IntroductionWelcome to Fort Bend Independent School District. In addition to being the largest employer in Fort Bend County,Fort Bend ISD is also situated in one of the fastest growing counties in the nation. Families from around the worldmove here daily, drawn by the District’s reputation of providing students with a quality education.Fort Bend ISD focuses on making a positive and significant difference in students’ academic performance, whilestressing achievement and excellence at all levels. The District’s curriculum is balanced with extracurricular activitiesthat offer students the opportunity to explore their various interests as well as develop and sharpen their skills andtalents. District Information Our BeginningsWhat began on April 18, 1959, as the consolidation oftwo small school districts, has grown today into theseventh largest public school District in Texas (out of1,037). When Board members in the Missouri Cityand Sugar Land school districts made the decision toconsolidate, it was to ensure that their schools couldoffer students the best educational opportunitiesavailable. Today Fort Bend ISD carries on thatmission. District Financial Recognitions and AwardsThe district’s Business and Finance staff has beenpresented several awards in past years that recognizeFBISD’s sound financial reporting and budgetingpractices. For the 11th consecutive year, FBISD hasbeenawardedtheCertificateofAchievement for Excellence in FinancialReporting by the Government FinanceOfficers Association, and the Certificate ofExcellence in Financial Reporting Award bythe Association of School Business OfficialsInternational. FBISD is proud to have received a fifthconsecutiveratingof“SuperiorAchievement” under Texas’ Schools FIRSTfinancial accountability rating system. TheSuperior Achievement rating is the state’shighest, demonstrating the quality of FortBend ISD’s financial management andreporting system. FBISD earned the Government FinanceOfficers Association Distinguished BudgetPresentation Award*, and the Association ofSchool Business Officials InternationalMeritorious Budget Award for severalconsecutive years. Only one percent of theschool districts in Texas received theseawards.*The awards are based upon evaluation of aComprehensive Annual Financial Report, andrepresent the district’s commitment to the higheststandards of financial reporting. Accolades All Around!Among its many honors, Fort Bend ISD had 72National Merit Scholarship Semi-finalists in 2008 andthe FBISD graduates of the Class of 2008 receivedmore than 49 million in both academic and athleticcollege scholarship offers. Other honors include: The U. S. Secretary of Education Spellingsannounced recently that Fort SettlementMiddle School is a 2008 No Child LeftBehind – Blue Ribbon School. The schoolwill receive a special plaque and a flagsignifying its NCLB-Blue Ribbon Schoolstatus.FBISD and Head Start are part of 20 entitiesin Texas that participate in the Texas EarlyEducation Model Grant to strengthen earlychildhood programs.The Oliver Kids Team Program helps guideschools, communities, and programs increative/innovative solutions to helpchildren and families decrease health risksand increase healthful outcomes. Ourcommunity is the only one in Texas to havethis comprehensive four-year programprovided by a 1.5 million grant from theOliver Foundation to prevent obesity inchildren.Fort Bend ISD has a record number of 56outstanding music students who wereselected as 2008 All State Band, Choir, andOrchestra participants.Governor Rick Perry named Fort Bend ISDas the 2008 Fittest School District in Texasfor large school districts, and as recipient ofthe 2008 School District ChallengeGovernor’s Cup in the Texas Round-UpHealth and Fitness Initiative.Blue Ridge Elementary School and E. A.Jones Elementary School are recipients ofgrants awarded from the Texas EducatorExcellence Grants (TEEG) program. Thegrants program was created by the TexasLegislature to reward educators whodemonstrate the ability to achieve higherlevels of student academic performance attheir campuses. Blue Ridge received 60,000 and E. A. Jones, 120,000.Fort Settlement Middle School, Sugar LandMiddle School, Elkins High School andHightower High School are included in a listof 574 “top public schools” in Texas. Onlyseven percent of the state’s 7,908 publicschools made the list, based on thepercentage of economically disadvantagedstudents and high levels of achievement instudent test scores.First Colony and Fort Settlement MiddleSchools had five individual NationalChampions in the American MathematicsCompetition with approximately 2,000participating middle school studentsthroughout the nation.The America’s Promise Alliance selectedFBISD and Sugar Land as a winner of afirst-ever national competition to identifythe 100 Best Communities for YoungPeople.Solid Business and Community SupportSchool, business and community partnerships thathelp prepare students for success in a global tomorrowhave strong support in our community, include thefollowing:4

