NFPA 3and 4 have entered the Annual 2014 revision cycle and will produce 2015 Editions. Thepurpose of this meeting is to resolve all of the Public Inputs (formerly referred to as“Public Proposals”) that have been submitted for NFPA 3 and 4. Staff referenced e-mail packet sent prior to the meeting (and resent upon request) for Agenda of themeeting.4. Motion was made to approve the minutes from the prior Orlando meeting. Motion seconded andminutes approved.5. Chair introduced Kathleen Almand, Executive Director NFPA Research Foundation to discuss currentproject on Inspection Testing and Maintenance (ITM) frequencies. A meeting was held at NFPA onJune 24, of which several NFPA 4 committee members attended. She noted that CaliforniaPolytechnic State University (Cal Poly) was hired to investigate this process and rationalize thedetermination of ‘test frequency’. This project is scheduled to be completed in October 2012. Theproject minutes and updates will be sent to NFPA staff for distribution to the committee.6. Chair introduced NFPA VP of Engineering, Chris Dubay, to review new NFPA process. Handoutswere distributed: 3 pages- page 1 old process - proposals through document issuance, page 2 reengineered - input through document issuance, page 3 - re-engineered valid floor motions(NITMAMs) old vs. new. Demonstrated how to submit public input using the new process. Can edita chapter at a time or a section. It compares the changed data and then brings back the legislativetext for you. The document is then provided in a customized view for the user. Currently acceptingboth methods old and new, but plan to move to the new process only in the future.7. Staff introduced Paul Crossman, NFPA business department who provided an overview on NFPAcertifications. Four current NFPA certifications: Certified Fire Protection Specialist (CFPS), FireInspector 1, CFPS2, and Plan Reviewer. There has been an interest for CxA and ITA, but needs agood demand quantity and then experts to write questions and test information. Staff asked if thePage 1 of 2

5.26.27.committee thinks NFPA needs to invest more time on certifications. General discussion about thisby the committee.Staff announcement was made regarding Council direction. The NFPA 4 document is to focus onintegration and interconnections and NOT testing or modifying the original standard//code.There should be no performance relating to the individual system, only the integration orinterconnections.Chair noted Standards Council decisions regarding NFPA 72 subject on testing Emergency ControlSystem interface device. Comments regarding requirements of reconnection of circuit, verifyproperly connected in NFPA 72, yet testing or verification of the interface is in question. Expectedresolution of this decision in next few months.Task group status reports were presented. Staff noted that he will draft any work completed at thismeeting as committee statements, 1st revision.Kim Gruner presented the task group work update for draft sections 4.4-4.6. Staff made livemodifications throughout committee discussion. Committee determined the task group still needs towork on the ITA Qualifications.David Hague presented task group report for Test Plan section. Dave noted ‘SAMPLES’ will go inthe annex. There are likely others, but these are a set of possible examples.Chair requested discussion regarding draft 4.3 Periodic testing. Discussion whether to delete, use 5years, or change to 10 years. The committee resulted in striking the 5 year requirement (19 votingmembers: Majority voted for deleting/moving to annex with 8 voting against deleting). The ‘Plan’ iswhere this time frequency can be created based on more facts about the installation and risk.Committee moved the 5 year requirement to an Annex recommendation until other substantiateddata supporting a frequency is established.Chair requested a Task group created to develop a plan based on Risk Analysis, to identify why andwhat triggers. Task group volunteers - Bruce Campbell (chair), David Frable, Jeff Van Keuren, DanFinnegan, Cecil Bilbo. Also need annex to 4.3.3. Staff identified there have been more calls on thissection than any others.Broke into task groups at 4:40PM.Day 2, July 26, 2012. Call to order 8:04AM. Task group break out. Chair requested task groups toidentify ‘new systems captured, but are existing systems captured?’Full committee re-grouped at 9:49 AM.Art Black presented task group report for Chapter 1. Committee discussion regarding retroactivity,Log #8. Resulted in vote to remove task group work on adding Retroactivity. 22 voting members.15 voted to remove the task group added 1.4 Retroactivity. 4 voted to keep it (3 abstain).Bruce Campbell presented task group regarding Risk Analysis. A vote was requested to removeAHJ from this section. 11 voted to strike, 7 voted to keep.There is a Chapter 2 public input, but NFPA 25 is not currently referenced in the document so willnot be added at this time.Bob Schifiliti presented Chapter 3 task group updates. Determined to leave TESTING definition ‘asis’ yet the task group will continue to work on this section (Log #78)Kim Gruner presented chapter 4 task group updates. A vote was requested again for A.4.3.1regarding 5 years in the Annex. 10 voted to keep in annex. 5 against keeping.Bill Koffel presented Chapter 5 task group updates. Committee deleted 5.2.5 as it treads onindividual standard requirements. Voted overwhelmingly to delete, along with Annex.Bill Koffel also presented Chapter 6 task group updates.Chair reminded council’s directive regarding infringement upon individual standard requirements.He asked committee and task groups to identify anything that infringes upon the individualdocuments (similar to committee action on draft 5.2.5 deletion).Chair requested committee discussion regarding NFPA 3 moving to a Standard. It will be the firstitem on the table for discussion at the next committee meeting when moving to NFPA 3 work.Committee requested obtaining responses from those that have USED the document. Staff noted acouple companies that mentioned using it. Most inquiries note that it is not descriptive enough andthey desire more framework. Several inquiries to NFPA also struggle developing the ‘team’. A formis not provided, so they want samples. An NFPA 3 Handbook is coming out this fall, developed by agroup from our Committee (Cecil Bilbo, Doug Fisher and Dave Hague).Chair asked for international point of view. Pascal Pfeiffer noted European acceptance with 3 aseither Recommended Practice or Standard. He identified the need for NFPA 4 as Standard.Possible wait for another revision period on NFPA 3 before moving to Standard.Page 2 of 2

DeVore, State Farm InsuranceDelete Chapter 7 as shown:Chapter 7 Integrated System Testing7.1 General.7.1.1 This chapter applies to the testing of integrated systems provided for fire protection or life safety.7.1.2 Personnel responsible for integrated testing should meet the qualifications listed in 4.2.8 for ITa.7.2 Test Frequency.7.2.1* In new construction, integrated testing of fire protection and life safety systems should occur following:(1) Verification of completeness and integrity of building construction(2) * Individual system functional operation and acceptance as required in applicable installation standards tests(3) Completion of pre-functional tests of integrated systems7.2.2 Existing fire protection and life safety systems should have periodic integrated testing.7.2.2.1 Integrated systems that were commissioned upon installation in accordance with Chapter 6 should haveintegrated testing at the interval specified in the commissioning plan.7.2.2.2 For integrated systems that were not commissioned, an integrated testing plan should be developed to identifythe appropriate extent and frequency of integrated system testing.7.2.3 In addition to periodic integrated testing, integrated system testing should be done when any of the followingevents occurs:(1) New component fire protection or life safety systems are installed and interconnected to existing fire protectionand life safety systems.(2) Existing fire protection or life safety systems are modified to become components of interconnected systems.(3) Interconnections or sequence of operations of existing integrated fire protection and life safety systems aremodified.7.3 Test Method.7.3.1* Integrated testing should demonstrate that the final integrated system installation complies with the specificdesign objectives for the project and applicable codes and standards7.3.2* Integrated testing of fire protection and life safety systems should verify the interconnections function properly.7.3.3* During integrated testing, equipment should be tested in accordance with the applicable installation standard toverify syste
