It provides students and employees of Spartan College with information on: theCollege’s security arrangements, policies and procedures; programs that provide education on such thingsas drug and alcohol abuse, awareness of various kinds of sex offenses, and the prevention of crimegenerally; and procedures the College will take to notify the campus community in the event of anemergency. Its purpose is to provide students and employees with information that will help them makeinformed decisions relating to their own safety and the safety of others.This report is prepared by the Campus Director/President in cooperation with local law enforcementauthorities and includes information provided by them as well as by the College’s campus securityauthorities and various other elements of the College. Each year an e-mail notification is made to all enrolledstudents that provides the web site to access this report. Faculty and staff receive similar notifications. As a member of the campus community, you can feel safe andcomfortable knowing that security procedures are in place that represent best practices in the field, and areconstantly tested and re-evaluated for their effectiveness.II.Policies Concerning Campus Law Enforcement Authority of Campus SecurityPersonnelThe College does have on campus security, the security personnel at the College will work closely with theTulsa Police Department, Tulsa Sheriff’s Department, and other state, federal, or local law enforcementagencies. The security staff are armed officers that are Oklahoma CLEET (Council of Law EnforcementEducation and Training) certified. Campus Officers are authorized to detain, make arrests, and take intocustody, persons guilty of unlawful conduct or trespassing within property owned or leased by SpartanCollege (Oklahoma State statute §59-1750.2). Students, employees and visitors of the College, whethervictims or witnesses of crimes, are encouraged to voluntarily, promptly and accurately report all criminalactivity to the designated Campus Security Authorities (as listed below), in the event that a Campus SecurityAuthority is not available, to any other College employee.The College does not have an on campus police department. The college does not have any writtenmemoranda of understanding (MOU) or any other written agreement with law enforcement agencies toassist in investigation of alleged criminal offenses. Students, employees and visitors of the College, whethervictims or witnesses of crimes, are encouraged to voluntarily, promptly and accurately report all criminalactivity to the designated Campus Security Authorities (as listed below), in the event that a Campus SecurityAuthority is not available, to any other College employee.Date: 10/01/2021

If the alleged victim is deceased as a result of such acrime or offense, the next of kin of such victim shall be treated as the alleged victim for purposes of thisparagraph.Date: 10/01/2021

Spartan College Annual Security ReportPage 5III.Policies on Reporting a Crime or EmergencyAll criminal actions, accidents, injuries, or other emergencies occurring on campus must be immediatelyreported as follows:Situations that pose imminent danger or while a crime is in progress should be reported to locallaw enforcement by calling 911 from any campus phone or cell phone. Keep in mind that theindividual making the call from a cell phone will need to provide the address where the emergencyhas occurred. After making the 911 call, also make a report to one of the campus securityauthorities identified above.Students, staff, and visitors should report criminal actions, accidents, injuries, or other emergencyincidents to one of the campus security authorities identified above. Once reported, the individualmaking the report will be encouraged to also report it to appropriate police agencies. If requested,a member of the College staff will assist a student in making the report to the police.Anonymous incident reports can also be made to the Campus Security Authorities or the College’sEthics hotline (Lighthouse Services) online at www.lighthouse-services.com/spartan or by calling844-960-0004 (English speaking students/staff) or 800-216-1288 (Spanish speakingstudents/staff).Any incident that is associated to Sexual Harassment, Dating Violence, Domestic Violence,Stalking, and Retaliation will follow the established guidelines set within the campus Title IX Policyand Procedures. Including investigating and responding to complaints, availability of supportivemeasures and the campus disciplinary actions, see Any victim of a crime who does not want to pursue action within the College disciplinary system or thecriminal justice system is nevertheless encouraged to make a confidential report to a campus securityauthority or through the College’s incident reporting system (Lighthouse Services). Although confidentialitycannot be guaranteed in every case, to the extent possible every effort will be made to preserveconfidentiality. With the victim’s permission, that official can then file a report of the details of the incidentwithout revealing the victim’s identity. Such a confidential report complies with the victim’s wishes, but stillhelps the College take appropriate steps to ensure the future safety of the victim and others. With suchinformation, the College can keep an accurate record of the number of incidents involving students,determine where a pattern of crime may be developing and alert the community as to any potential danger.These confidential reports are counted and disclosed in the annual crime statistics for the College.The College does not have any policies or procedures that encourage pastoral counselors; if and whenthey deem it appropriate, to inform the individuals that they are counseling of any procedures to reportcrimes on a voluntary, confidential basis for inclusion in the crime statistics contained in this Report.The College has no officially recognized student organizations with off-campus locations. However, ifcriminal activity occurs while students are attending school sponsored events or training off campus, thereporting procedures are the same as those stated above.Any student or employee who is the victim of stalking or has a restraining order against another individual(whether or not that individual is also a student or member of the campus community) is highly encouragedto notify a campus security authority of the threat and to provide a copy of the restraining order so that itmay be enforced, if necessary.The College is committed to preserve evidence and records, including electronic documents that arerelevant to a pending or potential claim or action.Date: 10/01/2021

