The programreceived approval with a report due.ABOUT THE COLLEGERedlands Community College is a fully accredited twoyear college in the Oklahoma State System of HigherEducation. The College was founded in 1938 under theauspices of El Reno Public Schools, District I-34 and wasoriginally housed in the basement of El Reno HighSchool. It also provides the basis to analyzedifferences and commonalities among people, ideas,aesthetic traditions, and cultural practices to includeintercultural competence, knowledge of civicresponsibility, and the ability to engage effectively inlocal, regional, national, and global communities.QUANTITATIVE LITERACYQuantitative literacy is an aggregate of skills,knowledge, beliefs, and problem-solving skills needed toengage effectively in quantitative situations involvingthe processing of data and new material in fields insideand outside of mathematics. This knowledge basefacilitates logical reasoning, critical thinking, and validproblem-solving approaches which can be appliedacademically, personally, and professionally.8

Non-High SchoolGraduates, see page 9.RESIDENCE REQUIREMENTSResident of OklahomaA resident of Oklahoma is one who has lived continuouslyin Oklahoma for at least 12 months duration and whosedomicile is in Oklahoma. A person’s domicile is his or hertrue, fixed, permanent home or habitation. It is the placewhere the person intends to remain and to which he or sheexpects to return. A person can have more than oneresidence, but only one domicile. Domicile has twocomponents–residence and the intention to remain. Whenthese two occur, there is domicile.Nonresident of OklahomaA nonresident of Oklahoma, in order to be eligible foradmission to any institution in the Oklahoma StateSystem of Higher Education, (a) must be a graduate of ahigh school accredited by the appropriate regionalassociation or by an appropriate accrediting agency of hisor her home state and (b) must have participated in theAmerican College Testing program or a similarlyacceptable battery of tests.Nonresident of OklahomaA nonresident of Oklahoma is an individual who has notresided in Oklahoma for the last 12 months and has notestablished a domicile in Oklahoma; a person whose onlypurpose to be in Oklahoma is to attend school.Course Placement Testing RequirementsAt Redlands Community College we want to help yousucceed, and part of your success as a college studentdepends on enrolling in courses that match your abilitiesand skills. Course Placement testing prior to enrollmentmay be required for students who do not meet requiredentry-level skills or prerequisites for college-level Englishand/or mathematics courses.Permanent ResidentAn individual who is not a citizen of the United Statesmay become eligible for classification as an Oklahomaresident, provided he or she holds permanent residentstatus as defined by the Immigration and NaturalizationService, evidenced by the issuance of a green card; he orshe also has resided in Oklahoma for at least 12consecutive months following issuance of the green card.Redlands Community College uses ACCUPLACER , acomputerized assessment tool that identifies a student’sEnglish, arithmetic and algebraic skills. Our assessmentis only open to students who have submitted theirapplication and intend to enroll at Redlands CommunityCollege.Burden of ProofThe burden of proof of residence status or domicile shallbe upon the applicant. Students filing an appeal forreclassification of his or her status shall do so on theChange of Residency form provided by the Registrar’sOffice.Course Placement testing results are only one of thefactors that helps advisors determine the first semesterEnglish and/or mathematics courses a student should beenrolled in at Redlands Community College. Ouradvisors may also consider the following multiplemeasures: High school transcripts and/or high school GPA Previous success and/or completion of collegelevel coursework Highest level of English and/or math completedMembers of the armed forces, along with their spousesand dependent children, who provide evidence that theyare full-time active duty in the armed forces stationed inOklahoma or temporarily present through military ordersshall be classified upon receipt of an application ofreclassification for in-state status. When members, theirspouses, and dependent children are transferred out- ofstate, they shall continue to be classified as in-state as longas they remain continuously enrolled.Transfer Students from an Oklahoma CollegeStudents who transfer from other higher educationinstitutions to Redlands Community College must submitOFFICIAL transcripts from all institutions attended.Course descriptions and/or syllabi are required uponrequest. Students who have earned 32 or more semesterhours of college credit will not be required to submit ahigh school transcript or GED scores.CRITERIA FOR ADMISSIONResident of OklahomaAny resident of Oklahoma who (a) is a graduate of anaccredited high school and/or (b) has participated in theAmerican College Testing program or a similarly9
Catalog 2020-2021 Redlands Community College Section I-General Information A high school student admitted under these provisionsmay enroll in a combined number of high school andcollege courses per semester not to exceed a full-timecollege work load of 19 credit hours.Each resident undergraduate must meet retentionstandards at Redlands Community College asspecified in this catalog. See Academic Information–Scholastic Requirements for Continued Enrollment.Resident undergraduates who do not meet the Collegeretention standards may be admitted on aprobationary basis. A student will be allowed tocontinue on a probationary basis if he or she achievesa minimum 2.0 GPA. A student who achieves theCollege retention standards for all college coursesattempted will be removed from probation.Non-High School GraduatesAny adult resident of Oklahoma (18 years of age or older)who has had his or her high school education interruptedbefore graduation is eligible for admission as a specialstudent to Redlands Community College as follows: Transfer Students from Out-of-State CollegesOfficial transcripts of record from colleges or universitiesaccredited by the Higher Learning Commission of theNorth Central Association of Colleges and Schools orother regional associations will be given full value andmust be submitted with an application for admissionalong with ACT/SAT scores. Students who have earned32 or more semester hours of college credit must onlysubmit OFFICIAL college transcripts from each collegeattended, but they may be required to take placementexaminations before enrolling in reading intensivecourses, College Algebra or English Composition I. The admission will be probationary for a period of twosemesters. If, at the end of that time, he or she has madesatisfactory progress (see retention standards), he or shemay continue to enroll as a regular college student.Non-Degree Seeking StudentsStudents who wish to enroll in courses without intendingto pursue a degree may be permitted to enroll as a nondegree seeking student in up to