Business and community partners donatedmore than 4.8 million to educationalprograms with in-kind donations and directfinancial support in 2007-2008.Volunteers In Public Schools (VIPS)recorded over 210,000 volunteer hours inour schools last year. At 17.55 per hour (arate established by the Houston Associationof Volunteer Administrators), this is nearly 4 million in services donated to assiststudents.The Fort Bend Education Foundationawarded 303,409 for classroom grants in2007-2008 for innovative educationprograms. The Board is the policy-making body withinthe district and has overall responsibility for thecurriculum, school taxes, annual budget, employmentof the Superintendent and other professional staff, andfacilities.What Makes Us Different Makes Us Fort Bend ISDWe are proud of the fact that Fort Bend ISD is one ofthe most diverse school districts in Texas and in thenation. We are a majority-minority school district, andour students represent countries from around theworld. More than 80 different dialects and languagesare spoken by our students and their families. Allstudents and personnel are valued members of ourunique family and all play a significant role in oursuccess.Fort Bend ISD Meetings take place the second andfourth Mondays of most months in the Board Room ofthe Administration Building, 16431 Lexington Blvd.,in Sugar Land. Meetings begin at 7 p.m. and are opento the public. Called meetings are scheduled on an asneeded basis, although Texas law does allow theBoard to call an emergency meeting in a crisissituation.The Growth Continues!Fort Bend ISD continues to be one of the fastestgrowing districts in Texas. In 2007-08, we served67,000 students at 67 campuses. In 2008-2009, thedistrict is projected to serve more than 69,000students, and continues to add approximately 2,000new students each year. By 2010, the District isprojected to serve 75,728 students, and by 2015,projected to serve more than 88,000 students.In accordance with the Texas Open Meetings Act, theBoard has the privilege to meet privately in closedsession to discuss matters related to personnel, studentdiscipline, security, land acquisition or to consult withlegal counsel. No action, however, may be takenduring a closed session.To serve a growing population, Fort Bend ISD has 10high schools, 13 middle schools and 43 elementarycampuses. To address various vocational interests andspecial learning needs, the district also has a TechnicalEducation Center, the M.R. Wood AlternativeEducation Center, and the Progressive High School.Next year, the district will open four new campuses,one middle school and three elementary schools.To address the Fort Bend ISD Board of Trustees, anaudience participation form must be completed andturned in by 6:45 p.m. on the night of the BoardMeeting.This form is available online atwww.fortbendisd.com/board or from the CommunityRelations Department.In 2007-2008, FBISD opened four new schools:Crockett Middle School, Cornerstone Elementary,Mary Austin Holley Elementary, and Rosa ParksElementary. E. A. Jones has a newly rebuilt campusthat opened in August 2007.The seven-member Fort Bend ISD Board of Trusteescomprised of local citizens who provide an importantpublic service to the Fort Bend community, servingwithout compensation. In accordance with the TexasElections Code, FBISD calls Board elections for thesecond Saturday in May of each year. Trustees areelected to three-year terms on a rotating basis. Two areelected each year, one from each side of the district(Positions 1, 2, and 3 on the West, and Positions 5, 6,and 7 on the East). Also, every third year, the “atlarge” Position 4, is elected. The seven members ofour Board of Trustees are elected on by all residents ofthe District, and represent all residents of the District.This school year, the district opened two new schools:Lynn Armstrong Elementary School (located at 3440Independence Blvd.) and Jan Schiff ElementarySchool (located at 7400 Discovery Lane). MissouriCity Middle School and Quail Valley ElementarySchool were also rebuilt and re-open in 2008.5