Spartan College Annual Security ReportPage 6Crime Reports (Incidence Reports)- ProcedureThe Campus Director/President will oversee the Campus Security Authorities (CSA’s).All CSA’s will be required to gather, report, and provide information on any crimes reportedthroughout the year.All crime report information must be submitted to the Campus Direct/President or appointedauthority (follow timely warning and/or emergency notification protocols).CSA’s who don’t have crimes to report can be asked to document this in writing. This could be assimple as writing a statement that reads, “From to I was not aware of, and did notreceive, any reports of criminal incidents, arrests or disciplinary actions for Clery Act crimes.”CSAs must indicate if they do not have any crimes to report(s) for the specific timetable requestedperiod.Recommendation; update the job descriptions of individuals at your institution who are designatedas a CSA. Make this designation an official part of their job description so that they know what’srequired of them.If applicable, forward copies of the crime reports to your campus security department.All crime report information must be entered within the campus daily crime log.Keep documentation of all crime reports.Reporting Dating Violence, Domestic Violence, Sexual Assault or Stalking - ProcedureIf a sexual assault occurs, the most important step is to get to a safe place, safety is our number oneconcern.Any incident that is associated with any of the above subjects, the campus will follow the establishedguidelines set within the campus Title IX Policy and Procedures. This will include investigating andresponding to complaints, availability of supportive measures and the campus disciplinary actions.It is important for the victim to preserve all evidence, doing this may assist in proving that the alleged criminaloffense occurred or may be helpful in obtaining a protection order.After an incident of sexual assault, dating violence, domestic violence, or stalking the victim should considerseeking help from law enforcement and/or medical attention as soon as possible. The student should reportto the local Medical Center or another nearby care facility. Evidence may be collected even if you choosenot to make a report to law enforcement and the evidence can be kept with a case identification numberseparate from the name of the victim.If physical injuries, take photos and date stamp the photos.Additional actions, do not; Bathe, or Douche, or Smoke, or Change clothing, or Clean the bed/linen/area of assault Save any of the following;o text messages, instant messages, or other social networking.Date: 10/01/2021

