Independent Auditor’s ReportMembers of the State of Mississippi State and SchoolEmployees’ Health Insurance Management BoardState of Mississippi, State and School Employees’Life and Health Insurance PlanJackson, MississippiReport on the SchedulesWe have audited the accompanying schedule of employer allocations of the State and School Employees’ Lifeand Health Insurance Plan (OPEB Plan), an other employee benefit trust fund of the State of Mississippi, as ofand for the year ended June 30, 2021, and the related notes. We have also audited the total for all entities of thecolumns titled June 30, 2020 employer’s proportionate share of net OPEB liability as of June 30, 2020,June 30, 2021 employer’s proportionate share of net OPEB liability, total deferred outflows of resources, totaldeferred inflows of resources, and total OPEB expense (specified column totals) included in the accompanyingschedule of OPEB amounts by employer of the OPEB Plan as of and for the year ended June 30, 2021, and therelated notes.Management’s Responsibility for the SchedulesManagement is responsible for the preparation and fair presentation of these schedules in accordance withaccounting principles generally accepted in the United States of America; this includes the design,implementation, and maintenance of internal control relevant to the preparation and fair presentation ofschedules that are free from material misstatement, whether due to fraud or error.Auditor’s ResponsibilityOur responsibility is to express opinions on the schedule of employer allocations and the specified columntotals included in the schedule of OPEB amounts by employer based on our audit. We conducted our audit inaccordance with auditing standards generally accepted in the United States of America. Those standardsrequire that we plan and perform the audit to obtain reasonable assurance about whether the schedule ofemployer allocations and the specified column totals included in the schedule of OPEB amounts by employerare free from material misstatement.An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in theschedule of employer allocations and the specified column totals included in the schedule of OPEB amountsby employer. The procedures selected depend on the auditor’s judgement, including the assessment of the risksof material misstatement of the schedule of employer allocations and the specified column totals included inthe schedule of OPEB amounts by employer, whether due to fraud or error. In making those risk assessments,the auditor considers internal control relevant to the entity’s preparation and fair presentation of the scheduleof employer allocations and the specified column totals included in the schedule of OPEB amounts byemployer in order to design audit procedures that are appropriate in the circumstances, but not for the purposeof expressing an opinion on the effectiveness of the entity’s internal control. Accordingly, we express no suchopinion. An audit also includes evaluating the appropriateness of accounting policies used and thereasonableness of significant accounting estimates made by management, as well as evaluating the overallpresentation of the schedule of employer allocations and the specified column totals included in the scheduleof OPEB amounts by employer.We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for ouraudit opinions.

The scheduleof OPEB amounts by employer – sensitivity and remaining deferred outflows (inflows) of resources as of andfor the year ended June 30, 2021, is presented for purposes of additional analysis and is not a required part ofthe Schedules.The schedule of OPEB amounts by employer – sensitivity and remaining deferred outflows (inflows) ofresources as of and for the year ended June 30, 2021, is the responsibility of management and was derivedfrom and relates directly to the underlying accounting and other records used to prepare the Schedules. Suchinformation has been subjected to the auditing procedures applied in the audit of the Schedules and certainadditional procedures, including comparing and reconciling such information directly to the underlyingaccounting and other records used to prepare the Schedules or to the Schedules themselves, and otheradditional procedures in accordance with auditing standards generally accepted in the United States ofAmerica.
