Requires owner or manager of a publicaccommodation with a public facingtelevision or display screen showingstreamed or televised programming in apublic area during business hoursthrough a receiver technically capable ofdisplaying closed captioning to activatethe closed captioning option Necessitates that captions be provided ina manner to ensure clarity and ease ofviewing

How will the City implement theOrdinance? The Albuquerque Office of Civil Rights (OCR) willenforce the OrdinanceComplaint based system OCR reviews complaint to see if prima facie case isallegedParties provided with several opportunities to resolve Predetermination settlementOCR may investigate complaint of violation(s) of theOrdinance and submit recommendation to the HumanRights Board (HRB) on how to proceedIf HRB finds probable cause that the Ordinance hasbeen violated, the parties engage in conciliationIf HRB finds violation of Ordinance, HRB may orderbusiness to cease violating the Ordinance (i.e., turn onclosed captioning)If this order is violated, OCR and HRB may pursue finesthrough court.