Spartan College Annual Security ReportPage 7oooCommunicationsPicturesLogs or other copies of documents.Any victim that does not opt for forensic evidence collection, health care providers can still treat injuries andtake steps to address concerns of pregnancy and/or sexually transmitted infections.As time passes, evidence may dissipate or become lost or unavailable, thereby making investigation,possible prosecution, disciplinary proceedings, or obtaining protection from abuse orders related to theincident more difficult. If a victim chooses not to make a complaint regarding an incident, they neverthelessshould consider speaking with Campus Security or other law enforcement to preserve evidence in the eventthat the victim decides to report the incident to law enforcement or the College at a later date to assist inproving that the alleged criminal offense occurred or that may be helpful in obtaining a protection order.The victim, student, or employee will have the option to notify law enforcement authorities about the offense,the option to be assisted by campus authorities in notifying law enforcement, and they have option to declineany notify to such authorities. The institution will provide appropriate and specific contact information forthe authorities,Reporting an incident may vary by jurisdiction. Submit your report sooner than later, as you wait the detailsare not as clear. You will need to write down your recollection of the incident and note as many details aspossible. Focus on the facts, date, time and location. Do not write down what you think might havehappened, only the facts.Any student or employee who has an order of protection, no-contact order, restraining order or similar orderissued by a civil, criminal or tribal court should bring it to the attention of the Tilie IX Coordinator or applicablecampus Deputy Title IX Coordinator and provide a copy of the order so that appropriate campus securityauthorities may be aware of its existence and help ensure its enforcement.The Institution may employ one of these measures that may include the following: Orders of protection, including no-contact orders, restraining orders, or similar lawful orders issuedby a criminal, civil or tribal court, or by the institution; Transportation assistance or security escorts; Modifications to academic requirements or class schedules Changes in living or working accommodationsIV. Educational Programs Related to Security Awareness and Prevention of CriminalActivitySpartan College seeks to enhance the security of its campus and the members of the campus communityby periodically presenting educational programs to inform students and employees about campus securityprocedures and practices, to encourage students and employees to be responsible for their own securityand the security of others and to inform them about the prevention of crimes. A description of thoseprograms and their frequency of presentation follows:The College sponsors at least one annual safety, security awareness and crime prevention event.These safety events are intended to enhance the campus community’s awareness of theirresponsibility for their own safety and the safety of others. Similarly, the security awareness andcrime prevention events focus on educating the campus community on security and crimeprevention measures. Spartan College Annual Security ReportPage 8Security and safety procedures are discussed with new and continuing students and staff withineach individual department of the school at the beginning of term. This includes encouragingstudents to be alert to security situations and to assist the school in preventing crimes fromoccurring through awareness and communication. Students are highly encouraged to developand present their own crime prevention programs to other students and staff.Employees and students are informed about the prevention of crimes through writtencommunication from school management, via campus postings, email distribution, or internetposting.V.Building SecurityThe campus facilities are accessible to members of the campus community and visitors during normalbusiness hours Monday through Friday, and for special events over the weekend. Access during nonbusiness hours must be coordinated through the office of Student Support. Exterior doors are locked andsecured each evening by designated campus staff. Buildings are secured according to evening andweekend hour class times.Residential housing is limited to campus residential students and campus staff only.Spartan College has installed CCTV units on campus in the effort to further detect and enforce campussafety and security measures. Although students and staff are hereby notified that these surveillancecameras will be operational in public spaces on our campus, you are also assured that Spartan Collegefollows the Department of Homeland Security guidelines for the prohibition of sharing of these files withthird parties, and will periodically destroy non-evidentiary film on a basis consistent with these guidelines.Students and employees are asked to be alert and to not circumvent security measures that are meant topreserve their safety and that of others:Do not prop doors open or allow strangers into campus buildings that have been securedDo not lend keys or access cards to non-students and do not leave them unattendedDo not give access codes to anyone that does not belong to the campus communityKeys to the offices, laboratories, and classrooms on campus will be issued to employees only as neededand after receiving the proper authorization. Each department supervisor is responsible for assuring his/herarea is secured and locked.Employees must adhere to policies stated in the Policies and Procedures Manual regarding unauthorizedaccess to school facilities, theft of, or damage to, school property, or other criminal activity. In particular,rendering inoperable or abusing any fire prevention or detection equipment is prohibited. Violation of thesepolicies may lead to disciplinary action, up to and including termination and the filing of charges with lawenforcement authorities.All individuals entering the building, who are not current students or staff, must check in with the front deskreceptionist. Employee and student identification cards may be used to verify the identity of personssuspected to be in the building without permission.Security also is a consideration in maintaining campus facilities. For example, maintenance personnelregularly check to ensure pathways are well lighted and that egress lighting is working in hallways andstairwells.All campus security and safety protocols and procedures will be applied to the campus and residentialhousing.Date: 10/01/2021

