI Assessment test results; orii. Submitting documentation of TSI exemption orwaiver; oriii. Taking the TSI Assessment test.D. Submit compliance with any immunization-relatedrequirements as specified by law.E. Submit proof of compliance with any established andapproved program entry level standards.Note: All new students are required to attend New StudentOrientation.All documents submitted by applicants who do notregister for the term indicated on the admissionapplication will be retained for one year in the Office ofthe Registrar-Processing Center. At the end of one year, allrecords are discarded unless the applicant has notified theEnrollment Center of continued interest in attending TSTC.All documents become the property of TSTC and are notreturned to the students.Texas State Technical College9Former TSTC StudentsCollege credit students who were previously enrolled atTSTC but have not attended TSTC for more than one yearmust reapply by completing the admission enrollmentprocedures and providing the appropriate requireddocuments.Readmission of StudentsA. Reapplying for admission after an interruption ofenrollment of more than one year prior;B. Comply with applicable testing requirements;C. Comply with any immunization related requirementsas specified by law;D. Submissions of official transcripts for any College/University previously attended, TxCHSE or High Schooltranscript.Note: Students who have an interruption or break in theirenrollment at TSTC and return later to complete theirprogram of study may be required to update their programof study due to changes in the curriculum or modality.Academic Fresh StartTexas Senate Bill 1321, entitled “Right to an AcademicFresh Start,” allows a person who is a resident of Texas toapply for admission and not have coursework completed10 or more years prior to the date of anticipatedenrollment included as consideration in the admissiondecision. This allows the student to begin a new course ofstudy with a clear academic record.A. This is an all-or-nothing option. Students are not ableto pick and choose which courses to ignore and whichcourses to count. This option clears only the student’sacademic record. If the student chooses the “AcademicFresh Start” option, the student does not receive anycredit for any courses taken 10 or more years prior tothe re-enrollment. This means that:1. Courses taken previously cannot be used to fulfillnew prerequisite requirements.2. Courses taken previously cannot be countedtoward a new degree.3. Courses taken previously will not be counted inthe student’s GPA calculation.B. The student must still complete the usual admissionsprocess, including providing information on allcolleges or universities previously attended andprovide official copies of transcripts from all schoolsattended.C. Once the “Right to an Academic Fresh Start” provisionhas been claimed, and the student has enrolled, theprovision cannot be reversed.tstc.edu

10 Tuition and FeesNote: Academic Fresh start does not apply to theStandards of Academic Progress for Financial Aid.Therefore, students may not qualify for financial aidbased on prior academic performance.Registration for ClassesAfter the above requirements are met and the requiredprocedures completed, students may register for creditclasses. Consult with your faculty advisor, enrollmentcoach or program enrollment coach and review theTSTC course schedule for more information on theseclasses. Registration for Workforce Training & ContinuingEducation programs are different from those described inthis section. Contact the Workforce Training & ContinuingEducation Office for more information.TSTC reserves the right to cancel a scheduled classdue to insufficient enrollment, instructional capacityor other institutional need. TSTC will notify students ofcancellations and issue refunds for canceled classes.The cost of attending TSTC varies depending on a varietyof factors, such as a student’s residency status, whetheror not the student lives on campus, the program of studyand any other services that the student may need. TheFinancial Assistance section of this catalog defines thetypes of financial aid that may be available to help paythese costs. This assistance can help provide the financialsupport students need for tuition, housing, books andother educational items. It is not intended to completelyfund a student’s education.The tuition and fees information in this catalog is subjectto change without notice.TuitionA student’s tuition is determined by residency status, thenumber of hours taken, the type of course and/or program,and whether the courses are for college credit or forcontinuing education or workforce training. Tuition ratesare subject to change on a semester-by-semester basis asapproved by the Board of Regents.Change of Personal InformationStudents are responsible for maintaining accuratepersonal information on their educational records toensure communication with college departments. Officialchanges to personal information are made at the StudentResource Center on a Data Change Form although changesof address, email address, and telephone numbers may bemade online through WebAdvisor. Some changes requireadditional documentation as outlined below. All changesare processed immediately upon receipt.Name changes must be completed in person at theStudent Resource Center. Students must provide legaldocumentation, such as an original marriage license orcertificate, passport, court order, divorce decree, birthcertificate or naturalization papers. A driver’s license orSocial Security card will not be accepted. Name changesfor graduation candidates must be completed by thecensus date of the semester the student is eligible forgraduation.Social Security number changes must also be completedin person at the Student Resource Center.
