COMMUNITYThe Whitehall-Coplay School District is located in theTownship of Whitehall, which is in the central-eastern section ofPennsylvania on the Lehigh River adjacent to the northern borderof the City of Allentown in the Allentown-Bethlehem-EastonMetropolitan Area (the Lehigh Valley).Whitehall Township is the second largest municipality in LehighCounty by population. Covering an area of approximately 13.1square miles, the township is within a hundred miles of the citiesof Harrisburg, New York, and Philadelphia. In addition to thecity of Allentown and the Lehigh River, the township is boundedby the townships of North Whitehall and South Whitehall andthe Borough of Coplay. Principal unincorporated communitieslocated within the township are Allencrest, Egypt, Fullerton,Hokendauqua, Cementon, Stiles, and West Catasauqua.The township is mainly residential and commercial in characterwith approximately 50% of the land use devoted to residencesand 40% devoted to commercial purposes. Whitehall hasdeveloped into the preeminent commercial center for the LehighValley. There are a number of major retail shopping areas in thetownship, including the Lehigh Valley Mall and Whitehall Mall,as well as the MacArthur Road corridor. The latter includesWhitehall Square and other shopping areas extending north onU.S. Route 145 from the Allentown border.EDUCATIONAL PARKIn 1978, the Whitehall-Coplay School District completed a 143 acrecampus with all schools located centrally in the district. Approximately4,500 students report to the high school (9-12), middle school (6-8),elementary (2-5), and primary (K-1) buildings. In addition to thesebuildings, the campus also has an administration building, field house,outdoor resource laboratory, shipping and receiving building, garages,and stadiums. The test must be completed within 3 monthsof the start date. The results of the tuberculin test must be providedto the school district prior to working with students.MEDICATIONS DURING THE SCHOOL DAYThe Nurse Practice Act prohibits nurses from giving out anymedications without a doctor’s order. In order for medication tobe given during the school day, the Medication Dispensing Formmust be completed by the child’s physician and signed by both thephysician and the parent or guardian. Copies of this form areavailable at the health room in each school building or on theWhitehall-Coplay School District web site at www.whitehallcoplay.org.Both the completed form and the prescribed medication must beprovided to the school nurse. Medications must be delivered to theschool by a parent or designated adult.The school physician from St. Luke’s University Hospital hasapproved standing orders that the staff from the health office canadminister throughout the school day. The standing orders allow:oral antacids, lozenges/cough drops, topical oral analgesic, Blistexfor chapped lips, topical diphenhydramine gel, calamine lotion,topical hydrocortisone cream and/or triple antibiotic ointment to begiven. You must consent for your child to receive these medicationsthrough the online update.

Services areprovided to the children via individual counseling andclassroom instruction, to the teachers through consultationand assessment, and to parents through school or parentinitiated conferences. The counselor coordinates schoolsupport personnel and outside agencies which may beinvolved with a child.Classroom guidance comprises a major component of theguidance program. Topics include friendship, learning tolisten, feelings, positive self-esteem, cultural diversity/recognition and acceptance of individual differences,character education, career exploration, making goodchoices and conflict resolution.The Whitehall Intervention Team is coordinated by thecounselor and is made up of the principal, support teacher,speech therapist, psychologist, and referring teacher. Itspurpose is to discuss and provide support and interventionsto the classroom teacher for a student who may beexperiencing academic and/or behavioral concerns. George D. Currently we have 13 classrooms of each grade.This flexible space school is designed with three classroomsin a pod. The faculty and staff provide a caring and nurturingenvironment individually and in groups through numerousguidance programs, health services, Title I reading program,Response to Instruction and Intervention, Olweus BullyingProgram, School-Wide Positive Behavior Program (SteckelS.T.A.R.S.), and the Whitehall Intervention Team (WIT).The Whitehall Intervention Team is composed of the classroomteacher, reading specialist, guidance counselor, schoolpsychologist, and principal. The team focuses on providingstudents with appropriate learning strategies and interventions toalleviate academic or behavioral concerns that are impedimentsto school success. High school ‘Career Ed’ students mayprovide extra support and tutoring to those students who needassistance. A Big Brother/Big Sister Program connects highschool students with elementary children providing social,emotional, and academic support.In conjunction with the Kellyn Foundation, the schoolmaintains several raised bed gardens which provide studentswith science, ecology and math curriculum in a real life setting.The Kellyn Foundation helps maintain the gardens, and alsopresents their Eat Real Food Program to 3rd grade students.This program complements the school garden and is integratedinto the science curriculum in both 2nd and 3rd grade, providingstudents with the opportunity to eat more fruits and vegetables.Steckel’s website invites parents and the community to staycurrent with school activities and events at: ckelelementary/ The school isalso active on social media: The Facebook page and Twitteraccounts can be accessed from the aforementioned schoolwebsite.MARKING SYSTEMStudents receive quarterly electronic report cards indicating theirprogress in the basic subject areas and the competencies that arestressed. Once weekly special subjectareas (library, music, art, physical education, and computers),are graded on a semester basis.COUNSELING SERVICESMrs. Jamie Bisignani - Counselor x1321An elementary Guidance Counselor serves second andthird grades. Direct services are provided to the children,via individual and group counseling; to the teacher, throughconsultation and assessment; and to the parents through schoolor parent-initiated conferences. The counselor also offersindirect service by coordinating the efforts of the school supportpersonnel involved with the individual child.The Steckel guidance program is an integral part of the overallschool curriculum and is presented throughout the year duringscheduled classroom sessions. Topics include developingorganizational skills and improved study skills, self-esteem,improving peer relationships, understanding and respectingindividual differences, family dynamics, dealing with potentiallydangerous social situations, divorce, and understanding ouremotional development.ACTIVITIESThe school’s closed circuit television station offers a variety ofhighly successful programs. Mad Minute, an annual scholasticscrimmage among third graders, is streamed in the spring. SplitSecond is a game show for second graders in the spring. The TVnetwork also produces an annual holiday show which is airedthroughout the community by the local cable companies andstreamed from the district website.An After -School Program provides individualized assistanceand small group instruction in math and reading. This programtypically runs twice-weekly from January to April. Otherextracurricular programs such as Mad Science and the AfterSchool Theater Program are also offered to students.The Steckelwood Pops, a musical festival, is presented eachMay by the 2nd and 3rd grade musical groups.A very active Parent Teacher Organization PLUS sponsorsnumerous assemblies, field trips, and Children’s Day for allthe students. Parents are encouraged to participate in schoolactivities.School-Wide Positive BehaviorProgram (Steckel S.T.A.R.S.)Our program has been in place for 8 years. We have beenable to increase learning time, reinforce social skills, promoteresponsibility, ensure safety, and create a more positive schoolenvironment through our school-wide positive behaviorprogram. Our program teaches, recognizes, and rewards ourstudents for positive behavior. Our five character traits aretaught by using the acronym S.T.A.R.S. for safety, team players,achievers, respect, and self-discipline. These expectationsare reinforced across all seven of our school settings: the bus,the cafeteria, the hallway, the classroom, the playground, thebathrooms, and the coatrooms. Students are recognized andrewarded through a star system where they can earn prizes fromthe redemption center, gain access to the Principal’s Club 300,become Student of the Month, and join our marking periodcelebrations.