Spartan College Annual Security ReportPage 9VI.Timely WarningsIn the event of criminal activity occurring either on campus or off campus that in the judgment of the CampusDirector/President or other designated College official constitutes an ongoing or continuing threat, acampus-wide “timely warning” will be issued. Examples would be a rash of motor vehicle thefts or sexualassaults in the area that merit a warning because they present a continuing threat to the campuscommunity. This warning will be communicated to students and employees by phone, text or email to thestudent’s and/or employee Spartan email account.Anyone with information warranting a timely warning should immediately report the circumstances toCampus Director/President or Campus Academic Dean.VII. Emergency Response and Evacuation ProceduresThe College has an emergency management plan designed to ensure there is a timely and effectiveresponse in the event of a significant emergency or dangerous situation occurring on campus involving animmediate threat to the health or safety of members of the campus community. Such situations include, butare not limited to: tornadoes, bomb threats, chemical spills, disease outbreaks, or armed intruders. SpartanCollege has communicated with local police requesting their cooperation in informing the College aboutsituations reported to them that may warrant an emergency response. Students, staff and visitors areencouraged to notify the Campus Director/President and Campus Academic Dean of any situation thatposes such a threat.The Campus Director/President and Campus Academic Dean will access available sources of informationfrom campus administrative staff and local authorities to confirm the existence of the danger and will beresponsible for initiating the College’s response and for marshaling the appropriate local emergencyresponse authorities for assistance. Depending on the nature of the emergency, other College departmentsmay be involved in the confirmation process.Once the emergency is confirmed, the College community, or appropriate segments of it, will be notified.The Campus Director/President in collaboration with other appropriate personnel, will determine whoshould be notified and will, without delay, and taking into account the safety of the community, determinethe content of the notification and initiate the notification system, unless issuing a notification will, in theprofessional judgment of responsible authorities, compromise efforts to assist a victim or to contain,respond to or otherwise mitigate the emergency. Depending on the segments of the campus the notificationwill target, the content of the notification may differ. When appropriate, the content of the notification will bedetermined in consultation with local authorities. Also as appropriate, the notification will give guidance asto whether its recipients should shelter in place or evacuate their location.The Campus Director/President will direct the issuance of emergency notifications, which will beaccomplished using one or more of the following means, depending on the nature of the threat and thesegment of the campus community being threatened:Mass Communication System: The College has a mass emergency communication system thatcan send messages to all faculty, staff and students. The Rave Mobile Safety system allowsSpartan College administration or emergency response personnel the ability to send all students,staff and faculty time-sensitive information about unforeseen events and emergencies using voice,email and text messaging. This system will be used to broadcast pertinent information and providedetails on appropriate response.Emergency Signage: Emergency signage may be placed by designated College officials along thecampus perimeter and throughout the campus to alert students, faculty and staff to campusevacuations, closures, partial closures or testing of emergency communications. The signs includeflat screen monitors or laminated signs located throughout the campus.Date: 10/01/2021

Spartan College Annual Security ReportPage 10The Campus Director/President works with local law enforcement to notify the surrounding communities ofsituations that pose a threat or danger to the larger community.Spartan College tests its emergency response and evacuation procedures at least once a year. Also, atvarious times the Emergency Management Team will meet to train and test and evaluate the College’semergency response plan. The Campus Director/President maintains a record of these tests and trainingexercises, including a description of them, the dates and times they were held and an indication of whetherthey were announced or unannounced. In connection with at least one such test, the College will distributeto its students and employees information to remind them of the College’s emergency response andevacuation procedures.A.Building ClosuresClosure of campus facilities during periods of inclement weather, power outage, or other emergencies willbe determined by the Campus Director/President or his/her designee. The decision to close will only bemade under those extreme conditions which pose an immediate health/safety hazard to members of thecampus community.The options for closure are:Closed for the day and eveningClose at a time determined by the Campus Director/President or Academic DeanWeather-related closure decisions will be made as early as possible to permit adequate communication toall affected parties. Authorized individuals will notify the media to publicize the closure.General notification and mass communication of the campus closure will be conducted via phonemessages, text, email and/or voice alert notices.B.Building Lock-DownsIn the event of imminent danger if members of the campus community were to leave the safety of the facilitythey are in, the following procedures will be implemented:Campus security authorities determining that there are precautionary reasons to order a lockdown will give the command via verbal and text phone messaging.Campus facilities staff will lock exterior entrances. Students and staff are to remain in theclassrooms. Students and staff that were in common areas should proceed to the closestclassroom. Each faculty member will make certain that their classroom remains secure, withclassroom doors closed and lights turned off.No one should allow access to the building once it has been secured, as this will compromisethe safety of those inside.All individuals should stay away from doors and windows, stay quiet, and keep movement to aminimum.Building occupants are free to leave the location they were in ONLY when faculty, police and/orfacilities staff has given the “all-clear” signal.Date: 10/01/2021

In theevent an evacuation is ordered, the following procedures will be followed:Students and staff should shut off any equipment they are working on and if possible, unplugelectrical connections from outlets.Staff and students should proceed to the nearest exit, making sure they have collected theirbelongings, as they may not be allowed back into the building once it has been evacuated.Faculty/staff in each classroom will ensure that any individuals that need special assistanceare aided in safely exiting the building.Faculty and staff will proceed with students to the outside assembly area, and shall account forall of the occupan
