SUMMARYCONROE ISD FACTSThe Conroe Independent School District (CISD) is currently the 14th largest district in Texas and the 71st largestdistrict in the country. From 2003 to 2013, CISD gained approximately 16,000 students. To meet the needs relatedto this growth, the community passed two bond referenda, one in 2004 and one in 2008. From these two referenda,14 new schools were built along with numerous major additions. Also, CISD built an elementary school andcompleted several other major additions out of fund balance. CISD continues to experience heavy growth andcurrently has an enrollment of over 58,000 students. With growth in mind, in August of 2014, the Board of Trusteeshired Population and Survey Analysts (PASA) to complete a demographic study for CISD. That study has beencompleted and is on the district’s website. The study indicated that CISD’s heavy growth pattern will continue withexpected growth of between 1,400 and 1,700 students per year for the next five years and increasing even greaterafter that equating to the addition of approximately 8,000 students in the next five years. CISD is one of the largest and fastest growingdistricts in Texas, with a current enrollment ofover 58,000 students and approximately 7,000full-time employees.At the February 17, 2015 Board of Trustees’ Meeting, the Board of Trustees approved the 2015 Facilities PlanningCommittee, comprised of 23 community members, for the purpose of reviewing the district’s projected growthand instructional needs for the next three to five years. The Facilities Planning Committee was also chargedwith making a recommendation to the Board of Trustees to address those needs while impacting the tax rate asminimally as possible. CISD is one of only four districts in Texas thathas received 5 stars five years in a row onthe Comptroller’s Financial Allocation Studyof Texas Report, indicating high academicoutcomes with very low spending. CISD is projected to have an enrollmentof more than 66,000 students by the year2020 and is poised to take the next step inpreparing for the future.The Facilities Planning Committee met over a three-month period and made their recommendation to the Boardof Trustees at the June 16, 2015 Board of Trustees’ Meeting. That recommendation became the blueprint for the2015 CISD Bond Referendum. At the August 18, 2015 Board of Trustees’ Meeting, the Board of Trustees approveda 487,000,000 bond referendum for the November 3, 2015 election. The 2004 bond program wasoriginally projected to cost taxpayers 9.75 cents on the debt service tax rate. However, the actual impacton the tax rate was 3.75 cents (approximately 40% of the original projection).