ZephyrElementary School2934 Zephyr Blvd., Whitehall, PA 18052610-871-3671Ms. Terri Miller, PrincipalGrades 4 & 5Student Day: 8:35 a.m. - 3:15 p.m.Zephyr Elementary School officially opened its doors onSeptember 8, 2009, for fourth and fifth grade students.The school is the result of a study initiated by the schooldistrict in 2002. Many options were outlined andexplored, and in 2004 an improvement plan was decidedupon. There were two phases of the new project. Thefirst phase of construction expanded and renovated thehigh school, relocated the bus transportation departmentto a new facility, provided a new multi-use stadium, andupgraded the infrastructure to the entire campus. Asthe first phase of construction began, the second phaseproject was being finalized; the construction of a new4-5 school was decided to be the most educationally andeconomically sound decision. This proposal allowedfor change in the grade structure by including the fifthgrade back with the elementary grades and alleviatedovercrowding in both the Steckel and Middle Schoolbuildings. Ground was broken on the project in May2008.There are thirteen sections of regular education classesin fourth and fifth grades. Fourth grade classroomsare primarily located on the first floor of the buildingwhile fifth grade occupies the second floor. Teachers arepartnering with one another to form a team.There are two learning support classes, an emotionalsupport classroom, a CLIU Early Intervention class, anESL room, speech, gifted, and reading classrooms aswell as art, computer, choral music, instrumental practicerooms, and a large group instruction (LGI) room. Acombination gym/cafeteria is divided by a folding doorwhich can be opened to create a large multi-purposeroom. The school library has separate areas for classinstruction and computer research as well as providesvarious genres of literature and other reading materials.Response to Instruction and Intervention is an integralpart of Zephyr. RtII was initially utilized at Gockleyand Steckel in grades K-3. RtII provides additionalinstruction in the area of reading for students scoringbelow benchmark on the DIBELS assessment and/orbelow proficiency on the PSSA or 4Sight assessments.MARKING SYSTEMStudents receive report cards four times a year. Subjectsgraded are reading, writing, spelling, grammar,mathematics, social studies, and science, as well as library,physical education, art, music, and computers, and health.Students will also earn O outstanding, S satisfactory, andN needs improvement in areas of General Developmentand Effort.COUNSELING SERVICESMrs. Brittany Rabe - CounselorThe counseling program at Zephyr Elementary isavailable to help students, parents, and teachersdevelop positive learning experiences. The programconsists of a variety of services and activities includingindividual and group counseling, parent and teacherconsultation, group guidance, information services, andreferral assistance to other programs and services in thecommunity.The Whitehall Intervention Team (WIT) at ZephyrElementary is coordinated by the counselor. Thisteam provides an opportunity for teaching staff to seekassistance in meeting the academic, behavioral, andsocial/emotional needs of at-risk students. The team iscomprised of the building principal, classroom teacher,guidance counselor, reading specialist, and at times, thespeech therapist or school psychologist. The parent isalso an integral part of this process.Zephyr has a Student Assistance Program (SAP). Thisprogram is designed to provide assistance to studentswho are experiencing academic and/or behavioraldifficulties. Students, parents, and teachers worktogether to create positive changes and help the studentexperience success at school.Our Truancy Intervention Program (TIP) is an initiativedesigned to lower our absentee and tardy-to-schoolrates. Valley Youth House works with the school andparents and offers assistance and encouragement forschool attendance.The Zephyr guidance curriculum is based on specificlearning goals and instructional strategies designedto assist with personal, social, career, and educationaldevelopment for all students. Lessons focus on theunderstanding of self and others, coping strategies,peer relationships, problems solving, decision making,conflict resolution, and bullying preventions.Zephyr’s School-Wide Positive Behavior Support(SWPBS) program is an agreed upon common approachto discipline. The focus is on four expectations forbehavior. BEEZ expectations include: Be safe; Excelin all we do; Encourage each other, and Zephyr pride.Students are rewarded for demonstrating behaviorssupporting these expectations and may use their BEEZbucks to purchase “Zephyr” items and school suppliesin the redemption center.ACTIVITIESGetting students involved in extracurricular activities isimportant whether it be in community sponsored groupsor clubs at school. Zephyr continues with a Key Club,which allows both fourth and fifth graders the opportunityto develop leadership skills while performing communityservice projects.In addition, fourth and fifth graders have the opportunityto show their musical talents by participating in band andchorus. Performances will be held in December and inspring.An after-school program is provided for qualifyingstudents to enhance reading and math skills.
