ContextAccreditation is a voluntary system of quality assurance based on peer review.Accreditation provides external validation of the integrity and quality of IWU’s academicprograms, in the case of disciplinary accreditation, and validation of institutionalsystems and processes in the case of institutional accreditation. Accreditation ensuresthat IWU is following good practice as understood by the larger higher educationcommunity.IWU as an institution is accredited by the Higher Learning Commission, recognized bythe U.S. Department of Education as a gate keeper for participation in Title IV federalfinancial aid.The Accreditation LandscapeRegional accreditation dates from the late 1800’s when colleges began to band togetherto hold one another accountable to best practice and to certify institutional integritythrough the establishment of accreditation standards. Eventually, seven suchassociations covered the regions of the United States, hence the term “regionalaccreditation.” Trade schools tended to gather by academic focus rather thangeography, leading to the development of “national” accrediting agencies in parallel tothe regional accrediting agencies. Recently, the Department of Education has removedthe regional restrictions on the regional accreditors, setting them free to determinetheir own geographical scope of operations. There is no longer a distinction betweenthe “regional” and “national” accrediting agencies and the Department of Educationexpects all of the agencies to be in competition with one another to the extentpermitted by their individual missions. This is a significant change for the formerlyregional agencies which historically pursued cooperation rather than competition. Thiscooperation continues in careful moderation through the now-inappropriately-namedCouncil of Regional Accrediting Commissions.Accreditation was independent of governmental regulation until the 1950’s when GI Billfederal financial aid eligibility was linked to accreditation. Since that time, federalfinancial aid has become more and more prevalent, as has federal influence overaccreditors and schools.Accrediting agencies are held accountable in at least two ways. The first, as mentionedabove, is through federal recognition. To serve as a gate keeper for participation infederal financial aid programs, an accreditor must apply for recognition by the U.S.Department of Education. Applicant accreditors are reviewed by the National AdvisoryVersion: 2022-03-21Page 3 of 30

Committee on Institutional Quality and Integrity (NACIQI). Recognized accreditors arealso reviewed by NACIQI on a regular basis. The second accountability mechanism foraccreditors is recognition by the Council for Higher Education Accreditation (CHEA).CHEA recognition is not required for Department of Education recognition, but bothmechanisms serve to assure the integrity and value of the accreditation granted toschools and programs.Version: 2022-03-21Page 4 of 30

Just as there are diploma mills that sellmeaningless credentials, there are accreditation mills that peddle meaninglessaccreditations - being listed with CHEA certifies that an accrediting agency is legitimateand of reliable quality.
